The consultancy will provide technical assistance to the Office of Civil Defense in developing the NDRRMC Memorandum Circular on the Local DRRM Plan Formulation Guidelines and a corresponding Quality Assurance Protocol and Tool. Specifically, it will also support the assessment of the current gaps in the Local DRRM Planning; integration of child rights in the planning framework to ensure that children’s issues would be addressed in the LDRRM plans; and integration of public health emergencies in Local DRRM Planning.

UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference

This consultancy aims to contribute to strengthening the capacity of the LGUs to better plan, prepare, manage and build their resilience in addressing risks related to disasters, climate change and other crises, with due consideration to vulnerable populations, especially children.
 
With overall guidance from OCD and UNICEF, this consultancy aims to review, consolidate, and harmonize existing policies
and tools on LDRRM Planning with a view of assessing their relevance and effectiveness in building disaster resilience of
the LGUs.
 
Target output of this consultancy shall include the following:
▪ Policy Guidelines on LDRRM Planning Formulation in the form of a Draft NDRRMC Memorandum Circular
▪ Policy Guidelines on the Regional DRRM Plan Formulation and Review in the form of a Draft NDRRMC Memorandum Circular

Work Assignments/Tasks

1. Development of NDRRMC Memorandum Circular on LDRRM Planning Formulation
- Map and conduct policy review and analysis of related policies on LDRRMP Planning including but not limited to the following:
o Sendai Framework for Disaster Risk Reduction 2015-2030 (SFDRR)
o National DRRM Plan 2020-2030
o Republic Act 10121
o Republic Act 10121 Implementing Rules and Regulations (IRR)
o Republic Act 10821
o Republic Act 10821 IRR
o Comprehensive Emergency Program for Children (CEPC)
o DILG Memo 2018-196 - Guidelines on the Localization of the CEPC
o CEPC Localization Guidebook
o NDRRMC Memorandum Circulars (JMC 2013-1, JMC 2014-1, Resolution 2019-1, Resolution 2021-1)

- Identify the policy gaps, coherence issues
- Conduct a review of the project outputs of the JICA team
- Conduct consultation activities with key stakeholders including but not limited to Office of Civil Defense, JICA Team, DILG, and LGUs to identify the policy gaps and coherence issues
- Analyze and interpret results of policy review and consultation activities
- Present results of policy review findings to the NDRRMC Technical Management Group
- Develop first draft of the NDRRMC Memorandum Circular on LDRRM Planning Formulation
- Conduct RTD/Validation workshop with select LGUs on the draft NDRRMC
- Enhancement and finalization of the NDRRMC Memorandum Circular on LDRRM Planning Formulation

2. Development of NDRRM Memorandum Circular on Regional DRRM Plan Formulation and Review Guidelines
- Map and conduct policy review and analysis of related policies on Regional DRRM Planning including but not limited to the National DRRM Plan and existing Regional DRRM Plans
- Conduct consultation activities with key stakeholders including but not limited to Office of Civil Defense, DILG, RDDRMCs, and LGUs to identify the policy gaps and coherence issues
- Develop a planning framework for the development of the Regional DRRM Plan
- Present the draft planning framework to the NDRRMC Technical Management Group
- Develop first draft of the NDRRMC Memorandum Circular on Regional DRRM Plan Formulation and Review Guidelines
- Conduct RTD/Validation workshop with RDDRMCs on the draft NDRRMC MC
- Enhancement and finalization of the NDRRMC Memorandum Circular on Regional DRRM Plan Formulation and Review Guidelines

Qualifications and Competencies of Successful Consultant

  • Master’s degree in a field relevant to children rights, disaster risk reduction, public administration, governance, development studies, social development
  • Extensive experience on disaster risk reduction, local governance, local development planning, public administration, economics or social science, public health and/or other related fields with at least 5 years of experience on policy formulation, planning, and/or social science research and studies;
  • Expertise in undertaking research on disaster risk reduction, local governance, public health emergencies, and social research (particularly the areas of health, nutrition, social care, social protection, education etc.);
  • Proven track record of successful technical assistance through the delivery of high-level expert advice to governments and international organizations;
  • Familiarity on assessing and mainstreaming concerns related to children and vulnerable sectors in the planning process is an advantage;
  • Previous work with the UN an asset; and,
  • Excellent written and spoken English.
