Consultancy Title: Case Management Task Force Coordinator

Over the last years, progress has been made to improve and standardize the quality and delivery of case management services in child protection, especially in humanitarian crises. The Minimum Standards for Child Protection in Humanitarian Action (CPMS) brought general consensus on the need to strengthen case management and set out some clear minimum standards for the implementation case management programming with children and families affected by crises.

In 2013, through the Child Protection Working Group, the Case Management Task Force (CMTF) was formed, bringing together interested agencies to build on the CPMS. The CMTF aims improve the knowledge and skills of global, regional and field-level emergency children protection responders who are planning, implementing or supporting case management services in humanitarian settings by developing standardized tools and guidance, contributing to field-level learning and research, and providing technical guidance and support. Since its formation, the CMTF developed inter-agency guidelines on case management as well as training materials for case workers, managers and supervisors to help countries and agencies build the capacity of staff to implement quality case management for child protection.

Since June 2018, UNICEF established itself as co-lead of the CMTF with IRC. This co-leadership has supported greater engagement, activity and overall productivity of the group. In order to continue building on this, UNICEF is carrying forward co-leadership responsibilities with a dedicated Case Management specialist. The CMTF envisages that, through the implementation of the 2021-2023 workplan, global and field-level emergency child protection responders will have enhanced knowledge and skills to establish and implement case management interventions.

Humanitarian emergencies often put children at heightened risk, and the current COVID-19 crisis has only exacerbated these existing vulnerabilities and heightened protection risks, while further isolating children who already had limited access to specialized child protection services. Since the beginning of the COVID-19 pandemic, the Case Management Task Force has updated its annual work plan to include the new activities and initiatives that have emerged in response to COVID-19 field needs. Through this assignment, UNICEF aims to strengthen the Child Protection response, including the COVID-19 response, by increasing the technical support, capacity building initiatives and leadership to the Case Management Task Force.

Terms of Reference / Deliverables

Scope of Work

The consultancy shall concentrate on the following specific objectives:

  1. Technical support and leadership to the Case Management Task Force (CMTF) of the Alliance for Child Protection in Humanitarian Action.
  2. In alignment with the CMTF workplan, lead the adaptation and development of child protection case management guidance tools, including on key child protection concerns and information management for case management.
  3. Coordinate with the CPIMS+ Steering Committee Coordinator, the L&D working group, the CP Alliance and other relevant stakeholders on joint activities and initiatives as per the CMTF workplan. 
  4. Lead the dissemination of adapted child protection case management tools through capacity building initiatives agreed by the CMTF

In order to achieve the objectives, the consultant will represent UNICEF in the co-leadership of CMTF and lead the coordination and implementation of specific UNICEF-led & inter-agency projects within the CMTF workplan, in line with activities as per the work assignment overview in the TOR.


  1. Provide co-leadership to the CMTF on behalf of UNICEF, including the following activities:
  • Coordinate and co-lead monthly meetings and share minutes and priorities for agreement.
  • Maintain an up to date CMTF workplan with clear deliverables and roles and responsibilities in consultation with the CMTF members 
  • Oversee the implementation of the CMTF workplan and coordinate/participate as required.
  • Monitor and maintain the CMTF email and drive to ensure that all of the latest tools and documents are available to members.
  • Represent the CMTF to the CP Alliance, key working groups and coordination bodies.
  • Coordinate with relevant working groups, including the L&D WG and the CPIMS+ Steering Committee
  • Prepare monthly, annual and ad hoc reports as required by the CP Alliance.
  1. Lead the coordination and implementation of UNICEF-led & Inter-agency projects within the CMTF workplan, including:
  • Lead the development and dissemination of new training, tools and documents as per the CMTF workplan.
  • Manage work plan development, monitoring, recruitment and oversight of UNICEF consultants where relevant within the CMTF workplan.
  • Under supervision of the CP Specialist, maintain oversight of the budget, including budget projections, monitoring and reporting.
  • Contribute to progress and final reports as per UNICEF and donor requirements.


(1) Education

  • University degree in Social Sciences, Child Psychology (clinical or educational) or a similar relevant discipline.

2) Work experience, knowledge and expertise required

  • A minimum of five years international experience with child protection case management, including in humanitarian contexts.
  • Proven experience in inter-agency coordination is essential.
  • Good knowledge and understanding of humanitarian principles, child safeguarding measures and established Minimum Standards for Child Protection.
  • Strong organizational skills, whether face to face or remotely with diverse stakeholders.
  • Comfortable to work independently while functioning well in teams.
  • Ability to work at least 2 out of 8 working hours per day (9-11am) in US Eastern Time to facilitate coordination and common work at certain hours.
  • Full command of spoken and written English is essential.
  • French, Spanish or Arabic language skills are an asset.
