Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Within the overall Safety + Health Flagship Programme, the ILO is implementing a Project funded by the US Department of Labor aimed at improving workers’ rights in the rural sectors of the Indo Pacific, with a focus on women, the Philippines and Indonesia. These economic sectors rely on millions of workers in rural communities. Many of these workers face dangerous and unhealthy working conditions along with weak labour protections. Women in particular represent a significant share of this workforce, yet their contribution to the rural economy is widely underestimated. Indeed, they are usually concentrated in the informal economy in low-skilled, low productivity, and low or unpaid jobs with long working hours. For Indonesia, the Project shall focus on fishing and the palm oil sectors.
In order to improve working conditions and occupational safety and health (OSH), and mainstream gender equality for workers in the fishing and palm oil sectors and and improve adherence to these labour standards, the project will be implementing a multipronged, multi-stakeholder strategy that would leverage technical expertise from across the ILO. . A key feature of the work would be to promote tripartite social dialogue and collaboration to address decent work deficits in the rural economy – with an emphasis on OSH and gender equality. The strategy would pilot tools to raise awareness and build the capacity of workers, employers, their representatives and local authorities on OSH and gender equality in selected rural communities. In so doing it will support government and social partners to enhance national OSH systems as well as strengthen sector-specific labour laws and labour inspection action for improved compliance and enforcement of OSH, labour standards and gender equality laws in rural communities and low or unpaid jobs with long working hours, especially in fishing and palm oil sectors.
The Project’s key outcomes are as follows:
- National and regional tripartite mechanisms of industry tripartite partners in (1) mainstreaming gender and sector specific labor issues in industry tripartite councils and (2)Occupational Safety and Health in line with ILO Convention No 187 are enhanced
- Enhanced and improved gender-responsiveness of government’s monitoring, enforcement and remediation on labor standards and OSH
- Mechanisms and structures that promote compliance to labour laws, gender, and OSH in the supply chain of rural sectors, pilot enterprises and their communities are enhanced
This selection and recruitment is part of an ongoing project document and budget revision request/process for the Project, which would advance implementation in Indonesia. Therefore, the ILO will only be able to offer employment to the successful candidate should the ILO’s request for project and budget revision to advance implementation in Indonesia is approved. Decision on the approval is expected by the end of June 2021. The chosen candidate is to start work within 45 days of the offer.
The National Project Coordinator will work under the technical supervision of the Project Manager (in Manila) and under general guidance from the Director of ILO Jakarta. The NPC will be responsible for the day-to-day implementation of the Indonesia component of the project, coordinating the work of the implementing partners, and realization of the project’s outputs at the national level. The incumbent will work closely with ILO constituents and other relevant on-going ILO projects and programmes in Indonesia.
The incumbent will report to the Project Manager and the Director of the ILO Jakarta Office. He or she will receive general guidance from the Project Manager and the Country Director and technical guidance from relevant ILO technical units and specialists of HQs, in particular LABADMIN/OSH and those belonging to the Decent Work Technical Support Team for East and South-East Asia and the Pacific in Bangkok, in particular the labour inspection and OSH specialists. The Officer shall work closely with other project and programme officers in relevant fields of this project.
Description of Duties
1. Assure effective and efficient implementation of the project, through timely provision of inputs and outputs, coordination with Project partners, and planning, control, monitoring and evaluation of project activities, in conformity with ILO policies and project strategies, the USDOL Management and Procedures Guidelines, in accordance with ILO programming guidelines and country/action programs, and administrative and financial procedures.
2. Following the project M&E framework, gather information and data in order to monitor the progress of the project against the work plan, budget and targets, using the Project Data Tracking Table and other M&E tools. Plan and coordinate the Project’s baseline and endline studies and other M&E activities, and reporting with the project M&E officer.
3. Generate and update project work plans, draft project progress reports and the final report, summarising project achievements, and providing recommendations, for submission to the Project Manager, as prescribed by the MPG and required within the Project.
4. Monitor and update the Project’s financial delivery. Develop proposed budget revisions where necessary, for submission to the Project Manager
5. Assign tasks to the Project’s support staff and supervise their work. Provide effective guidance and coaching, as well as promoting team work among them, in order to enhance project performance and assure timely delivery of project outputs.
6. Generate terms of reference of various contractors, select the best service providers in accordance with ILO rules and regulations. Monitor the progress of contractors’ work and verify their outputs. Oversee contract administration including payment.
7. Produce web articles, information briefs, tools and other materials in order to communicate project achievements and key information relating to the Project’s focus areas, in coordination with the Project’s Partnership Building Officer.
8. Organize and facilitate webinars, trainings, workshops, consultations and other events. This may involve the development / adaptation of training and capacity building guides, manuals and other knowledge sharing materials related to compliance, gender equality and OSH.
9. Maintain close liaison with governments, workers' and employers' organizations, relevant non-governmental organizations, local media and other stakeholders under the guidance of the Project Manager and the Country Director and the relevant Specialist.
10. Prepare and coordinate project evaluations, with the guidance of the Project M&E Officer and ILO EVAL by engaging an evaluation consultant, arranging interviews with key stakeholders and selected beneficiaries, and facilitating the work of an external evaluator.
11. Undertake other duties as required.
At least University degree in social sciences, business administration, economics, development studies, or related fields with demonstrated expertise or equivalent experience.
At least three years of relevant professional experience at the national and/or international level. Experiences in project management, labour law or labour laws compliance or occupational safety and health will constitute an advantage. Experience working in the fishing or palm oil (or wider agriculture) sector would be an advantage
Excellent command of English, especially ability to draft reports in English. Excellent command of Bahasa Indonesia at the professional level.

- Ability to provide technical advice and to guide and coordinate the work of external collaborators, general service staff and young professionals in the area of work.
- Ability to formulate new concepts and methodologies.
- Conversant with M&E theories, concepts and approaches.
- Ability to draft reports in a succinct and logical manner and ability to provide technical support to specialists carrying out research, project formulation and implementation.
- Excellent analytical skills and knowledge of analytical tools and qualitative and quantitative techniques.
- Proficient with Microsoft Office and statistical software packages.
- High standards of integrity, professionalism, personal discipline and impartiality.
- Excellent organizational skills.
- Ability to work independently with minimum supervision.
- Ability to work under political and time pressure, and meet deadlines.
