USAID is at the forefront of the U.S. Government (USG) response in the fight against HIV. USAID is a key partner in the President’s Emergency Plan for AIDS Relief (PEPFAR), and works closely with other USG agencies on this multi-billion dollar initiative in developing countries around the world. The Bureau for Global Health Office of HIV/AIDS (OHA) is the center of HIV technical leadership for the Agency with primary responsibility for the Agency’s HIV program. OHA provides strategic guidance, technical leadership, and support to field programs in HIV, including direction on allocation of financial and human resources and technical assistance in design, implementation and monitoring of HIV programs.
The Strategic Information, Evaluation and Informatics Division (GH/OHA/SIEI) provides strategic direction, technical leadership, and support to OHA and USAID missions in managing and utilizing data and data systems. The SIEI Division advances data science and infrastructure leading to smarter decision-making, improved USAID programs, and ultimately better health outcomes for beneficiaries. GH/OHA/SIEI is composed of four Branches - Health Informatics, Evaluation, Expenditure Analysis, and Strategic Information. The Strategic Information Branch (GH/OHA/SIEl/SI) provides technical expertise to support and promote data-informed decision making, through program monitoring, reporting and analysis to achieve HIV epidemic control. The Branch supports headquarters and missions by strengthening capacity for program monitoring and surveillance to improve HIV programs and to provide accountability, oversight and management of programs and partners. This position reports to the SI Branch Chief in the Strategic Information, Evaluation and Informatics Division.
The Program Analyst (PA) is an essential member of the SI Branch, providing support to the SI team, performing a variety of both complex and routine administrative and technical duties.
The PA provides support to technical and managerial staff, performing routine administrative and analytical duties. These duties range from tasks such as scheduling briefings, meetings and maintaining the Branch program files to more complex analytical tasks such as collecting, compiling and analyzing data for various program documents and designing and maintaining spreadsheets in support of the SI Branch projects and activities. The PA works closely with the assigned team and provides input on related SI issues. The PA also works with other members of the team to assist in areas within the purview of the SIEI Division and/or SI Branch; assignments may include country backstopping, overall administrative support and other duties as assigned. The PA ranks tasks in order of importance and impending deadlines, and handles several tasks simultaneously. The individual is expected to become familiar with strategic information and technical issues and policies pertaining to HIV and must develop a working knowledge of applicable USAID policies and guidelines, as well as corporate practices and procedures. At the GS-9 equivalent level, PA time will be split between programmatic or technical tasks (approximately 60-70%) and administrative tasks (approximately 30-40%), and may require moderate onsite management oversight and guidance.
Specific technical duties may include:

  • Assist in development of technical and program documents, such as quarterly data reviews, annual work plans, action memos, talking points, and technical presentations;
  • Assist SI staff in supporting field staff; travel to USAID missions as necessary; track, oversee, coordinate, and report on field support; and
  • Coordinate, organize, and liaise with members of working groups, missions, and other USG agencies in support of program implementation.

Illustrative examples of possible tasks include:

Program Management and Monitoring

  • Support Technical Advisors and Agreement/Contracting Officer’s Representatives (AORs/CORs) to coordinate and manage project(s), including participation on the project management team;
  • Review, discuss, and consult with Technical Advisors and AOR/CORs regarding the approval of work plans, budgets, and activities;
  • Coordinate oversight, management, and maintenance of the program and project files;
  • Assist AOR/COR and Technical Advisors in compiling appropriate financial documentation to ensure timely award and sub-award approvals, and budget obligations;
  • Compile and analyze programmatic, technical, and budgetary data for the team’s project(s) and activities, and organize data for use in briefings, publications, reports, and decision making;
  • Coordinate communications and meetings, including note taking;
  • Assist in responding to inquiries from inside and outside of USAID;
  • Assist with information and document gathering for program activity planning, implementation, research, monitoring and evaluation from within OHA and from other USAID offices, bureaus, field Missions, cooperating agencies and international normative bodies; and
  • Assist with development of program planning activities such as Country Operational Plan (COP) and other HQ planning.

Technical Support

  • Perform routine and ad hoc data collection and analysis of data as needed;
  • Identify discrepancies in data collection and assist with resolving any contradictory data;
  • Assist with the development of team presentations including synthesized analysis products using Excel, Google sheets, Panorama and/or other statistical software;
  • Research, plan, analyze, and organize technical and/or statistical information, and develop data for use in briefings, publications, and reports;
  • Draft succinct summaries and/or Google or PowerPoint slide decks to help visualize data;
  • Assist with SI support to OHA technical clusters;
  • Support PEPFAR and/or USAID country teams in a technical support role as needed;
  • Attend and support capacity building initiatives within USAID and interagency; and
  • Coordinate field requests for technical assistance and provide support, as appropriate.

Graphic Design and Communications

  • Assist with developing concepts, graphics and layouts for communication products;
  • Assist with conceptualizing visuals based on requirements and creating images and layouts;
  • Support Branch-related communications to the field and HQ, including development and distribution of monthly newsletter and other relevant guidance; and
  • Assist in development of technical updates, briefs, and other communications.

Administrative Support

  • Schedule team meetings and events; Support team with general logistics/support; maintain team calendar, call lines, meeting setup and logistics;
  • Provide administrative support for hiring actions, onboarding of new staff, taskers, coordinating travel and technical assistance requests, and other actions, as needed;
  • Manage Branch documents within Google drive, internal website, and listservs; and
  • Document minutes/notes of regular SI Branch meetings, or other partner meetings, as required.

Performs other duties as assigned.

Qualification at the GS-9 equivalent Program Analyst level requires a bachelor’s degree in a related field and a minimum of 3 years of relevant experience, or equivalent combination of education and experience. Alternatively, an individual may qualify at the GS-9 equivalent Program Analyst level with a master’s degree and a minimum of one year of relevant experience.

Other qualifications include:

  • A demonstrated general interest in international development and global health, and in particular demonstrated interest to HIV, strategic information and data analytics
  • Strong organizational skills and an ability to multitask
  • Strong oral, written communication and comprehension skills
  • Excellent interpersonal skills
  • Strong quantitative and analysis skills
  • Proficiency in Microsoft suite of programs (e.g., Word, Excel, PowerPoint)
  • Experience in graphic design and demonstrated skills with Adobe Creative Suite, including InDesign, Illustrator, and Photoshop
  • US Citizen or Permanent Residence with the ability to obtain facility access clearance is required

International travel, ranging from 5-15%, depending on circumstances.
