Org. Setting and Reporting
The focus of this position is to lead the implementation, monitoring and evaluation of the Mine Action Component in the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO). This position is located in Goma. The incumbent will report to the Deputy Special Representative of the Secretary General (DSRSG) for Protection and operations and Deputy Special Representative of the Secretary General (DSRSG) RC/HC as well have a secondary reporting line to the Deputy Director of UNMAS.
The UNMAS component supports the Mission’s protection of civilians mandate with explosive ordnance disposal tasks and builds the capacity of the security sector in explosive management.
Within delegated authority, the Programme Officer (Chief, Mine Action Programme) in MONUSCO will be responsible for the following duties:
•Develops, implements, designs and evaluates the MONUSCO Mine Action programme strategy resource mobilization strategy, Work Plan, and budget,; monitors, evaluates and analyzes Mine Action programme/project development and implementation in alignment with strategic direction; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. Researches, analyzes and presents information gathered from diverse sources.
•Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
•Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets data on the evolution of the Mine Action programme , monitors the Mine Action programme’s performance, including the implementing partner’s performance, in accordance with agreed performance indicators, identifies problems/issues and prepares conclusions.
•Organizes and prepares written outputs, e.g. Mine Action programme strategy, draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
•Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
•Initiates and coordinates outreach activities; leads the engagement with Congolese national authorities involved in Mine Action; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
•Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
•Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
•Performs other duties as required.

Advanced university degree (Master’s degree or equivalent) in business administration, management, international relations, public administration or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.Work Experience
A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required.
A minimum of four years of experience in the management of programmes and/or projects in the area of mine action, stabilization, DDR, humanitarian response and/or development, with a minimum of two years of managerial experience in a mine action field programme is required.
A minimum of two years of experience working in or in support of a field operation of the United Nations Common System or a comparable international organization in a conflict or post-conflict environment is required.
A least of two years experience engaging with senior government officials in a complex humanitarian or United Nations peacekeeping setting is desirable. Experience in resource mobilization is desirable.
English and French are the working languages of the United Nations Secretariat. For this position advertised, fluency in both English and French is required.Assessment
