The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professional for the position of National Rule of Law Officer with its Head Office in Kyiv. Tasks and Responsibilities:

The incumbent is one of two National Rule of Law Officers working closely with the Rule of Law Advisor in the Human Dimension Unit (HDU) of the SMM Head Office. As one of two Ukrainian legal officers in the Unit, the incumbent is responsible for analyzing inputs from monitoring teams and drafting reports on rule of law issues relevant to the Mission’s mandate and for providing accurate and timely legal analysis on human dimension areas.

More specifically the incumbent is responsible for:

  1. Analyzing inputs from monitoring teams and drafting regular analytical updates on rule of law issues in Ukraine;
  2. Identifying priorities for rule of law monitoring and drafting guidance notes, questionnaires, tracking tools and other means of implementing effective monitoring of these priority issues;
  3. Providing legal advice and guidance to the monitoring teams and HDU colleagues and responding to requests for clarifications about human dimension areas, including from senior management;
  4. Legal analysis of legislative and policy developments in the area of rule of law;
  5. Legal analysis, research, and contributing to reporting outputs on human dimension issues, in response to requests from HDU colleagues and senior management;
  6. Presenting SMM findings on rule of law issues in a variety of contexts including internal and external briefings and presentations;
  7. Providing feedback to monitoring teams to ensure consistent and accurate reporting on rule of law issues;
  8.  Attending and reporting on meetings and conferences arranged by Ukrainian state authorities, international organizations, and NGOs on rule of law and other human dimension issues;
  9. Contributing to trainings on rule of law and human dimension issues; 
  10. Performing other duties as assigned.

Necessary Qualifications:

  • Ukrainian citizenship or holding permanent resident status in Ukraine;
  • University degree in law;
  • Thorough knowledge of Ukrainian law, international human rights law and international humanitarian law;
  • At least four years of relevant professional experience in legal services, such as a practicing lawyer or legal adviser at the national level, or in a related legal area nationally or internationally;
  • Professional fluency in English, Russian and Ukrainian languages, both oral and written, and excellent drafting skills;
  • Good communication skills, including the capacity to convey complex legal concepts in a clear and concise fashion;
  • Demonstrated commitment to gender equality objectives as well as the ability to integrate a gender perspective into tasks and activities;
  • Demonstrated ability and willingness to work as a member of a team, with people from different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity, cultural sensitivity and judgment;
  • Flexibility and ability to work under pressure and tight deadlines and under minimum supervision;
  • Ability to operate Windows applications, including word processing and email.

Remuneration Package:


Monthly remuneration, subject to social security deductions is 2,332.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
