Background

The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.

In most cultures, volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.

In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

Organizational context and brief project description

UNICEF’s Strategic Plan sets out Disaster Risk Reduction, Climate Change and Social Cohesion as organizational priorities and highlights the need for enhanced humanitarian and development integration and risk-informed programming. In delivering these and other commitments and bearing in mind the country’s disaster and risk profile, UNICEF India Country Office has identified Risk Informed Programming (RIP) as an important strategy and programme principle for its  Country Programme (2018-2022) to improve programming and increase results that lead to more resilient children, communities and social service delivery systems. In the context of the ongoing COVID-19 pandemic, DRR (Disaster Risk Reduction) unit is responsible for reporting against the Humanitarian Action for Children (HAC) appeal, and other Sitreps and emergency coordination and reporting requirements, as well as coordination of the Crisis Management Team (CrMT).

UNICEF’s India Country Programme is designed, coordinated, monitored, managed and supported to meet quality programming standards in achieving results for children. Differentiated programming and adopting varying modes of engagement at the state level will require an increased internal focus on reporting mechanisms for effective and enhanced synergies between states and Delhi as well as demonstrating UNICEF India’s work in improving outcomes for children and adolescents.

Living Conditions

Living in New Delhi is like any other metropolis in the world with its own share of experiences and conditions. New Delhi is the largest commercial city in northern India and being the capital city, traffic is busy. New Delhi is a cosmopolitan city due to the multi-ethnic and multi-cultural presence of the vast Indian bureaucracy and political system. The summers are hot and the winter is generally cold.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.

Conditions of Services

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The Volunteer Living Allowance (VLA) of Rs. 42,473.67 (Rupees Forty Two Thousand Four Hundred Seventy Three and Paise Sixty Seven only) is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.

Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential (WBD) will be provided monthly.

 

Duties and Responsibilities

Within the delegated authority and under the supervision of Chief DRR or his/her designated mandated representative(s), the UNV Reports Officer will:

Work with the Emergency/DRR Network across India Country Office (ICO), support the Emergency Section to gather and manage information related to the situation, response requirements, humanitarian response being done by UNICEF and partners and to provide regular inputs into ICO updates on the situation, responses and resource requirements – to feed into updates for UNRCO (United Nations Resident Coordinator’s Office), ROSA (Regional Office South Asia), EMOPS (Office of Emergency Programmes), NDMA (National Disaster Management Authority) amongst others.

Programme Monitoring for Reporting: Undertake quality assurance and streamlining of monitoring plans, and national / state matrices against CCC (Core Commitments for Children) aligned response plans, HAC appeal etc.;  Support the development of ICO emergency programme monitoring architecture including protocols and checklists for field monitoring; Support real-time and other monitoring initiatives in state offices related to strengthening of MiS (Management Information System) and other Government systems as well as other UNICEF monitoring systems (i.e. HPM- Humanitarian Performance Monitoring); Liaise with section colleagues on response  to COVID-19 to  enable progress reporting (sitreps) on UNICEF targets in relations to the sectoral targets and adjunct sectors to drive convergent emergency response. Specifically support production of the periodic sitrep against the HAC appeal.

Corporate Reporting: Support the bi-annual DRR-RAM (Results Assessment Module) reporting exercise and contribute to the development, consolidation and quality assurance on end- year corporate reporting processes including SMQs (Strategic Monitoring Questions) and COARs (Country Office Annual Reports).

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.  
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Programme Planning: Support the planning function in DRR unit by maintaining awareness and knowledge of the rollout of Disaster Management Information System (DMIS) aligned to Sendai framework at national and state level.

Any other related tasks as may be required or assigned by the supervisor.

Results/expected outputs

  • As an active UNICEF team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNICEF and its beneficiaries in the accomplishment of her/his functions.
  • The position is responsible for supporting the strengthening of reporting and information management to enable timely and quality communication of results to donors, regional office etc,.  Gathering key information related to ongoing programmes, situation and response requirements, and to provide regular inputs into ICO updates on situation, responses and resource requirements.
  • In addition, to the information management function specifically in relations to HAC, the position is the focal point for DRR RAM reporting and supports other corporate reports processes such as end year RAM, SMQs, COAR etc.
  • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment.

Required Skills and Experience

University degree in one of the following fields: social sciences, public administration, law, public health, nutrition, international relations or communications in media.

A minimum of two (2) years of professional work experience in humanitarian programme planning and implementation including strong focus on monitoring and reporting.

Excellent writing skills is desirable.

Fluency in spoken and written English and Hindi.
