The purpose of the Emergency Response Programme Development Manager (ER PDM) is to be responsible for designing, developing, and implementing the Emergency Response programme, with focus on Shelter/NFI, WASH, Livelihood components, in the Northern Region Mozambique Emergency Response.

The ER PDM manages the ER team and ensures capacity building and transferring knowledge to the technical team. The ER PDM will further develop and lead NRC’s Emergency Response portfolio in northern Mozambique.

Role and responsibilities:

  1. Develop ER strategy, technical SOPs / guidelines and Macro LFAs
  2. Compliance and adherence to NRC policies, Shelter/WASH/LFS core competency tools, handbooks and guidelines
  3. Responsible of development and manage funding proposal, project budgets and donor reports
  4. Overall management of ER project staff
  5. Coordinate and manage ER projects implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements      
  6. Ensure capacity building of ER project staff and transfer key skills
  7. Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups.
  8. Promote the rights of IDPs and possible returnees in line with the advocacy strategy

Specific responsibilities:

  • Contribute to development of the country strategy and further develop the initial Emergency Response Mozambique strategy.
  • Develop and follow up on detailed project work plans, procurement plans, spending plan, M&E plan and recruitment plan for ER projects in the Northern region of Mozambique
  • Implement assessments on Shelter/WASH/LFS in urban areas, IDP relocation sites and informal IDP sites in coordination with the NRC Emergency Response Team.
  • Represent NRC in Shelter/WASH/LFS/CCCM Clusters.
  • Represent NRC in internal and external fora, develop partnerships in the humanitarian community in the relevant area and coordinate with authorities at local level.

 Professional competencies:

  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Sound knowledge of emergency response, including Shelter/WASH/LFS sectors, in conflict or post-conflict communities, including forced displacement, humanitarian assistance and development 
  • Experience/knowledge cash&voucher modalities
  • Effective communicator and trainer
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Valid driver’s license

Context/ Specific skills, knowledge and experience:

  • Previous International Development or Humanitarian experience, preferably with sub-cluster coordination, facilitation of groups in conflict, and interest-based negotiation
  • Knowledge of working in an emergency context
  • Previous experience in geographical or operations mapping
  • Fluency in English and excellent writing and communication skills
  • Fluency in Portuguese and/or Spanish highly desirable
  • Proven ability to operate under strict deadline and high level of discipline and professionalism
  • Experience with start-up, exit or similar

Additional Details:

Duty Station: Pemba , Cabo Delgado, Mozambique

Type of Contract: 24  months renewable based on funding, performance, and the need for position

Salary: Based upon the NRC grading Scale

Travel: 50%
