In India, Jhpiego works across various states in close collaboration with national and state governments, providing technical assistance in the areas of family planning, maternal and child health, strengthening human resources for health, and non-communicable diseases. These programs are funded by USAID, Bill & Melinda Gates Foundation, David & Lucile Packard Foundation, Children’s Investment Fund Foundation (CIFF), MSD for Mothers and other anonymous donors.

Jhpiego intends to respond to the urgency and magnitude of the second wave of COVID-19 in India while identifying areas and modalities of implementation aligning it to the country and state’s response to the surge.

Reaching Impact, Saturation, and Epidemic Control (RISE) is a global project funded by the U.S. Agency for International Development (USAID) and led by Jhpiego. RISE works with countries to achieve a shared vision of attaining and maintaining epidemic control, with stronger local partners capable of managing and achieving results through sustainable, self-reliant, and resilient health systems. USAID RISE program in capacity building and optimizing knowledge sharing platform amongst the facilities for standardized management and work towards building sustainability and healthcare workforce resilience.

RISE is hiring for the position of Technical Officer- Health System Development COVID-19. The position will be responsible for providing technical, functional and operational support to MoHFW /intervention states in COVID-19 response. The position will report to Dy. Chief of party (COP)- Health System Development COVID-19.

Role and Responsibilities:
Provide technical and operational support to MoHFW/ intervention states in developing a comprehensive planning for clinical management of COVID-19 patients.
• Support the intervention states/districts to improve capacity for uninterrupted supply of oxygen, forecasting of consumables and commodities, essential medicines and critical care logistics.
• Liaison with various stakeholders at tate level to create a network of care model to ensure appropriate clinical management and competent providers availability at COVID-19 dedicated facilities.
• Design an operational model/framework to build health systems capacity to decongest tertiary level facilities through application of stratified case management approach and strengthening workforce capacity in district level facilities to triage, stabilize and refer COVID-19 patients appropriately.
• Explore the ability to deliver a remote support tele-mentoring network through established platforms (such as project ECHO) to support frontline workers and strengthen clinical decision making.
• Building Cross sectoral partnerships with public and private sector organizations to scale up and amplify response capabilities.
• Work closely with the supervisor on setting program priorities and directions, and responding to requests for technical support from local counterparts.
• In collaboration with MER Jhpiego staff, establish systems for tracking progress, indicators and deliverables according to agreed work plans and prepare program reports to ensure that donor reporting needs are met.
• Assist in any other related activities, as required by Jhpiego.

Abilities/Skills:
• Experience and demonstrated ability of working with government health programs, counterparts and systems.
• Proficiency in writing technical and programmatic documents.
• Technically proficient with up to date skills required for the assigned task.
• Excellent verbal and written communications skills.
• Skilled in communicating face-to-face with different stakeholders, and through various platforms.
• Ability to handle a variety of assignments under pressure of deadlines.
• Proficiency in computers – MS Office.
• Ability to travel up to 40% of time.
• Ability to join early would be an added advantage.
• Jhpiego seeks a results-oriented individual with the ability to produce and lead teams in producing high quality deliverables, managing multiple concurrent tasks, and meet tight deadlines with attention to detail.

Qualifications/Knowledge and Experience:
• MBBS/ B.Sc Nursing essential; Master’s in Public Health preferred with strong background and field experience in emergency/COVID-19 response
• 3-5 years of experience in health sector; working with Centre/State government
• Demonstrable experience and competency of working for clinical training
• Moving forward in a changing environment; ensuring the effective use of resources
• Knowledge of latest guidelines on COVID-9
