To support development of a national adolescent wellness chatline (online-offline platform) through demonstration project that integrates mental health and psychosocial support services led by National Center for Mental Health within the adolescent friendly health facilities of the Department of Health.

To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference

To achieve the above expected outcomes, UNICEF Philippines is hiring a national consultant to deliver the following tasks:
 
Technical support to adolescent MHPSS:
a. Develop UNICEF supported MHPSS Chatline implementation plan in coordination with Adolescent Task Force.
b. Support coordination and assessment of capacities to enhance the delivery of MHPSS in adolescent friendly health facilities.
c. Enhance guidelines on Child Protection and Health & Nutrition referral pathways, for publication and dissemination, and implementation at the LGU level.
 
Technical support to National and Local Government Agencies and other stakeholders:
d. Assist the Adolescent Health and HIV Specialist in coordinating and mobilizing support on mental health initiatives with private sectors, development partners, LGUs, CSOs and youth networks.
e. Facilitate conduct of virtual stakeholder consultations and orientation with relevant bodies/ working group (e.g. AHDP TWG and NCPWG) and with select LGUs to pilot test MHPSS Peer Support Playbook of DOH.
 
Digital programming and communication for adolescent and young people:
f. Oversee development, pilot testing and finalization of centralized platform (chatline) in coordination with T4D and Knowledge Management Officer.
g. Assist in the logistic and administrative needs of the project, including management and training, coordination with partners and LGU technical staff, and liaison with the contractor to development technology solutions/ MHPSS platform (chatline).
h. Support development of communication plans, advocacy campaign and messages for demand generation of MHPSS services, in coordination with the C4D Specialist of CWC, program officers of UNICEF, and DOH-HPB.
i. Maintain and update database of knowledge products (Adolescent MHPSS toolkit); conduct feedback/assessment sessions and disseminate results.

Work Assignments/Tasks

Technical support on adolescent MHPSS to build on UNICEF’s efforts:
- Develop UNICEF supported MHPSS Chatline implementation plan in coordination with Adolescent Task Force.
- Support coordination and assessment of national and local capacities to enhance the delivery of MHPSS in adolescent friendly health facilities.

Deliverables

- Detailed implementation plan based on the approved project document, with timelines and indicative budget.
- Coordination meetings conducted with CWC, DOH, National Center for Mental Health, and Philippine Red Cross to finalize simple assessment tool.
- Assessment report submitted and presented to H&N and ATF, with recommendations vetted and endorsed by the relevant stakeholders.
- Updated CP and H&N referral pathways enhanced with MHPSS, endorsed to DILG and CWC for updating the Joint Memorandum Circular.
- At least two (2) consultations conducted with non-government partners.
- Sub-national level consultations conducted in UNICEF supported provinces.
- Partners’ Directory maintained.
- Pre and post engagement report that shows increased level of awareness on the MHPSS needs of adolescents.
- Summary of support and contributions monthly updated and shared to relevant partners.
- At least three (3) consultations conducted with working group, were recommendations and agreements documented, and outstanding issues addressed/resolved.
- Recommendations for enhancement of the MHPSS Peer Support Playbook final draft presented, endorsed by the pilot LGU and accepted by DOH.
- Draft policy and guidelines to support localization of the MHPSS in Adolescent Friendly Health Facilities of LGUs submitted.
- Concept note for the Implementation of MHPSS chatline reviewed and endorsed for implementation by the working group.
- Case Management platform module developed; peer reviewed.
- Feedback on the design and conduct of the following capacity building activities are reflected in the report, and target number of participants reached:
o Service providers training on adolescent friendly health service delivery and MHPSS.
o volunteers training on the use of chatline.
o booth camps/ leadership academy for adolescent and youth leaders and elected officials / SKs.
o influencers/ celebrity training on MHPSS advocacy campaign.

- Progress report on the implementation of SBCC plan and advocacy campaigns compiled, updated and endorsed to DOH-HPB for integration in the MHPSS Peer Support Playbook.
- Social media platform maintained, analyzed and reported; adherence to security best practices regularly checked.
- Adolescent MHPSS toolkit finalized and endorsed by DOH and CWC.
- Draft donor report and human-interest story.
- Updated document on MHPSS of UNICEF Philippine Country Office, inclusive of the compiled SBCC materials per target audience.

Qualifications and Competencies of Successful Consultant

  • University degree on disciplines relevant to the following areas: Psychology and Mental Health Counseling, Public Health & Nutrition, Health Sciences, International Health & Nutrition, Family Health & Nutrition, Development Studies.
  • Minimum of five years of professional experience in social development planning and management in adolescent and youth development-related areas.
     
  • Minimum of two years of professional experience and strong portfolio in implementing programs related to MHPSS.
     
  • High level of ethical awareness, child protection lens, and integrity.
  •  
    Experience in provision of technical support and coordination with key national government agencies and other stakeholders
     
  • With good computer skills, well-versed in online applications for webinars such as Microsoft Teams, Zoom, Meet, etc. is an asset
     
  • Fluency in English both in oral and written communication, knowledge of relevant local language is an asset.
     
  • Previous experience working and coordinating with UNICEF, DOH and CWC highly desired.
     
  • Negotiation skills and leadership qualities highly desired.
