Output 5.2 in AWP: Government has strengthened capacities to improve allocations for social sector budgets and to use evidence to address public finance bottlenecks and rigorous programme evaluations to strengthen the link between spending and quality outcomes in education, health and other basic services for children

How can you make a difference?

  • Identify existing gaps in child nutrition budget allocation for the basic education, health, and social development sectors and spending based on the NFNS Implementation Plan set targets.
  • To quantify the existing budget allocations to child nutrition based on a set of key priorities in the NFNSP for the basic education, health, and social development sectors. In addition, establish the same provisions for the Department of Agriculture, Land Reform and Rural Development.
  • Highlight the impact of insufficient funding to child nutrition interventions on nutrition outcomes as outlined in the National Food and Nutrition Security (NFNS) Implementation Plan.
  • Make clear and actionable recommendations on how funding for child nutrition, based on the NFNSP, can be improved over the medium-term. 

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in
    *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of eight years of relevant professional experience of technical consultancy in the applied budget and policy research on health is required;
  • The consultant will have an excellent understanding of health and child nutrition policy and budget trends in South Africa;
  • The Consultant will have done applied budget analyses of the social sectors in South Africa;
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

a. Excellent data analytical ability, excellent writing skills, knowledge of the South African social services sector, knowledge of sub-national financing arrangement, and knowledge of targeting policies in the social services sector in South Africa.

b. The consultant should have an excellent understanding and competence in written and spoke English.

c. Economics, statistics, health management, public policy, development studies or an advanced social science qualification
