The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.

 

The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.

Introduction

The position is located in the Strategic Communications (STRATCOM) Unit within the Department of Communication and Public Information (DCOMM). DCOMM works with all ILO departments at headquarters and field offices to deliver the global communication strategy and is responsible for ensuring a common approach to ILO communication. The role of STRATCOM is to ensure that key ILO content reaches external audiences in the most effective, efficient and strategic way through the appropriate channels, including social media, digital marketing platforms and the web. STRATCOM is also responsible for coordinating DCOMM’s advocacy efforts.


The position is responsible for collecting and analysing the audience and engagement data from the ILO’s main communication channels, including the website, newsletters and social media channels. Based on the data collected, it is responsible for developing marketing plans and content for communication platforms and events, including but not exclusively ILO Voices and Future of Work Podcast, ILO Live, ILO Talks and other key products. The incumbent works closely with other staff in STRATCOM and units in DCOMM to ensure that ILO knowledge and communication content is reaching priority audiences in the most effective way. S/he also guides and supports other ILO departments and offices in their marketing efforts. 


The position reports to the head of STRATCOM.

Specific Duties

1.    Collect and analyse user and engagement data from the ILO’s main global communication channels and platforms.

 

2.    Work with colleagues and units responsible for the channels and events to set benchmarks, KPIs and criteria for success.


3.    Produce a regular communication analytics report and inform daily strategic communication discussions with the latest data.  Propose changes to improve content development and distribution methods to the News and Media and STRATCOM teams.


4.    Devise marketing plans for major communication events, platforms and products, in coordination with the Communication Planning Officer and specific social media channel marketing plans with the Audience Engagement Officer, to improve the uptake of ILO content among key audiences. Measure the results of the plans and recommend changes to improve future performance.


5.    Produce creative digital marketing content, including for the web and social media, such as design visuals, short videos, GIFs and other materials for all audiences. 


6.    Develop and manage non-media DCOMM contact databases in close collaboration with other units in DCOMM.


7.    Provide ILO field offices and departments with advice and guidance on communication analytics and marketing.


8.    Keep up to date with the latest analytics and marketing tools.


9.    Draft and edit communication and information materials as needed for the Unit and department, including messaging on key issues.


10.    Perform other relevant duties as assigned.
 

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

Generic Duties

  1. Originate, write and edit information material for dissemination. Commission, write or edit brochures, posters, press kits, articles and/or press releases.
  2. Conduct original research for information projects and publications. Analyze and prepare briefing papers on meetings and activities of the organization. Provide senior communication and public information specialists with regular updates on upcoming meetings, conferences and seminars, and with press reviews of articles published in the international media.
  3. Develop automated databases and mailing lists of target audiences, and provide information through such means as press releases, interviews, features, audio/visual productions, etc.
  4. Maintain contacts with media representatives and others to promote the activities of the organization. Ensure that responses to direct or indirect requests for information about the work of the organization promote better understanding of its objectives and activities.
  5. Act as focal point for liaison with identified substantive offices, obtain ongoing information about their areas of activity, arrange for meetings of representatives of substantive units, and brief communication and public information specialists accordingly.
  6. Evaluate the effectiveness of approaches to reach the media and public, undertake active follow up to increase impact, and assist in the launching of promotional campaigns.
  7. Organize seminars, meetings and discussions with media representatives and other concerned parties, and reply to specific enquiries.
  8. Compile and maintain audio/video (A/V) libraries. Conduct research for A/V projects, propose programme formats and technical approaches, coordinate technical standards and ensure the production of language versions, and verify that production work has been completed and within approved budgets.

Required qualifications

 

 

Education

First level university degree in marketing, or digital marketing, communication, or other relevant discipline.

Experience

Over five years of professional experience in marketing, communication analytics or related fields of work at the national level, or three years at the international level. 

Languages

Excellent command of two official languages (English, French, Spanish) of the Organization.  One of these languages must be English. 
 

Competencies

In addition to the ILO core competencies, this position requires:

Technical

Good knowledge of the Organization’s mandate and its programme of activities. In depth knowledge of Google Analytics and the analytic functions of social media and other channels. Excellent knowledge of marketing and communication principles, guidelines and best practices, including social media.  Ability to develop successful marketing plans. Knowledge of user / contact databases and data protection rules. Ability to use design and audio/visual production packages such as the Adobe suite, and knowledge of techniques and methods. Ability to evaluate information, analyse and present information in a clear way. Excellent writing and presentation skills.

Behavioural
Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.

 

 

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
  • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
