CONTEXT

As the lead United Nations Organization for education, the United Nations Educational, Scientific and Cultural Organization (UNESCO), guides international efforts to support countries by leveraging technology to accelerate progress towards achieving Sustainable Development Goal for Education (SDG4). Through its network of institutes and field offices and in partnership with public and private sector organizations, UNESCO designs and implements initiatives seeking to harness information and communication technologies for education. UNESCO launched a project entitled “Technology- enabled Open Schools for ALL” to support building technology-enabled crisis-resilient school systems in Egypt, Ethiopia and Ghana. By building a more crisis-resilient technology, content, and human infrastructure for school education and making it equitably accessible, the tech-enabled open schools will serve as digital learning hubs that offer quality-learning opportunities for all and that ensure leaving no one behind.

 

The project is designed to assist the Ministries of Education and other partners of the three countries in the implementation of the aforementioned 3-years project to design, pilot test, and scale up Technology-enabled Open School Systems (TOSS). Activities will include building/ developing national platforms and development of online/distance learning content in the target countries to support school-based blended learning and home-based distance learning; enhancing school and household connectivity; deploying relevant applications, and provision of training on digital skills. Priorities will be given to the most vulnerable groups, including female teachers and students, children from rural areas, learners with disabilities.

ASSIGNMENT

Under the overall authority of the Director of UNESCO Cairo Office and with direct supervision of the Programme Specialist for Education and in close collaboration with the Unit for Technology and AI in Education (ED/FLI/ICT) in UNESCO Headquarters, the incumbent will act as the focal point for the overall coordination and implementation of the project activities. More specifically, he/she will undertake the following tasks and responsibilities:

Main Duties and Responsibilities
  1. Support and coordinate the development and implementation of the inception phase and the production of project documents including the work plans;
  2. Lead and coordinate the implementation of activities in the work plans and the project documents and addresses solutions for overcoming operational constraints, including recommendations on alternatives to achieve the project objectives;
  3. Review and monitor on a regular basis details, schedules, deliverables and budget as articulated in the project  document (as an evidence of progress towards expected outputs, according to schedule, within budget);
  4. Develop concept notes, ToRs and material needed for the implementation of project’s activities and coordinate with relevant agencies, entities and organizations to ensure the high quality and visibility of the project outputs;
  5. Maintain good working relations and ensure regular coordination, with government counterparts, donors, consultants, partners and stakeholders and UNESCO HQ;
  6. Develop, and ensure timely submission of, the progress and financial Reports and other reports as may be required by the donor, UNESCO and other stakeholders;
  7. Ensure appropriate documentation of the project achievements, lessons learned as well as challenges faced within the project;
  8. Perform any other tasks as assigned by the management.

REQUIRED QUALIFICATIONS Education

Advanced university degree (masters or equivalent) in the field of education, ICT in education, educational technology, social sciences or other related field.

Experience
  • Minimum 5 years of experience in the fields of education and/or related developmental fields  preferably  in ICT in education and/ or educational technology in Egypt;
  • Experience of working in international organizations.
Professional Knowledge and Skills
  • Professional Knowledge about, and/or direct experience with:
  • The Egyptian national education system and more specifically pre-higher education in Egypt;
  • Efforts and initiatives are being undertaken to implement EDU 2.0 reform in Egypt and to achieve the digital transformation in the national education system;
  • The 2030 Sustainable Development Agenda of the United Nations, with demonstrated understanding of the main targets of SDG 4 on education;
  • Project management skills including monitoring and evaluation;
  • Excellent oral, writing, and reporting skills in both Arabic and English;
  • Strong functional competencies in developing contracts and financial management;
  • Strong analytical and problem-solving skills, as well as the ability to set priorities, to ensure compliance to rules and administrative guidelines, to analyze and meet tight deadlines;
  • Willingness and ability to conduct field visits, out of office meetings, regular visits to the Ministry of Education and Technical Education and partners as required;
  • Ability to work in a team in an international and multi-cultural environment;
  • Excellent communication skills and ability to establish good working relationships with internal and external colleagues, partners, and providers at the national, regional, and international levels;
  • Excellent IT skills, including the use of Microsoft Office software, database management, other related tools;
LANGUAGES

Excellent knowledge (oral and written) of Arabic and English.

DESIRABLE QUALIFICATIONS& SKILLS
  • Experience of working directly with the Ministry of Education and Technical Education of Egypt and other government officials;
  • Experience of working in the UN system;
  • Knowledge of other UNESCO official languages (Chinese, French, Russian, and Spanish);
BENEFITS AND ENTITLEMENTS

UNESCO’s salary will be paid in local currency at SB-4 grade level according to UNDP-EG salary scale for service contract holders, which may add health insurance and pension plan coverage upon proof of affiliation.
