Generic responsibilities

  1. Contribute to the development of Country, Area and Infrastructure strategies, initiate and participate in the development of relevant infrastructure projects, project proposals and provide input on needs and gaps, considering where appropriate the role of cash-based interventions and market based programmes.
  2. Line management of project field staff (officers) related to construction and rehabilitation and transfer key technical skills to supervised staff.
  3. Adherence to NRC policies, guidance and procedures and awareness of NRC global and regional strategies.
  4. Contribute to the development of Country, Area and Infrastructure strategies, initiate and participate in the development of relevant infrastructure projects, project proposals and provide input on needs and gaps, considering where appropriate the role of cash-based interventions and market based programmes.
  5. Manage and implement project implementation (activities, budget and project documentation) as delegated by the PM in line with proposals, strategies and donor requirements, and ensure high technical quality.
  6. Provide regular progress reports to PM, APM, AM, and AMAL Infrastructure Advisor.
  7. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  8. Promote and share ideas for improvement and necessary changes in the activities
  9. Ensure capacity building of project staff and transfer key skills
  10. Liaise and collaborate with relevant local authorities and other key stakeholders
  11. Promote the rights of IDPs/returnees in line with the advocacy strategy
  12. Promote and share ideas for improvement and necessary changes in the activities to ensure that infrastructure works fit within agricultural value chain.

Specific responsibilities

  1. Budget management: ensure budget management in cooperation with PM and submit regular spending plans; develop work plans for the field teams and follow up with progress on a daily basis; budget holding when delegated this responsibility; develop procurement plan and ensure all procurements are done in time; contribute to provide monthly activity reports and donor reports; contribute to proposal and budget development.
  2. Donor compliance: ensure donor rules and regulations are followed and all necessary documentation is uploaded in the shared drive (SSD) related infrastructure projects. Ensure Environmental and Social standards are met and adhered to.
  3. Responsible for the quality of the program: quality of data collection and distributions are according to SoPs with correct accountability measures in place
  4. M&E: With support from the AMAL PM, AMAL infrastructure Advisor and M&E, ensure that the following activities are implemented according to the workplan: market assessments; beneficiary assessments and verification; PDM surveys; and endline surveys. Ensures reporting tools are in place for daily tracking of activities/trainings/distributions.
  5. Ensure there is a communication strategy with beneficiaries in place; ensures there is a functioning complaints mechanism.
  6. Support in identification and procurement of sub- contractor, while putting in place systems to ensure quality.
  7. Oversee the implementation of infrastructure component of the project and ensure quality and liability of different actors are in place. Take informed decisions over the implementation approach, according to technical direction and on protection mainstreaming as determined by the CCS and line manager (PM), and to ensure high technical quality of delegated project portfolio (activities and budget)
  8. Provide input/analysis on infrastructure needs and gaps; contribute to proposal development.
  9. Coordinate with the Logistics, Finance and Security departments to organize activities.
  10. Represent NRC in external meetings as needed, primarily with Municipalities, Ministry of Agriculture, Ministry of Water Resources, relevant Directorates, and any governorate level coordination mechanisms for infrastructure.
  11. Cooperate closely with counterparts from other NRC core competencies to identify opportunities for integration/synergy of NRC services alongside infrastructure.

Contract Duration: 1 year
