NRC’s Project Cycle Management Framework (PCM) guides how NRC manages its programmes and projects to achieve its mission at country office level. It is now in its 6th year of implementation within the organisation , having been rolled-out across the organisation in 2016.

Responsibility for maintaining and further developing the PCM framework lies with the Strategic Planning and Development Section (SPD). SPD is part of the Organisational Development Department. SPD is also responsible for NRC’s global strategy development, strategic performance management, change management, and policies and procedures for project management within the organisation. In addition, SPD serves as an advisor and analytical resource for the Senior Management Group (SMG) in these areas.

What you will do

  • Lead the Centre of Excellence for PCM within the organisation. The centre handles updates, adoption by Country Offices, monitoring framework used at Country Offices, and capacity building support.
  • Lead the work on updating the content in PCM, i.e. work with global functions to ensure global documents are in line with requirements from the PCM framework.
  • Manage and update the PCM documentation, including internal web sites, information material, guidance and tools.
  • Capacity building and training of NRC staff on PCM and Training of Trainers on PCM.
  • Assessing the status and usage of PCM in the organisation, and advising senior managers at all levels on creating accountability for the usage of PCM.     
  • Drive change management as part of operationalising the PCM framework at all levels, and work closely with senior managers at all levels to ensure this.

Specifically

  • Lead in the development of standard processes that inputs into the further development of Cycles (NRC’s digital project management tool). 
  • Follow-up on the piloting of PCM for local humanitarian partners. 
  • Facilitate and evaluation of Project Cycle Management in NRC 6 years on.

What you will bring

  • Minimum 5 years of relevant experience in a relevant field (e.g. project management, change management, organisational development). 
  • Experience with programme implementation is required. 
  • Knowledge of and experience with different NRC departments is strongly preferred. 
  • Experience from working with complex projects is required. 
  • Professional knowledge of project management, M+E and organisational development processes. 
  • Fluency in English, both written and verbal (Spanish, Arabic, French or Russian a plus)
