Job Summary:

 

The Projects and Fleet Procurement Manager (PFPM) will be responsible for the coordination and delivery of procurement for Infrastructure Projects and Technical requirements of the Force, providing the interface between the central warehouse, Force Engineering office, Fleet Management, Coastal Patrol Unit, the Procurement Offices, and the customers. The position will be based in South camp with occasional travel required to North Camp, Cairo & Tel Aviv.

 

Responsibilities:

 

  • Performs all duties in accordance with the Force Inventory Managers instructions and MFO procurement related directives and the relevant FSOPs. Ensuring pertinent administrative and operational suspense dates are met.
  • Meet with requestors and identify all requirements for equipment or projects and review the statements of work or technical requirements to ensure the relevant information is identified and met throughout the quote submission and requisition approval.
  • Reviews, processes, and performs data entry of customer purchase requisitions and allocates them to the relevant buying department. Review shall include checking correctness, accuracy, and adequacy to ensure that buyers can readily identify the requirement. Check for appropriate MFO catalogue entry where applicable priority account coding, and BLM signature, and all other levels of approvals are included. Include all relevant information in the requisition such as T&C or technical requirements.
  • Provides procurement information to the Budget Line Managers, Project Managers, and the Project Logistics Manager in procuring items against respective procurement plans and individual Project Bills of Materials.
  • In accordance with MFO Directives, attends Bid Committees as the procurement representative.
  • Liaise with Buyers to define the need to ensure the right vendors can be identified.
  • Provides daily interface with the MFO Cairo warehouse, MFO Tel Aviv temporary storage facility and MFO Tel Aviv in advance of the receipt of goods and materials to plan off-loading, storage, receipt and issue.
  • Assist in ensuring the accuracy of the Master data that is entered into the SAP Material Master. Interfaces with the Deputy Chief of Support, Force Inventory Manager, and functional area technicians to gather feedback on required changes to master data. Works closely with buyers to ensure integrity of planned delivery times and goods receipt processing times in the Material Master.
  • Generates status reports and tracks the status of requisitions that have not been actioned by the relevant buying office and Informs the Buyers of the increased urgency of the requirement.
  • Prepares and tracks Discrepancy Reports of non-suitable material received. Informs the relevant buying department and finds solutions to have the item returned and replaced.
  • Oversee the supply warehouse staff when the Force Inventory Manager is on leave. Assist with general items procurement as and when required.
  • Performs other duties as delegated by the Force Inventory Manager and Deputy Chief of Support.

 

MINIMUM QUALIFICATIONS AND EXPERIENCE

 

Education and Experience:

 

Bachelor’s degree or equivalent qualification in purchasing & supply would be desirable. Formal training (CIPS or Similar) in purchasing and warehouse operations is essential with a strong background in customer service.

 

At least 5 years’ experience as a procurement manager, including buyer, senior buyer, and procurement management. SAP level 2 knowledge of the Purchasing and Material Management modules is preferable.
