General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Second-level university degree in international studies, public policy, political science or law or related field(s); a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree; certified training course in a relevant field desirable

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Extensive experience in political analysis and reporting;
  • Experience in liaising with governmental and non-governmental organizations;
  • Strong interpersonal and organizational skills, and demonstrated track record of co-ordinating and motivating teams;
  • Professional fluency in the English language and the ability to draft documents clearly and concisely;
  • Working knowledge of the Russian language, including the ability to conduct substantive business;
  • Cultural sensitivity and sound judgement;
  • Demonstrated commitment to gender equality objectives as well as the ability to integrate a gender perspective into tasks and activities;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Ability to operate windows applications, including word processing and emails.

Desirable:

  • Working knowledge of the Romanian language;
  • Experience in working in the region and knowledge of the historical and current political situation in the Mission area;
  • Strong mediation and negotiation skills;
  • Experience working in an international organization, diplomacy or with public affairs.
 
 
 
 
Tasks and Responsibilities

Under the direction of the Mission Leadership, as Senior Political Officer, you will take lead responsibility for the following tasks in support of the Mission's mandate and will be responsible for the following:

  1. Acting as senior advisor to the Head of Mission on political issues and in particular the Transdniestrian Settlement process;
  2. Acting as a deputy for the Conflict Prevention and Resolution Programme Manager;
  3. Maintaining a broad array of contacts and providing political advice on developments in Moldova, on both the left and the right bank;
  4. Co-ordinating the work of the Mission's Political Office;
  5. Participating in and facilitating negotiations between the sides in all different formats of the Transdniestrian settlement process;
  6. Acting as liaison for the Mission with political and public officials and non-governmental representatives throughout Moldova on all mandate issues;
  7. Supervising the work of three staff;
  8. Performing other duties as required.
