Summary.

This position is an exciting opportunity to join a growing organization in developing its global humanitarian practices. The Program Leader will oversee the strategic development and positioning of the organization in Colombia in the fields of Water, Sanitation, and Hygiene while supervising the implementation of a pilot program in the field of access to potable water through the installation of solar, reverse osmosis desalination water treatment systems for two vulnerable communities in the Department of La Guajira and Atlántico.

1) Context.

IsraAID, founded in 2001, is a non-profit, non-governmental organization committed to providing life-saving disaster relief and long-term support. For almost two decades, our teams of professional medics, search & rescue squads, post-trauma experts and community mobilizers, have been first on the front lines of nearly every major humanitarian response in the 21st century. Our mission is to efficiently support and meet the changing needs of populations as they strive to move from crisis to reconstruction/rehabilitation, and eventually, to sustainable living.

IsraAID has launched its operation in Colombia in May 2019. Most of the operations of the organization are in the Caribbean region where IsraAID operate a child protection program, which also has an important component of education mainstreaming. Additionally, the organization aims at supporting the provision of capacity-building training on PSS and PFA to a range of educational personnel within the region, thus ensuring a holistic response to the multiple emergencies at hand. Furthermore, we are also leading the implementation of a Livelihood program combining strong protection mainstreaming, both targeting mixed migrants and host community members.

In actuality, IsraAID is currently developing its activities in the sector of WASH and currently launching pilot programs in association with local partners and public authorities aiming at providing sustainable access to potable water, capacity building, and sensibilization in hygiene practices for two communities located in the surroundings of Riohacha and Cartagena.

2) Job Purpose.

The Program Leader WASH expert will lead on the implementation of the WASH country strategy while ensuring the overall supervision of the Pilot Programs related to access to potable water

through desalination is implemented in the two targeted communities. 3) Duties and Responsibilities.

Development, positioning, and implementation of the WASH Country Strategy

• Lead WASH multi-sectorial technical assessments in coordination with other IsraAID thematic areas, as well as other external agencies. ensuring that assessments’ findings are documented and that all assessments include specific community views and analysis of WASH needs.

• Lead the development of WASH sector response plans and master budgets and contribute to IsraAID’s overall response strategy.

• Develop technical standards for all WASH construction and hygiene promotion programming within emergency and recovery contexts adhering to humanitarian standards.

• Provide technical oversight of WASH engineering designs and hygiene promotion programs as well as proactively promote high-quality WASH technical approaches within the country programs.

• Support the long-term capacity building and programmatic integration of water and sanitation into IsraAID/Colombia core programming in Education, with particular emphasis on hygiene promotion.

• Guide water and sanitation teams towards an integrated approach with other IsraAID programs to address community health needs.

Program Management

• Supervise the overall implementation of the Pilot Program implemented in Cartagena and Riohacha, ensuring adequate communication and organization between local partners, international partners, staff, and donors.

• Oversee the implementation of WASH programs, ensuring high quality and timely delivery of all program activities and deliverables and ensuring that the objectives are ultimately met.

• Prepare timely program and donor reports on project activities in compliance with internal and external requirements.

• Ensure that the overall strategy ultimately meets the needs of the communities and that trust participation and communication with the communities is maintained at all point. • Ensures that systems are in place for longer-term operation (maintenance of all water supply once projects end).

• Work closely with the Monitoring & Evaluation team to establish a WASH sector M & E plan while building the capacity of technical field staff in carrying out the work. • Establish accountability mechanisms ensuring that feedback is incorporated into program design and learning.

• Ensure minimum standards are maintained in accordance with the Sphere standards.

Representation, Advocacy & Organisational Learning:

• Help shape broader sector strategies through influence and leadership within inter-agency coordination forums, such as the regional and national GIFMM Water working groups.

• Pro-actively identify advocacy opportunities, funding opportunities, case studies, and research opportunities that link with wider organizational strategic objectives, and turn these into action.

• Play a leadership role in shaping WASH communications and media priorities in line with thematic priorities, acting as a spokesperson when required.

4) Skills, Experience, and Requirements.

• Bachelor’s or master’s degree required: Bachelor’s in water/Environment engineering, Water and Soil or any other related field preferred.

• A minimum of three years of experience working in the water and sanitation field (including solar energy) in emergency or recovery response.

• Advanced knowledge of water and sanitation engineering and training in the use of a variety of water equipment including emergency mobile water treatment and storage unit, sanitation kits, water treatment chemicals, pipelines, basic knowledge of treatment of sewages as well as concrete storages, etc.

• Previous experience in project management; experience in the management of internationally funded development programs strongly preferred.

• Fluent in English and Spanish with the ability to speak and write a clear and well-argued assessment and project reports in English.

• Familiarized with the context of access to water in the departments of La Guajira and Atlántico.

• Demonstrated depth and breadth in participatory methods to engage local communities in needs assessments, design, and implementation of local, culturally acceptable water and sanitation interventions.

• Demonstrated ability to set up monitoring & evaluation systems in small-medium complex programs.

• Proven ability in mentoring and coaching.

• Experience at technical level representation and in developing and negotiating successful partnerships with Partners and government representatives.

• Excellent communication skills.

• Proven ability to influence change at an operational and strategic level. • Politically and culturally sensitive with qualities of patience, tact, and diplomacy. • Capacity and willingness to be flexible and accommodating in difficult and sometimes insecure working circumstances.

• Commitment to the aims and principles of IsraAID. In particular, a good understanding of IsraAID’s mandate and an ability to ensure this continues to underpin our support.
