Background:

The OSCE Mission to Bosnia and Herzegovina (the Mission) continues to play a vital role in strengthening the country’s ability to foster a sustainable and stable security environment, to strengthen Bosnia and Herzegovina’s governance, and to encourage its consolidation as a democratic society. The Mission supports political and education reform and works to promote and protect human rights of all citizens of BiH.

Research on corruption in Bosnia and Herzegovina (BiH) issued by international organizations and institutions highlights that corruption is widespread and remains a serious issue in BiH. The Mission considers combatting corruption as one of its key priorities and is assisting BiH authorities at all government levels to establish an efficient system of corruption prevention in the country, one that entails competent legislative and executive structures, effective anti-corruption legislation, clear delineation of roles and responsibilities of anti-corruption stakeholders and their regular co-ordination, and development of innovative ICT solutions. 

In 2021, the Mission launched a new three-year extra-budgetary project “Informed Citizens and Efficient Mechanisms to Prevent and Fight Corruption.” Funded by the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL), the project focuses on raising awareness of the consequences of corruption for BiH citizens and strengthening corruption prevention capacities of anti-corruption teams at all government levels.

The Mission is seeking to engage two (2) National Consultants to provide a comprehensive assessment of human and material resources of anti-corruption teams, especially their technical capacity, knowledge, and needs in collecting and processing anti-corruption. The main goal of the assessment is to provide a blueprint for project’s activities focusing on assisting anti-corruption teams in establishing mechanisms that would detect corruption efficiently and developing systemic solutions to minimize corruption.

 

Objective of Assignment: 

1. Developing assessment criteria and corresponding questionnaire;

2. Conducting a comprehensive assessment of technical capacities, ICT knowledge, and human and material needs of anti-corruption teams;

3. Conducting feasibility assessment for introduction of new ICT solutions, including analysing legislative and institutional framework necessary for introduction of new ICT solutions;

4. Analysing existing ICT solutions in the country (such as public registries in Sarajevo Canton) and propose ways of adapting them to locations where such solutions are currently lacking or upgrading/expanding the existing system, in line with international trends in using digital technology in combatting corruption and Mission’s guidance. 

 

Duration of Assignment:

This is a consultancy assignment with an expected duration of approximately 22 working days.


Tasks and Responsibilities:

The successful candidate will be tasked with the following duties:

1. Familiarizing with the objectives of the Terms of Reference (ToR);

2. Designing assessment criteria/questionnaire;

3. Conducting assessment of technical capacities, ICT knowledge, and needs of anti-corruption teams in collecting and processing anti-corruption data, including through interviews with relevant staff of anti-corruption teams;
 
4. Conducting feasibility assessment for introduction of new ICT solutions and possibility of developing a comprehensive ICT network for all anti-corruption teams;

5. Assessing the possibilities of adapting existing ICT system and anti-corruption software in the country, especially the existing mechanisms and system in Sarajevo Canton, to those locations where it is currently lacking; 

6. Identifying opportunities for improvement of the existing ICT system and anti-corruption software in the country, especially in Sarajevo Canton; 

7. Identifying requirements for purchasing and installation of ICT equipment; 

8. Performing others duties as assigned.


Deliverables:

  • Report containing assessment criteria and associated questionnaire;
  • Assessment report on technical capacities, ICT knowledge and needs of anti-corruption teams;
  • Feasibility assessment with legislative and institutional framework on introduction of new ICT solutions, including assessing the possibility of developing a comprehensive ICT network for all anti-corruption teams; 
  • Assessment of possibilities of adapting the existing anti-corruption software in the country to locations where it is currently lacking, focusing on the system established in Sarajevo Canton;
  • Report containing proposals on improving the existing ICT system and anti-corruption software, with a focus on Sarajevo Canton;
  • Identification of requirements for purchasing and installation of ICT equipment;
  • Development of regulations/guidelines on collection and processing of anti-corruption data.

Necessary Qualifications:
 

  • First-level university degree in computer science, ICT communications or related fields;
  • Minimum 8 years of professional experience in the area of information technology;
  • Extensive experience in conducting comprehensive ICT-related assessments;
  • Relevant experience in conducing ICT-related feasibility studies;
  • Extensive experience in software development;
  • Familiarity with digital corruption prevention tools and mechanisms;
  • Ability to work independently or as part of a team;
  • Excellent communication skills, including the ability to present complex or sensitive topics in a clear and understandable manner;
  • Excellent written and oral communication skills in English and in local languages; 
  • Holding a valid driving license.

 

Remuneration

Remuneration will depend on the selected consultant's qualifications and experience and be in accordance with OSCE established rates.
