International Consultant, Development of handbook for investment promotion (SSA)

Background:

Under the Economic Unit, the OSCE Programme Office in Dushanbe (POiD) supports Tajikistan in improving business and investment climate in the country, which is also one of the main priorities of the Tajikistan. In the Republic of Tajikistan, the authorized state body for investment promotion is the State Committee on Investments and State Property Management of the Republic of Tajikistan, which was established on December 28, 2006. In the structure of the Committee, the Main Department for Investment and Coordination of Foreign Assistance, the Department for Investment Promotion and the State Unitary Enterprise "Tajinvest" have been established, which are directly involved in promoting investment to the country's economy. Among others, there are other relevant structures as like the Ministry of Economic Development and Trade, Free Economic Zones and etc. which are also involved in promotion investment and attraction of investments.
In order to further enhance capacities of host country in investment promotions and its attractiveness, the POiD is planning to develop a handbook on investment to be shared with all state entities involved in this sphere, particularly useful for new staff member. This handbook will be shared with state partners as guide to reach out potential investors, developing investment projects, addressing requirements of investors and etc. In this regard, the POiD will hire one international expert to develop a handbook on investment promotion. This assignment will be done remotely and in active co-ordination with the POiD/Economic Unit and the State Committee on Investment and State Property Management.

Objective of Assignment: 

The POiD is planning to hire an international expert in the field of investment promotion and attracting to support in development of a handbook on investment promotion.

Duration of Assignment:
Three months


Tasks and Responsibilities:

Under the supervision of the Economic Officer of POiD, the consultant will perform the following tasks:

  1. Conduct needs assessment in the area of the investment promotion in Tajikistan by organizing meetings with main stakeholders;
  2. Based on meetings with main stakeholder and needs assessment analysis develop a draft content of envisaged chapters with sub-chapters and short information of envisaged handbook. Note: The handbook should include chapters on basic information what is an investment, differences between various types of investment, tools for reaching out investors and attracting them, negotiating with investors and addressing inquiries,  how to do investment projects and its necessary components and other considering abovementioned (chapters are topic for further discussions);
  3. Provide at least one good practice for each chapter, where possible;
  4. Elaborate a template for investment projects easy to use and with clear explanation which necessary data should be included for the information of potential investor;
  5. Provide recommendations on possible trainings for capacity-building on investment promotion;
  6. Develop a handbook for state entities involved in investment promotion;
  7. Present handbook to partners (online or physically, depending on global pandemic situation);

This assignment will be performed remotely with active online engagement with the POiD and national consultant supporting with development of a handbook.
 

Deliverables:

  • Reports of meetings with main stakeholders containing main conclusions is developed and shared with the POiD;
  • Needs assessment report is developed based on meetings with main stakeholders;
  • A draft content with chapters and sub-chapters of the handbook is developed;
  • A template for investment projects is developed;
  • Develop and after present a handbook with main findings, investment project template;
  • Recommendations on capacity-building trainings are provided;
  • Report on work done related to the assignment, comprising of detailing activities undertaken and outlining progress achieved in relation to the objectives of assignment, also stating challenges and constraints us submitted.

Necessary Qualifications:

  • University degree in economics, economic development, investment climate or related fields;
  • Minimum 8 years of professional experience in the field of investment promotion and investment attractiveness;
  • Good experience on attraction of investors, improving investment climate and enhancing investment opportunities;
  • Experience in development of handbook is a big advantage;
  • Knowledge of the Central Asian Region economy and society, social and economic specifics;
  • Certificates/completion of trainings on improving investment climate and investment promotion is an asset;
  • Strong analytical skills and writing skills;
  • Professional fluency in the English or Russian languages, both oral and written;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.


Remuneration Package:

The consultant will be remunerated commensurate with consultant’s experience and qualifications in accordance with OSCE established rates. Applicants should indicate whether they wish to be included in the OSCE Roster of Consultants for similar assignments.
