UNICEF Sudan is looking for a national consultant to support UNICEF child protection work in South Kordofan, with a focus on emergency response and the Children Affected by Armed Conflict-agenda. In particular, support strengthening of the Monitoring and Reporting Mechanism and Armed Conflict for Children in Sudan; and ensure that child protection activities are carried out with emphasis on capacity building.

Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan's children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofan's, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan's school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan's 18 states.

How can you make a difference?

 

Basic objectives :

South Kordofan has highly been affected by the prolonged period of armed and tribal conflicts that have seen families displaced from one community to another with limited access to child protection services. Child Protection Section looks at reaching children and their families with specialized child protection services through community-based child protection mechanisms.

The post will cover Child protection related activities as indicated in the TOR in South Kordofan State, but with related and frequent travels to North Kordofan to support partners and monitor project implementation.

 

Key Activities/Tasks:

  1. Conduct a comprehensive capacity needs assessment/building for state/NGO/CBO partners in the areas of PSS, FTR, violence against children, and child protection and formulate a strategy for moving forward;
  2. Conduct coaching and mentoring sessions on FTR to CBCPN members,
  3. Contribute to the skills development of partners and specifically train partners in referral pathways, case management, CRC, PSS and alternative care and other relevant training subjects.
  4. A strong local strategy on FTR for separated and unaccompanied Children, Children associated to armed forces and armed groups (agreed and shared operational framework) available to be used by all the partners as the framework of the ongoing family tracing and the reunification activities;
  5. Attend 6 Monitoring and verifications missions and produce the reports;
  6. Conduct a training session for MRM field monitors;
  7. Provide technical support to MRM field monitors;
  8. Maintain the MRM-IMS+ and contribute to the 3 areas GHN in line the GHN work process;
  9. Conduct verification of allegation of grave child rights violations shared by the MRM Child Protection officer 
  10. Provide quantitative data on various child protection issues reported in the state
  11. Follow up with various actors on case management
  12. Support the roll-out of capacity building in the respective states including PSS training.

 

 

Output(s)/Deliverable(s): 

  1. Capacity needs assessment completed.
  2. CBCPN members coached,
  3. Partners trained and coached.
  4. Community base child protection mechanism reinforcement plan available for dissemination among the partners
  5. A strong strategy on FTR for separated and unaccompanied Children, Children associated to armed forces and armed groups (agreed and shared operational framework) available to be used by all the partners as the framework of the ongoing family tracing and the reunification activities;
  6. 6 monitoring and verifications missions attended, and report submitted
  7. 1 training session conducted, and the report is available
  8. Technical support provided to field Monitors,
  9. Allegations verified.
  10. Data report compiled, reviewed and updated quarterly
  11. Pending cases highlighted and followed up with partners
  12. 4 training sessions conducted for various partners in the state

 

To qualify as an advocate for every child you will have…

  • A university degree (Bachelors’s or higher) in preferably in sustainable development, political science, international law, human rights, international affairs, psychology, or other social science field
  • A minimum of Four years of progressively responsible professional experience in humanitarian affairs,human rights, child protection, emergency preparedness, crisis/emergency relief management, rehabilitation, reintegration and development, or other related area.
  • Relevant experience in project development and management in a UN system agency or organization is an asset. Experience in both development and humanitarian contexts is an added advantage.
  • Previous experience with UN system in general and UNICEF is an asset
  • Experience on MRM/implementation of the CAAC agenda in the field is an asset
  • Ability to work under pressure, produce results and meet deadlines
  • Ability to engage and form effective working relationships with counterparts and clients.
  • Excellent communication, coordination and training facilitation skills
  • Fluency in English is required.  Knowledge of another official UN language or a local language is an asset
