Organizational Setting

The main aim of FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve security and reduce hunger and malnutrition to help develop the agricultural, fisheries and forest sectors, and use their environmental and natural resources in a sustainable manner.

Reporting Lines

The National consultant will work under the overall supervision of the FAO Representative to Rwanda (who is the project budget holder) and direct supervision of the Assistant FAOR/Programme in close collaboration of the National Project Manager and the FAO project Lead Technical Officer (LTO); who would support the project implementation from the FAO Sub-regional Office for Eastern Africa (SFE).

Technical Focus

The technical focus of the work of the national consultant is to conduct a mapping/feasibility study to look for information regarding the level of eggs production, markets, and post-harvest losses as well as the needed skills and technologies to add value to the produced eggs in Rwanda. The activity will be implemented in collaboration with MINAGRI, Rwanda Agricultural and Animal Resource Board (RAB) and egg Farmer/producer representatives.

The assessment will determine the egg production level in Rwanda with a detailed mapping of the largest egg producers as well as a clear information and operation requirements for the egg processing plant in Rwanda will be assessed.

  • Tasks and Responsibilities
  • Determine the current level of egg production in Rwanda (how many eggs available for possible egg processing facility),
  • Map in detail at least the 20 largest egg producers in Rwanda (private companies and cooperatives), their egg production over time, analyze existing over and/or underproduction and explore interest in investing into egg processing and determine for each current quantity available for processing and possible trend,
  • Find out information on the operation requirements for Egg processing pilot plant (EPPP),
  • Determine availability of required technical skills at hand in Rwanda to run permanently the Egg processing plant,
  • Define needed information on the possible sustainability and phase-out for the Egg processing facility and marketing strategies,
  • Generate information on the possibility for engagement of the private sector federation for beneficial investment in Egg processing plant
  • General Operating Expenses for the Egg processing plant
  • Determine the level of skills & knowledge of farmers /egg producers in appropriate postharvest handling practices for eggs,
  • Determine the level of involvement of local entrepreneurs in egg processing technology,

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • At least Master’s degree with 5 years of experience in veterinary medicine, Animal production or animal sciences
  • Working knowledge of English with analytic skills
  • National of Rwanda or being resident and having a regular Rwanda working permit

  • Strong analytical skills, knowledge of governance in veterinary sciences, animal breeding and Previous similar engagement/involvement in poultry industry development strategies
  • Having skills/experience in research in animal sciences and related fields
  • Strong background in livestock production systems and poultry resources assessment/survey
  • Having past experience in conducting related Eggs processing plant feasibility studies
  • Having past involvement in the concrete establishment of Eggs processing plant
  • Demonstrate ability to perform in depth statistical and quantitative &qualitative analysis and report the results in multiple formats including reports, papers and presentations
  • Work experience with international organizations is an advantages

  • A record of publications that demonstrates strong analytical, empirical and writing skills

  • Show familiarity with poultry farming development strategies

  • Capable to work independently and perform under tight deadlines.
  • Good inter-personal skills, networking aptitude, ability to engage effectively with policy and decision makers;
