Overall purpose of the role: The Protection Manager is responsible for overall technical planning, management and implementation of the DRC protection program in Kigoma Region.

Responsibilities: 

Coordination and representation
    Develop relationships with a range of key stakeholders including donors, Local Government and other stakeholders.
    Representation of DRC and active participation in the local Protection Sector and relevant sub-sectors/working groups.
    Close coordination of project implementation with partners (UN agencies and national/international NGOs), including referrals, protection gap analysis, advocacy. 
    Maintain/establish rapport with government authorities, UN agencies, international and local NGOs as required. 
    Be DRC’s focal point for all PSEA related matter, including active reporting and liaising with UNHCR on this topic.

Project development and implementation 
•    Responsible for initiating concept papers and proposal development on the thematic areas of protection and community-based protection in particular. Also identify protection gaps with a view to generating ideas for future projects with strong beneficiary impact.
•    Jointly with the MEAL colleagues take the lead in conducting Protection Needs assessments.
•    Take lead to develop new thematic areas according to the analysis of the protection situation and risks. 
•    Responsible for the development of detailed project implementation plans, budgets and funding proposals at the field level under the supervision of the Area Manager and in coordination with the Grants Manager, Protection specialist at RO and MEAL Officer.
•    Provide technical support, and integrate DRC CCCM programming to relevant protection standards, protection mainstreaming and ensuring a rights-based approach to all programming.
•    Ensure that a common strategy, approach and tools are developed for all protection components across DRC’s multi-sectoral programmes. 
•    Work closely with Area Manager/Grants Manager to maximize programme output and impact.
•    Coordinate planning, implementation, monitoring and evaluation of protection- related projects. 
•    Make sure that projects adhere to protection standards and principles as well as DRC guidelines and accountability standards. 
•    Develop and implement advocacy strategy based on assessment of protection situation and risks. 

Grants Management and Reporting
•    Manage and oversee all protection grants; develop and maintain implementation and procurement plans for all projects. 
•    In collaboration with the Grant Manager/Area Manager prepare quality and timely monthly, quarterly and annual reports.
•    Ensuring effective implementation of MEAL systems throughout the lifetime of the protection components of DRC’s projects.
•    Manage the project budgets; oversee all budget expenditures and ensure they are allowable and allocable according to donor regulations; review monthly Business intelligence (BI reports) and collaborate with the Finance department to ensure accurate expenditures and reporting.
•    Actively participate and prepare all documents in advance of the BFU and implementation tracking meetings.

Staff development and management
•    Provide technical and programmatic leadership for the protection and community Based Protection staff in the Kibondo/Kasulu operation. 
•    Develop staff performance measurement and targets and appraise them based on the set targets.
•    Conduct training needs assessments of all protection-related staff and make recommendations.
•    Conduct frequent field visits to support field staffs through technical back stopping and to train duty bearers. 
•    Uphold DRC’s code of conduct, values, and principles of accountability.
 
Logistics /Finance
•    Monitor financial commitments and expenditures against budgets and provide timely feedback on budget intelligence reports (BI).
Liaise with DRC Administration, Logistics, and Finance Departments and the Area Manager/Country Director to ensure smooth operation of the field office.

Experience and technical competencies: (include years of experience) 
•    at least 5-year work experience in protection work or related field
at least 3-year experience in international organizations and humanitarian settings
Education: (include certificates, licenses etc.)
University degree preferably in the social sciences such as social work, psychology, law or similar
Languages: (indicate fluency level)
•    English (spoken and written) - excellent
•    Swahili (spoken) – good (desirable)
French (spoken) – basic (desirable)
