SCA Background:

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programmes concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of work:

The position of WASH Officer under the Rural Development Project (RDP) will be directly supervised by Senior RD Officer (WASH Construction) and will support the assessment, design and implementation of activities as it relates to Water, Sanitation and Hygiene (WASH) and overall achievement within northern coverage areas. He/she shall coordinate and supervise the community mobilization process, conduct technical feasibility assessments, surveys, technical designs, planning for implementation, supervision and other defined assignment as per the job Description. He/She will be responsible for developing training and awareness material.

She/he will provide technical support to relevant target groups and field staff to develop capacities related to their roles and responsibilities through the project implementation cycle with a particular focus on sanitation and hygiene promotion. The incumbent supports target groups in providing proper feedback for quality Design and implementation of sub-projects. She/he will establish modalities to ensure sustainability of facilities and extended use by target communities.

Qualifications & Job Requirements:

Bachelor’s degree from civil engineering, water supply, Hydraulics, environment, and sanitation engineering faculty of a well-known university.

3-4 years’ relevant experience in international development organization in a field relevant to development assistant in WASH, Water Supply. Additional training in health education an asset.

 Background/familiarity with community-led approach WASH project implementation would be an advantage, especially within an NGO, UN agencies or similar organization.

Documented familiarity and Experience of community development projects, training at grass root and higher level.

Wide experience of Water supply projects technical assessment and Design.

To have a very good command in English, Dari and Pashto (spoken & written)

To have a good supervisory, monitoring, analytical and trouble shooting skills

Good computer skills in MS Word, Excel, Power Point, AutoCAD, EPANET, Water GEM , Engineering Software and Internet

Able to use modern survey Tools and equipment’s (GPS, level Machin, Total Station)

Strong interpersonal and communication skills and capacity to deal with different rural communities with varied political/socio-economic and educational

Familiarity with the region where SCA operates

Ready to work, live and travel in an intricate and strenuous environment

Main Responsibilities:

Undertake the baseline survey process, develop data collection tool for the measurement of project implementation impact during mapping the end-line.

Conduct and lead technical assessment, design and implement water supply structures ( Pipe networks and other ) considering the accepted standard and norms with high efficiency.

Develop Sub-projects technical proposal in line to WASH and Construction Manuals.

Maintain training data (qualitative and quantitative) and do analysis regularly to make sure planned activities and trainings improve skills and knowledge of the target groups.

Develop training module, conduct, facilitate and Regularly Monitor training and workshops for the project staff, CDCs and WASH committee as per the workplan and training need assessment result.

Develop a comprehensive and applicable maintenance plan tools for all planned & implemented water infrastructure in target community and ensure smooth implementation of water infrastructure   maintenance plan at both community and cluster levels.

Responsible for assessment, planning, implementation, monitoring and Future maintenance of Projects.

To consider AWWA & Afghanistan national water drinking Standards and norms for all water components in each phase of the project.

Have strong participation in technical and social evaluation of all WASH components.

Provide suggestion & recommendation during project assessment, execution & operations to community and WASH program teams.

Conducting Environmental impact and risk assessments and using Environmental safeguards standards, methods & guidelines.

Regular follow ups CLTS (community leading total sanitation) and hygiene education in implementing communities with other CLTS facilitator, co-facilitator and hygiene promoters.

Analyzing and supervising latrine survey, KAP survey, Post KAP survey in SCA/RDP/WASH templates.

Prepare Quality control and quality assurance tools and guidelines to assure WASH all components run as per set plans and targets as well following QA/QC guideline in all planned infrastructure as per SCA/QM system.

 Preparing on-site training (theoretical & practical) to community hired mechanic for all maintainable project as per approved maintenance plan.

Coaching the Soft and Hard Activities related to WASH and CLTS project in all targeted areas.

Closely Work with WASH Management Communities and involved WASH Team to assure the sustainability of WASH Activities during and after intervention.

Conduct participatory field assessment and joint monitoring with other key stakeholders

Prepare and provide project progress report to the immediate supervisor in timely manner

Support Field Teams to Prepare CDCs project narrative and financial reports

Prepare monthly work plan and execute the sub project survey, design, estimation, work plan and financial part

To have frequent field visits to assure that the desired data for design and implementation area collected and replicated in the project’s design, verify presence on the work site of all personnel under him and report to the immediate supervisor.

Any other relevant task given by line supervisor.
