Background of the consultancy

The impact of the 2014-2017 conflict with ISIL continues to affect the physical and mental well-being, living standards and capacity for resilience and recovery of millions of Iraqis, while also exposing them to significant protection concerns. In 2021 it is estimated that 4.1 million people (1.9 million children), including 257,000 internally displaced persons (IDPs) living in formal camps, 806,000 IDPs outside camps and 3.1 million returnees continue to need some form of humanitarian assistance. The severity of needs increased in 2021, largely due to the impact of COVID-19, leading to a 35 per cent increase in the number of people in acute need. As a result, it is estimated that 2.4 million people (including 151,000 in-camp IDPs, 470,000 out-of-camp IDPs and 1.8 million returnees) are in acute need of humanitarian assistance in 2021, 15 percent of whom are people with disabilities.

Across Iraq, threats and incidents of GBV against women and girls persist, particularly sexual violence, intimate partner violence, family violence, sexual exploitation, harassment and early and forced marriage. Further, women and girls have been disproportionately impacted by the conflict, and continue to be targeted with  sexual violence, honor killing, intimate partner violence, and trafficking. Even before the recent emergencies, GBV was widespread in Iraq and fears of harassment and stigmatization, including honour killing, remain major barriers to seeking services and justice for GBV survivors. Incidents of GBV take place within the context of patterns of power and control and the violence is underpinned and made possible by gender inequality, economic dependence, and at the root – a system of male patriarchy and women’s subordination.

The COVID-19 pandemic, coupled with protracted displacement, has resulted in an increase in protection needs and vulnerabilities in Iraq including gender-based violence (GBV) and child protection, particularly for more vulnerable groups including women, children and people with disabilities. An estimated 2.3 million individuals (142,000 IDPs in camps) need protection services throughout 2021.

UNICEF's approach to addressing GBV in Emergencies acknowledges that combating GBV requires a comprehensive strategy that prioritizes access to services while also fostering a protective environment through coordination of GBV prevention and response efforts amongst all humanitarian actors.

Over the past four years, UNICEF has worked with NGO and government partners to establish a functional case management system to ensure timely and appropriate access to life-saving services for GBV survivors. By strengthening specialized services for GBV, including child survivors, and by investing in more strategic and sustainable approaches to capacity building through longer-term coaching and mentoring, UNICEF CP section is contributing not only to increased access but also to improved quality of GBV services.

As part of this program, UNICEF Iraq is rolling out  GBV Case Management Capacity Building Initiative (GBV CM CBI); which aims to strengthen capacity of GBV services provider on GBV case management. The overall aim of this initiative is to support country-level service providers to provide quality care, support and protection to GBV survivors, with a focus on safe, ethical and comprehensive GBV case management.

The specific purpose of the GBV CM CBI is to develop a national Pool of trainers on GBV case management and a cadre of country-level GBV actors with enhanced understanding and commitment to GBV case management based on the recently launched Interagency Gender-based Violence Case Management Guidelines:”Providing Care and Case Management Services to Gender-based Violence Survivors in Humanitarian Settings (Interagency GBV CM Guidelines) and accompanying tools and training materials”.

The GBV CM CBI is divided into three phases:

(i)           Preparation & Planning: This phase consists of assessing the capacity of existing actors in terms of GBV case management practices and strengthening or establishing a GBV CM sub-group; conducting a desk review on available resources related to GBV case management in-country; and identifying facilitators and selecting the participants for the training of trainers (ToT).

(ii)          In-person training of trainers (ToT): This phase consists of organizing and delivering an in-country ToT based on the Interagency GBV CM Guidelines and creating a Pool of trainers based on individual assessments during the ToT.

(iii)         Follow up phase: Following the ToT participating actors develop interagency and organisational action plans to ensure that GBV case management protocols and practices are in line with the Interagency GBV CM Guidelines; the Pool of trainers prepare and deliver step-down training and access additional mentoring and coaching opportunities.

 

Purpose of the consultancy

Under this consultancy and in coordination with existing GBV coordination mechanism in Iraq, the GBV Case Management Focal Point is responsible for driving the successful implementation of the GBV CM CBI in Iraq.

The consultancy will contribute to the realization of output 1 of the UNICEF child protection program i.e Strengthened child protection system with stronger legislative, policy, institutional, community structures and capacities to deliver high quality multi-sectoral, age appropriate child protection and GBV services and 2021 AWP.

 

Specific Tasks

The GBV Case Management Focal Point (GBV CM Focal Point) will facilitate the implementation of the GBV CM CBI in Iraq, supporting organizations that are providing GBV case management to meet the standards in terms of protocols and practices as outlined in the Interagency GBV CM Guidelines. The GBV CM Focal Point should work in close collaboration with the GBVIMS Global Team, GBV s/cluster, the GBVIMS TF in country and GBV CM sub-group, if available, as well as other sectors (i.e. Child Protection and Protection) in order to ensure synergy in approaches and standards. The GBV CM Focal Point oversees the organization of the in-country ToT and follow up activities, as well as monitors the Pool of trainers and implementation of capacity building activities. This role requires the ability to work across agencies as it will support all GBV case management service providers.

 

1. Coordination

- Work closely with the GBV sub-cluster and GBVIMS task force in country to align coordination and implementation of activities

- Support a desk review of GBV case management practices in country and draft a report to share findings, identified gaps and recommendations

- Identify and assess or help establish an in-country sub-group focused on GBV case management (e.g. a GBV CM working Group)

- Support the development of an interagency action plan with the GBV coordination group.

- Draft or update interagency protocols and procedures (i.e. SoP) to improve practices and standards for GBV case management in consultation with existing GBV coordination groups.

- Hold regular meetings with the Pool of Trainers to follow up on the implementation of the action plan, availability, feedback on step-down trainings, etc.

- If needed, recommend changes to the Pool of trainers (i.e. is staff are no longer available) or flag to the GBV coordination group and the GBVIMS Global Team any challenges linked to the Pool of trainers (i.e. staff turnover, lack of availability, etc.)

 

2. Capacity Building

- Lead planning for the in country training-of-trainers, including launching the call for applications and supporting participant selection in collaboration with the GBV sub-cluster and the GBVIMS Global Team, overseeing logistics such a securing a venue and preparing training materials, and working with facilitators to finalize the training agenda and content.

- Depending on background and expertise related to GBV case management, this role could also help facilitate the ToT

- Meet with GBV case management service providers to assess their capacity building needs.

- Following the ToT, coordinate the organization of stepdown trainings (in-depth or refresher)

- Coordinate coaching and mentoring opportunities for members of the Pool of trainers in collaboration with the GBVIMS Global Team.

- Support the delivery of step-down trainings by the Pool of trainers. This includes following up on the disbursement of the funds (if any) to support step-down trainings. When needed, support the adaptation of the content of the training to fit the needs of the participants.

- Regularly conduct quality checks with GBV case management organizations on tools in place to ensure quality service delivery. This includes forms, protocols and procedures.

 

3. Monitoring & Evaluation

- Maintain an updated list of the Pool of trainers (including up-to-date contact information).

- Collect training reports, including results of pre- and post-tests for the step-down trainings.

- Track results related to the step-down trainings using the M&E forms provided by the GBVIMS Global Team.

- Support the completion of the periodic evaluation of the GBV CM CBI.

 

4. Communication

- Hold weekly or bi-weekly meetings with the GBV/CP teams in Iraq and the GBVIMS Global Team during phases 1 and 2 according to need

- Hold monthly meetings with the GBV coordination body Coordinator and the GBVIMS Global Team to review the results of the GBV CM CBI and plan for the next steps during phase 3.

 

Duration of consultancy: 10 months from November 2021 to 31st August 2022 of which 8 months will be in country, based in Erbil and the remaining two months will be home based.

Working Conditions

(a) Location: Two months home based and eight months in-country

(b) Logistic Requirement: The consultant will work on his/her own computer(s) and use his/her own office resources and materials in the execution of this assignment. The consultant will arrange for insurance coverage for any eventuality throughout the entire duration of the consultancy. The contractor's fee shall therefore be inclusive of all office administrative costs.

c) Living allowance: The consultant will be paid living allowance of up to USD 2820 on a monthly basis  for the period spent in Erbil. DSA will only be paid if the consultant is required to travel outside of the duty station but not while home based.

 

To qualify as an advocate for every child you will have…

The consultant is expected to meet the following requirements in terms of qualifications and experience:

  • Advanced university degree in social work, social sciences or development studies
  • Mastery of gender-based violence issues in their respective contexts, with experience in humanitarian programming;
  • At least 5 years of experience implementing GBV case management programs;
  • Experience in training or facilitation in order to form teams that can train on GBV case management and provide “coaching”;
  • Experience in supervision of GBV case workers;
  • Demonstrated organizational skills: the ability to work independently and productively with multiple stakeholders in a fast-paced environment;
  • Demonstrated understanding of issues related to confidentiality, data safety and other ethical concerns related to the sharing on sensitive data between humanitarian agencies;

 

Contractual Terms and Conditions:

Candidates should submit a financial proposal for the assignment, outlining all-inclusive professional fees per deliverable (based on the number of days worked and daily rate charged).

Travel expenses to the duty station and within the country, if required, will be paid in accordance with UNICEF polices/rules and regulations for individual consultancy assignment.

Under consultancy agreements, a month is defined as 21.75 working days, and fees are prorated accordingly for actual days worked.

The consultant is not entitled to payment for overtime, weekends or public holidays, medical insurance, taxes, and any form of leave.

The Consultant must not publish or disseminate reports, data collection tools, collected data or any other documents produced from this consultancy without the permission of and acknowledgment of UNICEF Iraq.

The selected candidate will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.
