BACKGROUND

Gavi, the Vaccine Alliance is a public-private partnership committed to saving children's lives and protecting people's health by increasing equitable use of vaccines in lower-income countries. The Vaccine Alliance brings together developing country and donor governments, the World Health Organisation, UNICEF, the World Bank, the vaccine industry, technical agencies, civil society, the Bill & Melinda Gates Foundation and other private sector partners. Gavi uses innovative finance mechanisms, including co-financing by recipient countries, to secure sustainable funding and adequate supply of quality vaccines. Since 2000, Gavi has contributed to the immunisation of over 822 million children and the prevention of more than 14 million future deaths. At the Global Vaccine Summit in June 2020, world leaders pledged more than $8.8bn to ensure Gavi can continue to amplify this work and immunise another 300 million children by 2025.

Gavi’s strategy for the 2021-25 period (‘Gavi 5.0’) focuses on increasing equity of immunisation programmes by reaching marginalised children in the world’s poorest countries with the objective to save millions of lives. The new strategy also includes a focus on ensuring continued success of immunisation programmes in former Gavi-eligible countries, and on rolling out new Covid-19 vaccines to address the health and economic impacts of the largest pandemic in a century.

In 2020, Gavi released its first data governance framework, a set of data policies and data processes. The data governance manager will continue the execution of current vision and strategy and will be accountable to expand it. Current Gavi’s data governance framework, data policies, and data processes are based on Dama.org framework, and ensure data is treated as a critical asset in the organisation. His/her primary mandate is to act as a facilitating body to accompany business owners, data owners and data stewards residing in business teams in Gavi’s data management journey. 

Through the identification, definition, and analysis of how information assets aid strategies and business outcomes, data will be then governed, catalogued, refined, stored, made available and shared consistently across the organisation and outside. In other words, understanding how the data is captured, stored, flows, transformed and used following business processes and operations. He/she will be measured on his/her capacity to deliver against the objectives (ownership, data quality, consistency, transparency, and external sharing) set by the data governance steering committee, and data working group. 

The data governance manager will report to the Senior Manager of Data Governance and Analytics and be responsible to engage with and oversight project teams and managed services team that enable data governance and analytics capabilities such data warehouse, data catalogue, data quality and preparation solutions. 

KEY FUNCTIONS AND METRICS

•    30% of the success will be based on delivering against data governance KPIs;
•    30% of the success will be based business engagement and evangelisation of data governance;
•    20% of success metrics will focus on delivering data governance projects on-time, on-budget, with high quality and leading project teams and suppliers;
•    10% of the success will be based on expanding data governance vision, strategy, and roadmap;
•    10% will be based on the development of data governance technology solutions. 
•    Review and expand data governance vision, strategy, framework and implement new data governance processes;
•    Act as a data evangelist and foster a culture of treating data as critical asset by effective data governance based on Gavi priorities;
•    Lead Gavi’s data governance steering committee and data working group in collaboration with Chief Technology and Knowledge Officer, and Senior Data Governance and Analytics Manager;
•    Accountable to facilitate the governance of all the data created, maintained, imported, archived, and consumed with business stakeholders within and outside the organisation. Identify data ownership for each critical data;
•    Enrich Gavi’s data warehouse, and data catalogue ensuring Gavi’s organisational data is structured, stored and accessible for ease of use;
•    Support project teams and support team with data modeling request in transactional information system when it impact data governance and analytics;
•    Accountable for defining and maintaining data quality requirements and business rules for assigned data elements, enabling resolution of data issues;
•    Contribute to data privacy and security initiatives with business stakeholders;
•    Contribute to the development of data governance technical infrastructure enabling Gavi’s mission;
•    Accountable for contributing to root cause analysis of data issues and helps the organisation identify business process and technical improvements that contribute to higher quality data.

•    Minimum of 5 years of experience in IT and business/industry;
•    At least 3 years of experience in data management, or data science field;
•    Expert in data governance methodologies and framework (such as dama.org, CMMI, Data Management Maturity Model (“DMM”), Data Management Book of Knowledge 2 (“DMBOK”) or Data Management Capability Assessment Model (“DCAM”);
•    Some years of experience in large, cross-functional teams influencing senior-level management and key stakeholders effectively across the organisation and within complex contexts;
•    Preferably proven experience or demonstrated capability in leading IT transformational initiatives in complex and dynamic environments.
 
•    Expert with data modelling methodologies (UML, ERD);
•    Solid experience in data analysis, data quality technics and programming language (SQL, R, Python, etc.);
•    Project management skills to guide point-in-time and ongoing targeted data quality, retention, security, privacy, and ethics improvement projects (PMI and/or Agile framework);
•    Leadership and management skills in data governance space (data stewards, database administrator, data analysts, etc.)  while leveraging business subject-matter experts as required; 
•    Facilitation and conflict resolution skills to assist in resolving the different points of view and requirements that invariably collide during cross-team and cross-organisation efforts;
•    Excellent Experience with Azure Data warehouse and with popular database programming languages including (SQL, PL/SQL, etc.) for relational databases. NoSQL and Graph oriented databases is a plus;
•    Excellent customer-oriented service skills. Excellent written, verbal communication and presentation skills are required, including ability to work and influence executive and technical personnel;
•    In-depth knowledge of Gavi’s sector and industry and key business processes. Understanding of how data is used within business processes and its impact on desired business process outcomes;
•    Awareness of the security, privacy, ethics, and quality requirements for critical data entities;
•    Clear understanding of how data and analytics influences behaviour across business functions, as well as the corporate objectives and metrics, including how modern governance trends such as adaptive governance might apply;
•    Sufficient knowledge of data integration and dissemination solutions (ETL/ESB/API/etc.);
•    Demonstrated success in governing working with large, heterogeneous datasets to extract business value using popular data preparation tools to reduce or even automate parts of the tedious data preparation tasks;
•    Adept in agile methodologies and capable of applying DevOps and increasingly DataOps principles to data pipelines to improve the communication, integration, reuse and automation of data flows between data managers and consumers across an organisation.
 
•    Fluent English is required;
•    French is an asset.
 
•    Bachelor's or Master's degree in computer science, information systems, business administration or related field, or equivalent work experience.
