The United Nations Human Settlements Programme, UN-Habitat, is the United Nations agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. Through its Regional Office for Africa (ROAf), located in Nairobi, Kenya, UN-Habitat has been supporting African governments to take early action to position themselves for predominately urban populations to achieve sustainable urbanization and the right to adequate housing for all, within the framework of the 2030 Sustainable Development Agenda – particularly Sustainable Development Goal 11 to “make cities and human settlements inclusive, safe, resilient and sustainable” – and the New Urban Agenda.
Since 1998, the UN-Habitat has implemented several projects in Ethiopia. Key areas of partnership include: Capacity Building for Sustainable Urban Development, Implementation of the Habitat Agenda, Integrating Local Development Planning and Slum Upgrading in Urban Policy, Cities without Slums, Water for African Cities Programme - Phases I and II, Promoting Sustainable Transport Solutions for East Africa (SUSTRAN), Support to the improvement of Public Spaces in Addis Ababa, Support in rehabilitation of Solid waste dump sites in a number of cities, Support in development of Structural plans, Supporting the Ethiopian Cities Sustainable prosperity Goals (ECSPGs), and Development of the State of Addis Ababa Reports.
Under the overall supervision of the Senior Human Settlements Officer in charge of the Ethiopia Programme, and under the direct supervision of the Technical Advisor for Ethiopia, the incumbent will be responsible for the following functions:
Contribution in Implementation and Policy Development
• Act as the in-country liaison officer for UN-Habitat, with reference to the implementation of the Habitat Agenda (housing for all and sustainable human settlements), advocacy and coordination of the norms and principles of the global campaigns and implementation of global programmes;
• Apply a common administrative and financial framework for all projects operating under UN-Habitat;
• Participate in the formulation and implementation of multilateral programming instruments to ensure that Government key sectorial concerns and priorities are adequately reflected, to bring to bear UN-Habitat substantive knowledge and potential contribution, and to strive to place UN-Habitat within the framework of the programming instruments.
• In-country liaison officer for UN-HABITAT, particularly with reference to the implementation of the Habitat Agenda, advocacy of the norms and principles of the Global Campaigns for Sustainable Urbanization and implementation of global programmes.
Programme Development, Management and Resource Mobilization
• Provide support for the identification, formulation, implementation, monitoring and evaluation of the projects and activities included in the Country Programme;
• Support in identifying and promoting programme opportunities, resource mobilization and extension of operational/organizational support to all UN-Habitat activities on sustainable settlements and urbanization;
Running the National Office
• Provide management leadership and be responsible for the day-to-day running of the UN Habitat office in Ethiopia
• Provide supervision to staff, consultants and technical assistance teams recruited and deployed under the various projects within the Country Programme
• Plan, manage and monitor work of staff/consultants to be recruited.
• Manage project risks and mitigation plans
• Organize regular project coordination meetings with project team
• Provide regular and timely updates on progress and challenges to senior human settlement officer and task manager for Ethiopia and RoAf
• Represent UNHABITAT vis-à-vis the authorities and other partners;
• Support in representation in the UN Country Team activities, and other UN common strategic planning through his/her active involvement in the United Nations Cooperation Framework (UNCF), Common Country Analysis /Common Country Framework (CCA/CCF) and Poverty Reduction Strategy Paper (PRSP).
• Act as Liaison officer for the Government and the broader sectorial constituency in policy related work and multilateral programming instruments;
• Support the national authorities and other stakeholders in participating and/or holding national and international events related to UN-Habitat’s programmes
• Promote partnerships to contribute to the United Nations Development Assistance Framework in Ethiopia;
• Mainstream global programmes at the country level including pro-poor housing, disaster risk reduction and climate change initiatives, gender equity, tenure, urban development and poverty reduction;
• Provide support to strengthen linkages and information flows between UN-Habitat, local partners and the government through representation, liaison, networking and attendance at meetings.
Capacity Building and Knowledge Management:
• Share information on the availability of training and capacity building tools with external partners and assessing the degree of interest in applying them;
• Contribute to drafting of project reports and program information for external bodies
• Design and implements a results-based monitoring and evaluation system for normative activities such as policy support;
• Promote knowledge management through good practices and reporting;
• Perform other duties as required.

Advanced university degree (Master's degree or equivalent) in urban development, urban and regional planning, engineering (including urban/municipal engineering), or architecture or a related social sciences field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
A minimum of 7 years of progressively relevant experience on human settlements issues with direct, recent experience in the formulation and implementation of human settlements programmes and projects at the national or international levels is required.
Experience in the planning, implementation and monitoring of policies and programmes using Results-based Management is required.
Work experience in the Ethiopia’s urban development context and familiarity with the relevant policies, strategies and plans for urban development in Ethiopia is required.
Experience in or on the region of assignment is desirable.
English and French are the working languages of the UN Secretariat. For the position advertised, fluency in written and spoken and written English is required. Fluency in spoken and written Amharic is required. Knowledge of another UN official language is desirable.
NOTE: 'Fluency' equals a rating of 'fluent' in all four areas (speak, read, write and understand) and 'Knowledge of' equals a rating of 'confident' in two of the four areas.
