  1. Role and responsibilities

 

The purpose of the ICLA Information Management and Reporting Coordinator position is to contribute with specific technical competences to ICLA WB operations, management and decision making through coordination of the information management processes and analysis of data, and preparation and collating of comprehensive internal and external reports.

 

The following is a brief description of the role:

 

Generic responsibilities

 

  1. Ensure compliance with NRC policies, guidelines and standards
  2. Ensure compliance with ICLA strategy, tools, handbooks, guidelines and standards
  3. ICLA specific technical responsibility for the quality control and monitoring of project activities
  4. Provide specific technical support and capacity building towards project staff in implementing and maintaining ICLA database and related procedures
  5. Provide specific technical analysis and feedback to ICLA PDM & PCs
  6. Assess, promote and document ideas for technical improvement and further program development options
  7. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  8. Ensure effective monitoring and documentation the implementation of project activities
  9. Conduct quality control and provide technical support to implementing partners and/or contactors

 

Specific responsibilities  

  • Develop and implement ICLA WB data collection, processing, storage and distribution systems and other strategies that optimise statistical efficiency and data quality
  • Design ICLA Information Management System (IMS) and provide general oversight of the IMS development and maintenance
  • Ensure the archiving of ICLA reports, proposals, and annexes and other relevant documents in Office 365 and provide general oversight of the ICLA procurement responsibilities
  • Interpret data, and analyse results using statistical and qualitative techniques and prepare internal and external reports
  • Identify, analyse, and interpret trends or patterns relating to key performance indicators in complex data set
  • Contribute to proposals, project budgets and reports, including defining indicators and relevant methods of verification, setting the targets and activities and reviewing of implementing partners’ proposals and logframes
  • Contribute to ICLA strategy, ToC, Micro LogFrame (MLFA) and project-specific M&E plan
  • Contribute to needs assessments, monitoring, evaluation and reporting, including developing data collection methodology and tools
  • Capacity building and training of staff on ICLA Information Management
  • Support the ICLA Programme with developing new initiatives
  • Undertake any other reasonable task assigned by management.

  1. Competencies

Generic professional competencies for this position:

  • 3+ years of experience from working within technical expertise / legal aid area in a humanitarian/ recovery context, preferably including M&E capacity and systems development
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Fluency in English and Arabic, both written and verbal

 

Context/specific skills, knowledge and experience:

  • BA degree in information technology and/or social science or other related field, advanced degree is advantage
  • Experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods
  • Experience with various data entries, systematization and analyses
  • Excellent computer skills and knowledge of software programs
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods
  • Knowledge of Hebrew is an advantage

Additional information:

Working hours: 40 hours a week

Salary and Benefits: according to NRC's salary scale and terms and conditions
