OVERVIEW OF THE FUNCTIONS OF THE POST

The incumbent work assignment falls in the framework of the project “Reviving the Spirit of Mosul by Rebuilding its Monumental Landmarks”, financed by the United Arab Emirates (UAE – hereinafter the ‘Project’).

The Project aims at the restoration and reconstruction of the historic landmarks of Mosul, notably the emblematic Al-Nouri Mosque, and its celebrated leaning Al-Hadba Minaret. The project also includes two churches in the Old City of Mosul, Al Tahera Syriac Catholic and Al Saa’a Churches. Through rebuilding and restoration of cultural heritage in the Old City of Mosul, the project will contribute to job creation, the return of displaced Moslawis, skills development and important steps towards reconciliation.

The Project is being implemented within the framework of the UNESCO flagship initiative ‘Revive the Spirit of Mosul’, launched by the UNESCO Director-General in 2018, and focusing on the human dimension of reconstruction.

Currently, the Project has moved from the I Phase – aimed at completing a first set of onsite activities, such as demining and rubble removal – to the II Phase, which will include the preparation of detailed designs for the included sites, as basis to commence the actual reconstruction works.

Long Description

Considering the above, UNESCO is currently working on preparing the next steps of this Project Phase: the detailed design for the reconstruction and rehabilitation of Al Nouri Mosque and Al Hadba minaret and imminent start of the actual works; the execution of temporary stabilization measures - at Al Tahera church, which will be followed by the execution of reconstruction works once the detailed designs are accomplished; and the detailed design for the rehabilitation and reconstruction of Al Saa’a Conventual Church and subsequent execution of reconstruction works once the detailed designs are accomplished.

This phase of the process will require the incumbent to: a) provide operational support in all the activities implemented in the three sites; b) liaise and provide operational and technical support to the international consultants and experts employed by the Project; c) liaise and provide support in coordinating/ implementing activities undertaken in cooperation with government agencies, and the Sunni and Christian endowments; d) ensure an accurate data recording and regular reporting.

The incumbent is expected to provide operational and technical services on the above mentioned key Project’s components, across the different stages of implementation, leading from the design to the construction phases.

Long Description

The incumbent will undertake the following specific tasks, in close coordination with UNESCO Iraq Office, and under the direct supervision of the Senior Project Officer:


a.    Provide operational support in all the activities implemented in the three sites, including both the implementation of technical services and the actual execution of restoration, reconstruction and rehabilitation works;
b.    Provide support in coordinating/implementing activities undertaken in cooperation with government agencies, especially the Nineveh Department of Antiquities (SBAH), on all those tasks more specifically related to the protection and preservation of the historical remains, including recovery, inventory & cataloguing of identified fragments in the three sites;
c.    Participate in provincial meetings and field missions as required in order to facilitate the work of UNESCO experts, consultants and staff in the field;
d.    Provide support in conducting market-researches to favour a sound understanding of the local context in terms of availability of required equipment/materials/skilled personnel for the actual execution of the works, beforehand; 
e.    Ensure proper monitoring of onsite activities through an accurate data recording and regular reporting to the Senior Project Officer;
f.    Perform any other tasks assigned by the Senior Project Officer.

REQUIRED QUALIFICATIONS


1.    Academic qualifications:
MA in engineering/architecture or BA in engineering/architecture with two additional years of relevant professional experience 

 

2.    Years of relevant work experience:
Professional background in architecture/engineering, with a minimum of 5 years of experience in design as well as supervision of architectural projects.
A proven track record in assessing, documenting, monitoring and designing/supervising interventions of restoration/rehabilitation on historical/archaeological sites and/or new designs in historical/archaeological contexts through concrete examples.

 

3.    Language requirement:
Native Arabic speaker – oral, written, comprehension. 
Fluent in English – oral, written, comprehension.
