UNDP’s Private Sector Development and Partnership Strategy aims to assist countries to align private sector activities and investments with the 2030 Agenda by influencing investors and businesses of all sizes to embed the SDGs into their decision making and practices. This includes supporting governments to establish enabling policy and regulatory environments while facilitating multi-stakeholder partnerships.
The Private Sector in Papua New Guinea is playing an increasingly important role in shaping public dialogue and policy settings on a range of social and economic issues. While the economy is heavily dependent on extractive royalties and a growing agricultural sector, the contribution of the informal economy is significantly characterised by micro, small and medium enterprises, many of which are run by women and have become particularly important during the COVID-19 pandemic.
UNDP’s Country Office to Papua New Guinea has enjoyed a strong relationship with the private sector. The Country Office is now seeking to deepen its engagement with the sector as its establishes a number of programmes that will support women’s enterprises in Port Moresby and Lae under the Rapid Response Facility, and a second project that supports youth through innovation hubs in Bougainville that will create opportunities to foster start-ups and connect young entrepreneurs to private investment.
The Adviser will report to the Assistant Resident Representative and sit within the Country Office’s Governance portfolio of activities.
a) UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.
b) Incumbent is expected to travel to other provinces frequently.
Duties and Responsibilities
The Private Sector Development specialist is expected to perform the following::
- Provide administrative and financial oversight of the RRF and Bougainville post referendum project respectively.
- Ensure quality standards and met and results are delivered as part of a broader portfolio team. Build and manage relationships with various actors across the private sector, including but not limited to, chambers of commerce, business councils and business leaders.
- Identify new opportunities to cultivate high value partnerships nationally and assist in brokering deals between private sector partners and UNDP.
- Deliver critical analysis on key issues facing UNDP in building relationships with private sector partners.
- Support the Country Office to work across teams to synthesize a coherent approach to engaging with private sector partners to access advice and expertise, particularly in support of improved development outcomes.
- Work in close consultation with the Communication’s team to develop new strategies for attracting the private sector, and to develop key communication products for expanding partnerships with the private sector.
- Develop strategies to support the private sector better align its investments in a manner that supports the delivery of the SDGs, including but not limited to social impact bonds, blended financing and innovative financial instruments.

Required Skills and Experience
Min. Academic Education
Master or advanced degree in finance, economics, commerce, law, development studies or a related field
Min. years of relevant Work experience
At least 5 years of working experience in working with private sector partners to support broader socio-economic impacts and results.
