Overview of position
The United Nations Peace Building Fund ( PBF) titled, “Building peace within and with young women and men in Sirte”, is a multi-agency initiative that aims to support the development, participation and protection of young people in Sirte to become active agents of change and peace. 
UNICEF is seeking to recruit a programme facilitator (through a third party) based in Sirte to coordinate UNICEF’s programmes within the on the ground. This role will also require coordination with the local authorities and with United Nations agencies mainly UNFPA, the UNDP and WFP parties to the same programme.
Given the strategic location of the Sirte and ongoing conflict and violence that continuous to affect the Western Libya, the programme facilitator may be requested by UNICEF programme team (through matrix management) to take part in the emergency preparedness and response.

 
Role objectives
Under the supervision of the Adolescents Development Officer, the programme facilitator supports the design, implementation, monitoring and reporting of the programmes  in Sirte, in relation to the above mentioned multi agency project.  Furthermore, based on the guidance of the supervisor, the facilitator is expected to liaise with key stakeholders (municipality, CSOs, and local authorities), for the best interest of adolescents and young people in Sirte within the scope of UNICEF programme.
The detailed duties and responsibilities are:
  • Responsible for the day-to-day monitoring of the implementation of all UNICEF programmes (Education, Youth development and participation, child protection, emergency preparedness and response) through regularly monitoring, reporting on results based on an agreed template and reporting format.
Participate in all assessments, monitoring and supportive supervision visits organized by
  • all the UN agencies part of the PBF funded programme and beyond.
  • Attend the local committees and technical cooperation meetings, to strengthen coordination with other stakeholders as required within the scope of UNICEF programme or based on the request of the supervisor. 
  • Support strategies to strengthen the participation of young people and to reinforce their representation in decision making.
  • Support UNICEF efforts in emergency preparedness and response in Sirte and beyond based on the guidance received from the supervisor and in coordination with UNICEF emergency team through matrix management.
Project reporting
  • Monthly report submitted at the end of each month.
  • Ad-hoc reports as requested by the supervisor.
  • Trip reports on the conducted monitoring trips (if any).
Key competencies Qualifications required What level of academic qualification is required, e.g. PhD, Masters, Bachelors, Diploma, High School certificate
University degree in social sciences, law, public administration, or related discipline.
Other qualifications Are there other qualifications or certifications (e.g. NEBOSH) that may be required

Years’ experience How many years’ relevant experience are required and in which specific fields?
o Minimum of 3 years relevant work experience (education, child protection, youth empowerment and participation) in the field, including in Sirte municipality (previous expirenance with UNICEF is preferred);
o Proven track record in coordination and/or institutional strengthening of governance and civil society organizations, preferably in the field of youth development and participation;
o Excellent knowledge of current affairs in Libya, with particular focus on local governance, youth development, and civil society organizations role.

Geographical experience Does the Consultant need prior experience in any specific locations?
The Facilitator must be available to travel within Sirte or to Tripoli and other places, as required by the programme exigence. The package for the travel is agreed with the hiring institution based on UNICEF prior arrangement.
Languages Insert languages and level required (Fluent, Working)

Fluency in English and Arabic (verbal and written) is required

This role has no team management responsibility.

Deliverables:
Conduct 16 programme visits in during the 1st two month of the contract and upload visit reports on etools. ( 33 % of the overall fees).
Conduct 16 programme visits in during the 3rd and forth months of the contract and upload visit reports on etools. ( 33 % of the overall fess).
Conduct 16 programme visits in during the fifth and sixth months of the contract and upload visit reports on etools. ( 33 % of the overall budget).
