OBJECTIVES OF THE PROGRAMME

The WHO country office supports the strengthening of the national health information system to improve theavailability, quality and use of health data and information as a basis for better results and accountability, for the policy development and decision-making at different levels. This support includes the creation of synergies with the WHO Regional Office for Africa, the Ministry of Health of Guinea-Bissau at national regional and local level and partners, including academic institutions, to:(i) align investments with the national health informationand monitoring system and the evaluation(ii) the provision of technical support for the production,collection, analysis and synthesis, and dissemination of health data and information(iii) for the developmentand promotion of harmonized standards, tools and methodologies for the collection, analysis and synthesis of data, and the dissemination of health data and information and the application of knowledge.In addition, through the WHO's Health EmergenciesProgramme in, the WCO will help the country to coordinate international action, to prevent, prepare for, detect, rapidly respond to & recover from outbreaks & emergencies such as the current COVID-19 pandemic which is the current priority

DESCRIPTION OF DUTIES

1. Development or updating of legislation andpolicy framework for the health information system2. Align investments in the health informationsystem with a comprehensive and harmonized M & E strategic plan andframework and integrate them into national health sector strategies.3. Lead the team and be responsible for overseeing the work of the Information Management unit and/or coordinate the work of Information Management assets located throughout disparate units.4. Manage the timely and high-quality collection,analysis, production and dissemination of data/information including COVID-19.This includes response specific information (what, where, who, how many, howquickly, current status), internal and external situation reports (SitReps),bulletins, rapid needs assessments, health risk assessments, and the Public Health Situation Analysis; and health inputs into humanitarian needs overviews (HNO), and strategic response plans (SRP). 5. Lead the development of project documentation based on the overall strategy and plan, for use by the emergency leadership to mobilize resources. 6. Continually adapt planning and project documents based on available information and revolving emergency situation, as required;this includes planning and management of human and material resources,expenditure, status of interventions and partner activities, progress towards achieving objectives, etc. 7. Develop and improve field information management procedures at the local and regional levels to ensure that information management in the field provides the best possible functionalityand usability to stakeholders8. Develop training instruments in field epidemiology,use of data analysis and interpretation instruments;9. Ensure inter-cluster communication and information sharing.10. Develop epidemiological surveillance protocols for complementary studies necessary for a better definition and understanding ofthe COVID-19 pandemic;11. Oversee and design field epidemiological surveys if/where needed, such as evolution of the COVID-19 pandemic, mortality and vaccination coverage surveys, with support from epidemiologists as needed. 12. Build the capacity of team members and partners involved in the planning and data/information management process; provide ongoing technical guidance and training on data gathering and analysis, quality assurance, performance monitoring, information dissemination and management. 13. Propose strategies to improve epidemiological surveillance and articulate health information with the other components of theCOVID-19 pandemic response; 14. Identify obstacles and challenges in the implementation of the response strategy and propose solutions to overcome them;15. The incumbent will continuously participate in the development, application and promotion of new methods, tools and capacity building programs to improve the availability, quality, analysis / synthesisand dissemination of information health.16. Performany other related duties, as required by the functional supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced university degree (Master's level or above) in Epidemiology, Information Management; health information, statistics or public health from an accredited/recognized institute.
Desirable: Specific training in planning and community development, preventive medicine, health statistics and data analysis, management systems. Specific training in humanitarian response or information management tin emergencies.

Experience

Essential: - Have at least 7 (seven) years of experience in data management, information management (or related field),monitoring, needs assessment, project management, data management and information dissemination in the public health sector or health development sector, at national and international levels, part of which in emergency management, management of epidemic outbreaks, management of transmissible disease and epidemic diseases, or humanitarian context. Experience in developing and promoting collaborative partnerships.- Experience with the compilation and analysis of large datasets from multiple sources.- Experience in the elaboration of protocols and assembly of systems and instruments of epidemiology surveillance, analysis and interpretation of data, conducting health surveys and reporting;- Experience in the training of health professionals in field epidemiology, data analysis and interpretation;- Experience demonstrated in developing dashboards for the management and dissemination of data.
Desirable: Relevant work experience in WHO, other UN agencies; experience working in relevant non-governmental or humanitarian organizations. Experience in developingcountries.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2141 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
