CHAI is seeking a highly motivated individual with outstanding technical and managerial capabilities to play a leadership role in the HIV/TB programs in DRC. The Associate Director will shape strategy, manage, and provide technical input to a growing CHAI team across the areas of HIV/TB diagnostics, treatment, and supply chain management. S/he will work with a range of partners and subject matter experts and report to the CHAI DRC’s Country Director.

 

This is a challenging, but rewarding position, which will have direct impact on the HIV/TB sector in DRC. The Associate Director will benefit from working with a strong internal team and building on the deep and dynamic relationships that CHAI DRC has cultivated with the Ministry of Public Health.

 

Role Overview:


The Associate Director is a member of the senior management team of the CHAI-DRC, responsible for overseeing key HIV/TB program areas such as diagnostics, treatment, and supply chain management. They will report directly to the Country Director and assist with the development and implementation of program technical activities, management systems, and supervision of HIV/TB program staff. This role requires strong technical, managerial, communication, and organizational skills.

Responsibilities

HIV/TB Diagnostics:

  • Advise the Country Director on strategic direction and implementation of the HIV/TB diagnostics program to align with national priorities, newest guidelines, and population needs
  • Develop and maintain up-to-date expertise in the field of HIV/TB testing, treatment and monitoring, follow trends and best practices at the global level and advise the Ministry of Public Health on new ehealth/mhealth technologies, tests, products, product uptake, procurement and supply chain that impact diagnosis care and treatment
  • Actively participate and drive innovation during Ministry of Health HIV and TB technical working groups (TWG) and sub working groups meetings within the Ministry of Public Health
  • Provide technical support for effective and sustainable training programs, quality assurance and data management to support accelerated roll-out for new diagnostic technologies and treatment options
  • Provide technical expertise to the design, set up, and implementation of EQA program for diagnostic tests and monitor program performance and participation
  • Provide technical support and manage roll-out of expedited reporting systems for laboratory test results for centralized testing (TB, EID, CD4, VL, etc)
  • Work with various Ministry of Public Health departments, the CHAI country, and global teams to adapt and/or develop strategic and implementation plans to strengthen diagnostics and treatment services
  • Drive operational and policy changes to maximize impact of diagnostic testing including testing algorithms, clinic workflow, strategic deployment guidelines for selected POC diagnostic technologies and efficiency of treatment service delivery models
  • Support Ministry of Public Health in the development and implementation of national plans for key interventions including strategic and operational planning and funding mechanisms for treatment optimization, sample and results transportation, and technology selection decisions, LMIS (Laboratory Management Information System); diagnostic and treatment algorithms
  • Work with Ministry of Public Health and partners to roll-out the bundled reagent and service and maintenance model for essential HIV and TB testing equipment/reagents, and develop/implement framework to monitor service provider compliance/ downtimes
  • Design and implement monitoring and evaluation (M&E) systems to measure the impact of key HIV/TB interventions implemented by CHAI

Supply Chain Management of HIV and TB Commodities:

  • Work with Ministry of Public Health and other partners to advance plans for a supply chain management system for commodities, including development of supply chain tools to support accelerated product roll-out for new diagnostics and treatments for HIV and TB
  • Lead the efforts to improve and strengthen in-country supply chain logistics through supply chain assessment, capacity building, data analysis and improved forecasting accuracy to ensure no stock-outs
  • Provide leadership and technical support to the Ministry of Public Health and other supply chain stakeholders to improve core supply chain functions
  • Provide technical assistance in the development and deployment of a well-functioning eLMIS which will manage commodities electronically and provide real time visibility of stock situation at all supply chain levels for informed decision making
  • Provide strategic guidance to the technical teams and promote best practices in order to improve warehousing and inventory management, data availability, accuracy and visibility to inform decision making for continuous availability of HIV and TB commodities
  • Provide oversight to the planning and implementation of program-specific national quantification exercises, monthly stock status monitoring and pipeline updates, and monthly distribution planning for health commodities

Program Oversight and Mentorship:

  • Manage a team of associates and specialists to provide in-depth and high-quality technical assistance to Ministry of Public Health
  • Supervises, mentors, trains, develops, and evaluates assigned staff; provides regular performance feedback to supervisees and the time and opportunity to grow professionally
  • Manage programs by establishing goals and delivery plan, supervising task execution, and monitoring project progress to ensure that expected deliverables and targets are achieved on time and on budget
  • Oversee program data to allow for monitoring and evaluation of the program and reporting against program indicators
  • Develop strong working relationships with key stakeholders in government, international partners, donors and NGOs and ensure coordination of resources and efforts towards national objectives
  • Provide regular reports on program and work progress to the Country Director and liaise with global teams within CHAI, as necessary
  • Oversee the development and implementation of regular activity-based work plans and budgets for the program and monitor overall program progress to ensure that deliverables and milestones are met in a timely fashion
  • Support CHAI senior management as a strategic partner for all CHAI related new initiatives across the different work streams related to HIV/TB programs
  • Develop program budgets and cash forecasts, and ensure activities are executed according to work plan and approved budgets
  • Support resource mobilization efforts and proposal writing on behalf of CHAI and the Ministry of Public Health
  • Conduct other activities as required.
Qualifications
  • Master's degree in public health, pharmacy, microbiology, or a related field required
  • At least 7 years of working experience in the private or public sector, with increasing levels of responsibility and demonstrated experience in program management and strategic planning
  • Proven experience as a strong leader, with substantial experience building, managing, and mentoring large teams with diverse backgrounds and skillsets
  • Proven ability to work collaboratively with host-country officials, donors, and other key stakeholders
  • Strong analytical skills and insight
  • Strong problem-solving and decision-making abilities
  • Professionally bilingual in English and French

Advantages:

  • Experience in molecular diagnostics and/or with rapid diagnostics, clinical training, or pharmaceuticals
  • Programmatic or clinical experience related to HIV and TB diagnosis, treatment monitoring and management
  • Understanding of market dynamics for technology platforms, and treatments
  • Experience working on public health-related issues, especially TB and/or HIV, in resource-limited settings
  • Experience leading implementation of supply chain projects on areas such as eLMIS implementation, conducting quantification exercises, pipeline monitoring, warehousing, and distribution to ensure an interrupted availability of health commodities
  •  Professional certification in supply chain management or affiliated domain
  • Demonstrated growth in responsibility in current or previous roles
  • Experience working in a multicultural office environment
