Grants and Subawards Manager
IRC's vision for Niger is that individuals, households and communities are supported to be resilient, self-reliant and able to thrive in an ever-changing context. IRC Niger is present in the regions of Tillabéry, Tahoua and Diffa with projects in the following areas: Protection (SGBV, Child Protection, Protection Monitoring and Mainstreaming), Water, Hygiene and Sanitation, Nutrition, Health and Livelihoods.
The Grants and Sub-awards Manager should have excellent coordination skills, but also the ability to innovate and solve problems effectively, as well as the ability to work with multiple interlocutors across the different technical departments.
The Grants and Subawards Manager is directly supervised by the Grants Coordinator and collaborates with the Senior Grants Officers in a number of tasks.
• Coordinating IRC Niger's overall grant management and donor reporting process through effective internal and external communication channels;
• Ensuring effective monitoring of ongoing grants and contracts;
• Manage the contractual processes initiated or to be initiated for budget realignments, requests for changes, revisions and contract amendments.
• Proactively raise potential compliance issues with the co-ordination teams and keep the Grants Coordinator informed of any anticipated failure to meet contractual obligations.
• Maintain a broad and deep understanding of donor policies, regulations and procedures and develop this knowledge among program and operational staff;
• Write donor reports and improve their quality until they are validated and submitted by headquarters, respecting set with deadlines.
• Digitally archive the final versions of donor reports (on the server and on OTIS).
• Support the Grants Coordinator and the whole coordination team (Finance, Program) in the management of donor communications and in meetings with donors.
• Supervise, facilitate and coordinate all aspects related to the partnership cycle in projects and the implementation of the IRC PEERS system, from the identification of the partner to the end of the project (verification process, project development, contract signature, project monitoring and implementation, etc.), in close cooperation with the Program, Finance and Operations Departments.
• Support the Grants Coordinator in monitoring the contractual aspects of the partnerships and ensure that the specific requirements of the project are reflected and followed up in the partnership agreements.
• Support the Grants Coordinator in managing communications with international and local partners.
• Responding to ad hoc requests from national and local authorities and IRC partners in Niger
• Bachelor's or Master's degree in international relations, international development, humanitarian project management, or in an associated field.
• Two to four years of experience in a similar position in humanitarian or development organizations.
• Good knowledge of the humanitarian project management cycle and the logical framework concept.
• Good knowledge of the procedures and practices in force with the main European institutional donors.
• Experience in managing external communications, with donors and partners
• Familiarity with the grant contracts and regulations of the main American (OFDA, FFP, BPRM, CDC), European (DFID, ECHO, Europe Aid, Swiss Cooperation, Sida) and United Nations (UNHCR, UNICEF, IOM) donors.
• Familiarity with the regulations of French donors and particularly those of the French Development Agency (AFD) would be a real asset for the application.
• Fluency in French, both written and spoken, English is essential.
• Excellent oral comprehension and communication skills, in French and English.
• Very good command of Word and Excel.
• Excellent ability to organize and prioritize tasks to meet numerous simultaneous deadlines.
• Proactivity, dynamism and autonomy in carrying out tasks.
• Excellent attention to detail, format, presentation and legibility of documents.
• Ability to work in a team in a multicultural office.
• Ability to adapt, accept and prioritize new tasks according to the most urgent needs of a constantly changing environment.
• Real interest in humanitarian projects and program in Nutrition, Health, Protection, Food Security and Livelihoods, WASH, Emergency Response and Education.
Working Environment: This position is unaccompanied, and accommodation will be in shared housing
