Short time Expert in Disaster Risk Management to a project in Armenia

Introduction

MSB is looking for a short time expert within Disaster Risk Management policy. You will implement activities within the field, in close cooperation with the rest of the team. MSB is implementing an EU funded Twinning project, “Enhancing Civil Protection in Armenia”, since October 2020, in Armenia. There are three main components in the project: 1) enhanced Civil Protection through legislation and policy, 2) improved efficiency in Civil Protection systems and 3) improved capacity to ensure Human Resource Management and development. A consortium, consisting of MSB (as lead partner) and the Fire and Rescue Department of Lithuania (FRD), implements the project. You will work especially with the Lithuanian Component Leader of component 1. The project includes a Resident Twinning Adviser, permanently situated in Yerevan, Armenia.

MSB söker en korttidsexpert med goda kunskaper inom Katastrofrisk hantering. Du kommer implementera aktiviteter inom ditt område, i nära samarbete med övriga medlemmar i teamet. MSB implementerar just nu ett EU finansierat Twinning projekt som heter: Enhancing Civil Protection in Armenia, vilket har pågått sedan oktober 2020. Det finns tre huvudkomponenter i projektet; 1) Förbättra civilt skydd genom lagstiftning och politik. 2) förbättra effektiviteten i civilskyddssystemet samt 3) förbättra kapaciteten för att säkerställa personalhantering och utveckling. Ett konsortium som består av MSB, (som har huvudansvaret), och Fire and Rescue Department of Lithuania (FRD), genomför projektet. I ditt arbete kommer du främst arbeta med Litauens komponentledare som ansvarar för komponent 1. I projektet finns en Resident Twinning Adviser, som bor permanent i Jerevan, Armenien.

Duties

The working period is between August 2021 - October 2022, at a maximum of 41 working days. You will implement the following activities that are planned within the component, in cooperation with the Lithuanian Component Leader and the Armenian colleagues:

• Overview mapping of roles and responsibilities, and coordination and cooperation mechanisms in existing DRM and CP system.
• Work/planning meetings with close group of DRM actors to establish process for review and implementation DRM strategy.
• Workshop relevant political and technical level DRM/CP actors to launch strategy review process and establish core technical level group(s) for this review process.
• Provide recommendations to legislative process based operational experiences, analysis of previous DRM strategy and work with National DRR Platform.
• Key out-reach meetings to establish DRM process with long-term important DRM actors, such as e.g. public/private sector companies, CSOs, academic institutions.
• Develop and design basic DRM process out-reach information material.
• Development of an Armenian language DRM.

Qualifications

Experience
To succed in this position we want you to have:

• Documented experience from national level policy-making;
• Experience from working in in the field of civil protection and crisis management at both strategic and operational levels;
• Experience from working in challenging and dynamic projects;
• Extensive knowledge of international frameworks and best practices in disaster risk reduction and disaster management;
• Proven experience of working in multinational and -cultural environments;
• Knowledge of European Union policies, legislation and relevant areas in the field of Union Civil Protection Mechanism;
• Strong analytical and report writing skills.
• Strong social skills, with the ability to achieve results through tact and diplomacy.
Education
Master’s degree (MSc) in the field of civil protection, emergency management, or another relevant area.
Languages
Fluent on a high level in written and spoken English
Working knowledge of Russian and/or Armenian is an asset.
Other requriements
In order to be recruited for an international project, you also need to undergo a health examination before departure. If you have a regular employer, you should inform them of your possible involvement with MSB.

Profile

It’s of utmost priority that candidates understand, respect and act in the spirit of the mandate and core values of the MSB. You must possess a high level of professional and personal maturity together with an ability to establish and maintain effective working relationships with colleagues, managers and external partners, such as UN organisation, recipient governments and host populations. You are expected to have excellent analytical and communicative skills as well as excellent skills in technical writing, able to talk in public and negotiate with counterpart government officials. You must show initiative and take both a hands-on and an analytical approach to tasks and problems. You should demonstrate a strong desire to share EU experience with neighbouring countries in a didactic way and have excellent knowledge of multi-disciplinary development approaches.

Contractual conditions

All MSB operational personnel are registered on a roster which contains a wide range of professions and competencies. Individuals recruited to the roster take the MSB's introduction course and any specialist training courses required. It is from this roster that we select personnel when an operation is to be executed. Working with the MSB on an overseas operation means that personnel from the roster are temporarily employed by the MSB. The MSB pay wages, insurances, travel costs and subsistence allowance during the operation. In addition, participants on introduction courses and relevant specialist training courses receive remuneration from the MSB.
