Special Notice:

A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.

 

A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.

 

Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.

 

A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.

 

The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.

 

 

Organisational context

Under the direct supervision of the Director of Management Services (DMS), the Budget Section ensures that the Registry puts in place adequate services, for the benefit of all Organs and activities of the Court. The Budget Section provides effective, timely, accurate budgeting and control services to the Court, as well as budget and forecast information and reports to management, the Committee for Budget and Finance (CBF) and the Assembly of State Parties (ASP). The Section works in close cooperation with the Finance Section (FS), the SAP team and the Human Resources Section (HRS) for all services related to financial administration, disbursement, treasury and accounts and payroll.

 

Duties and Responsibilities

Within this framework, and under the direct supervision of the (Acting) Chief of Budget, the incumbent will perform the following duties:

  • Provide support in the accurate and timely preparation, implementation, forecasting and planning of the annual budgets of the Court through the applicable financial systems;
  • Draft guidance for budget preparation, develop standard operating procedures and ensure close coordination of requirements with programme managers;
  • Prepare cost estimates, review and analyse data to facilitate formulation of budget proposals;
  • Provide policy advice to programme managers on budgetary matters to facilitate sound budget submissions;
  • Ensure that internal controls are established and exercised in compliance with the ICC Financial Rules and Regulations;
  • Monitor budget implementation and recommends reallocation of funds, when necessary, to programme managers;
  • Monitor expenditures to ensure that they remain within authorized levels, and recommend corrective actions;
  • Use Enterprise Resource Planning (ERP) systems and tools to prepare scheduled and ad-hoc reports on the implementation of the budget performance;
  • In close collaboration with the HRS, monitor staffing tables and vacancy rates, prepares monthly reports;
  • Monitor key performance indicators and other performance metrics;
  • Identify trends and relevant areas of interest and brings any relevant deviation to the attention of senior management. Based on the findings, propose measures aimed at addressing the root causes of any unintended outcomes;
  • Perform data analysis, consolidate data from multiple sources and provide substantive support to programme managers in their review and submission of the budget proposal;
  • Keep abreast of industry best practices that increase the efficiency and effectiveness of operational support;
  • Keep up-to-date on documents/reports/guidelines that have a bearing on matters related to programme budget, ensuring compliance with recommendations and decisions as well as with policies and procedures;
  • Plan, monitor and supervise the work of subordinate staff as required;
  • Provide advice, support and training to budget stakeholders in the preparation of their budget submissions; budget implementation, as well as in budgetary processes and procedures;
  • Perform any other related duties, as assigned by the supervisor.

 

Essential Qualifications

Education:

Advanced university degree in business or public administration, finance, information management or related field is required.  A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.  

 

Work Experience:

A minimum of five years (seven years with a first level university degree) of progressively responsible experience in budget, finance or related area is required.

  • Experience in budgetary principles and practices is required.
  • Professional experience with financial and ERP systems, in particular SAP, is required.
  • In-depth knowledge of SAP-BPC module is desirable.
  • Experience within the UN System in the area of Budget is desirable.

Languages:

Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.
