Context Analysis

We Effect is recruiting a Country Manager to lead operations in the Country Office based in Dar es salaam, Tanzania. (With a possibility of moving the office to Dodoma for closer implementation of programmes interventions). The Country Manager reports to the Regional Director who is based at the Regional Office of Eastern Africa in Nairobi, Kenya

We Effect was founded in 1958 by the Swedish cooperative movement to support the development of democratic organisations and societies that can articulate the rights and needs of their members in respect of work, influence, services, incomes, and livelihoods. We Effect works in more than 20 countries in Asia, Eastern Europe, Latin America, and Africa through our regional offices in partnership with local CSO, farmer organisations, cooperative federations and other democratic organisations.

 Two main thematic fields are pursued:

  • Sustainable rural development, including support for farmers’ own organisations, organisational and business development, advocacy, technical advice, sustainable farming and food production training and adaptation to climate change.
  • Adequate housing, including support for cooperative housing organisations, advocacy and technical advice and education and training

We Effect in Eastern Africa is present in and implements country development programmes in Kenya, Uganda and Tanzania. The Regional Office is based in Nairobi, Kenya.

We Effect Tanzania Office was registered in 2017 as a non-governmental organization. It is part of the We Effect Regional Office in Nairobi and coordinate We Effect operations in Tanzania. More specifically, the Tanzania Office coordinates and support partner organizations in Tanzania through project development, technical backstopping of projects, joint planning and monitoring of different We Effect interventions in the country, Coordinates with the government, CSOs and other development actors. The office provides presence and representation of We Effect in country.

About you

As Country Manager you have the overall responsibility for, We Effect’s development cooperation in the country. As such, you ensure that all activities are conducted and developed in accordance with We Effect´s objectives, policies, strategies, guidelines and working methods, with high quality through systematic planning, monitoring and evaluation. You are responsible to move the organisation forward and always look for ways to develop programmes, new partnerships, and financing opportunities with the support of the regional office: all aiming at further reducing poverty in the country.

The Country Manager is the representative of the organisation in the country and keeps up with current issues of strategic value to the organisation in the country and region. You are expected to involve yourself in strategic networking advocating for right food, relationship building with strategic actors to identify and develop partnership and funding opportunities in the region.

We Effect is looking for someone who is motivated, has experience in working in complex environments, an experienced development practitioner and stand firmly in a rights-based approach. You be aware of the Swedish strategy for support to civil society.

Required qualifications:

·      University degree in Social Sciences, Development/ Agricultural studies or equivalent within a relevant field experience

·        Management and administrative experience and staff responsibility with strong leadership skills

·       Experience in leading organizational change

·       Experience in managing international development cooperation within civil society, preferably in complex environments (non-governmental organization)

·         Excellent skills and experience in financial management and budget analysis

·         Relevant experience of implementing international development programs 

·         Understanding, and practical experience of program management, conceptual and theoretical understanding of the rights-based approach and civil society development

·         Experience working with and managing development programs partnership set ups.

·         Experience in networking with donors, stakeholders and building visibility

·         Good knowledge of Tanzania context including government set up and civil society actors in the country

 Desired Qualifications

·         A master’s degree in a similar field is an added advantage

·         Knowledge and Experience in advocacy at whatever level.

·         Experience working with Swedish development cooperation program is an added advantage.

·         Good knowledge of Tanzania context including government set up and civil society actors in the   country

The employment is a two-year fixed-term contract at the national level, with the possibility of prolongation. You are expected to be available from 2nd January 2022.
