IRC Uganda is currently looking for a Systems Strengthening Advisor to provide technical expertise in support of the “Enhancing Yumbe District Capacity to Prevent and Respond to Gender Based Violence (GBV) and Violence Against Children (VAC)” project funded by the World Bank. The ideal candidate has extensive experience managing rule of law and governance programming, with a proven record of providing technical advisory services to local government in the execution of their mandates as well as in building coalitions with non-state stakeholders. S/he will provide advisory services to Yumbe district officials to enhance their capacity to oversee and deliver integrated services, increase access to services, enhance coordination and management of service delivery to prevent and respond to GBV and VAC, in line with international and national standards, guidelines and policies. S/he will have the capacity to innovate and solve problems efficiently and to effectively co-design interventions that leverage the synergies of humanitarian and development policy, programming, service points and case management.  S/he will liaise with key government entities, UN, INGO and interagency counterparts and contribute to innovative systems strengthening approaches in line with the Global Compact on Refugees, the Comprehensive Refugee Response Framework, national development and sectoral plans and localised SDGs in Uganda.

Duties and Responsibilities

  • Support Yumbe District officials to design and implement a pilot intervention for enhancing district and sub-county capacity for referral, case management, and coordination to prevent and respond to GBV and VAC
  • Disseminate guidance materials and tools to prevent risks of GBV and VAC associated with project implementation in coordination with the District Implementation Team
  • Support community mobilization and awareness on GBV and VAC
  • Strengthen coordination and implementation of GBV and VAC prevention and response interventions and partnerships among a broad range of actors, ensuring alignment to national systems and harmonization of GBV and VAC reporting systems
  • Contribute to monthly IRC field team meetings which review Budget vs. Actual expenditures and monitor programme deliverables
  • Responsible for programmatic and financial monitoring, donor reports, M&E, etc
  • Provide supervision, on the job mentoring and coaching for the sub-county systems strengthening advisor, ensuring coordinated efforts
  • Contribute to design and development of concept notes and proposals to grow the Governance and Rule of Law pillars of the PRoL and WPE portfolio
  • Represent the IRC in high level and strategic meetings with government counterparts
