CONTEXTUALBACKGROUND:

PositionOverview

The Consortium Finance Coordinator is a key position for the FCDO consortium whichprovides support to IRC programs implemented through consortium.The position isprimarilyresponsibleforprovidingoversightandday-to-dayfinancialmanagementoftheIRC led consortium, in very close coordination and cooperation with the IRC NigeriaFinance Team. The position will be responsible for capacity building ofconsortiummembers, to build their financial management and administrative capacity. ConsortiumFinance Coordinator will work in close collaboration with staff in the Program teams,FCDO Consortium team and Finance teams. The Consortium Finance Coordinator willprovidesupporttotheFCDOConsortiumteamtoreviewpartnersbudgetsattheproposalstage, participate in pre-award vetting processes, document all financial matters relatedtosub-awardees’financestoassureauditreadinessatalltimes,andmanagesub-awardee finances documents/reports including budget review, financial report review,providingguidanceandtrainingrelatedtofinancetosub-awardeesinordertostrengthentheir capacity. The Consortium Finance Coordinator acts as the focal point for financialand compliance aspects of the FCDO Consortium for sub-awardees, including ensuringhigh-quality financial monitoring of sub-awardees. This position reports directly to theAssistant Finance ControllerandSeniorConsortiumCoordinator.

SpecificResponsibilities:

FinancialManagement

  • Participate in partner’s proposal review and modification process focusing onsub-awardeebudget.
  • Verifiespartners’financialreportsandsupportingdocumentation,makingsurethatexpensesarereasonable,allowable,andallocabletotheapprovedbudgetandcomplywithdonor’s regulations.
  • Communicate findings to partners and ensuring timely follow-up to providesolutions and documenting the findings.Reviews must be based on partnerriskand samplingor reviewof fulldocumentation, asrequired.
  • Ensure proactive communication with sub-awardees about the submission oftheirfinancial reports according totermsof theirsub-awards.
  • Ensuretrackingofsub-awardeesubmissionoffinancialreports,communicatingdelaystotheSenior Consortium Coordinator
  • Reviewandvalidate spendingplansfrompartnersagainstreportedexpenditures,following-upwithsub-awardeesasneeded.
  • Submit summary of reported expenditures and spending plans to SeniorConsortium Coordinator and Assistant Finance Controller and DeputyDirectorFinance, outlining follow-up steps.
  • Making sure that the sub-awardee financial reports are approved (signed) bytheappropriateauthoritywithinIRC,preparingtheJournalVoucher,fullycodedand submitting to the Abuja finance team in hard and soft copy for posting intotheSUNsystem.
  • RespondtoquestionsthatarisefromtheAssistantFinanceControllerandIRCHQ/UK regarding submitted financialreports.
  • PreparePaymentRequestsforSub-Awardeepayment(advancesandreimbursements),respondtoquestionsthatarisefromtheAbujafinanceteamandIRC HQ regardingsubmittedpayment requests.
  • Ensure timely follow-up on the status of payments release, tracking them andinforming sub-awardees in a timely manner on the status of the payments.Follow up with IRC HQ and sub-awardees confirm transfer and receipt ofpayments, respectively.
  • Ensurethefinancialmonitoringandspotcheckvisitstosub-awardeeofficesisconductedaccordingtoIRCrequirementsand standards.
  • EnsuremonitoringvisitplansdraftedandsubmittedaheadofvisitstoAssistantFinance Controller to review and share monitoring visit reports in a timelymannerto partners.
  • Participate in case management meetings with the program, finance, supplychain and other staff to respond to regular issues as they arise within partnermanagement and ensuring properly coordinated and managed responses tosub-awardeeissues astheyarise.
  • Reconcilingthesub-granteesadvancesonmonthlybasis,reportstotheAssistantFinanceControlleronallover-due,unliquidatedadvances,updateonmonthlybasis alltracking sheetsfor sub-grants finances.
  • Ensurethatasound,accurateandorganizedarchivingsystemisinplace,bothhard and soft (electronic) copies for all financial reports and their supportingdocuments.
  • Work with Assistant Finance Controller to collaborate internal and externalaudit to ensure proper compliance with all regulations and to ensure that allsub-awardeefilesin hardandsoft copiesarealways 100%readyfor audit.
  • In coordination with Senior Consortium Coordinator and Assistant FinanceController,developorrevisesub-awardeefinancialtemplates(includingproposal budget formats, monthly/quarterly reporting templates, and otherdocuments,as need).
  • Contributetoprovisionofguidancenotestosub-awardeesforuseofappropriate templates, overall budget drafting and submission as part of callsforproposalssenttopartners.Dependingonnatureofcall,provideappropriatelevelofsupportcurrentandpotentialsub-awardeestoensureproposalbudgetsand budget narratives meet IRC and donor requirements within set deadlinesforsubmission.

Sub-Grantmodifications

  • Reviewallsub-awardeebudgetmodificationsincoordinationSeniorConsortiumcoordinator,andConsortiumGrantsManagerensuringclearactionpointsfor follow-up arecommunicated.

VettingandCapacity-BuildingofPartners

  • Ensure Pre-Award Financial Assessment (PAAs) is conducted for all newpotential partners, as well as update the PAAs for all existing partners, onannualbasis.ReporttotheAssistantFinanceControllerandtheSeniorConsortiumCoordinatoron thefindings andproviderecommendations forimprovement.
  • Support in developing risk management action plan and suggest correctiveactionstoaddress/mitigaterisks identifiedduring thePAA process.
  • Design, update and deliver financial management training for partners’ staff,working closely with the Assistant Finance Controller on the training materialsaccording to the needs in order to build the organizational capacity of thepartner.
  • Conductfinanceandgeneralcompliancemonitoringvisits topartnerstogetherwithConsortiumGrantsManagerandpreparemonitoringreportandaction
  • plantosubmittoSeniorConsortiumCoordinatorandsharewithpartnersintimelymanner for eachvisit.

Management

  • TaketheleadonthefinancesectionoftheGrantOpening,ReviewandClosingmeetings, making sure that the partners are fully aware of donor regulations,allfinancialreportingrequirementsintermsofrequireddocumentation,reportingtemplatesand deadlines.
  • Represents Finance in Sub-Grants Workshops, being the key facilitator andpresenterforallSub-Grants’ financerelated sessions.

Other

  • Provide assistance with requests from IRC headquarters as directed by theDeputy Director Finance
  • Any other duties as assigned by the Assistant Finance Controller and SeniorConsortium Coordinator
