The Aspire to Innovate (a2i) Programme builds on the Government of Bangladesh’s efforts to introduce a citizen-centric culture of innovation in civil service to improve service delivery and make services more inclusive, affordable, reliable and easier to access. This project will provide support to establish institutional mechanisms and improve accountability to accelerate SDG achievements in Bangladesh.

This project will have three components:

1.   Institutionalizing Public Service Innovation and Improving Accountability

2.   Catalyzing Digital Financial Services and Fintech Innovations

3.   Incubating Private Sector-enabled Public Service Innovation

 ‘Aspire to Innovate (a2i) Programme’ is planning to recruit a Digital Payment Analyst who will lead a2i’s Digital Financial Service Initiatives. The main objectives of DFS activities is to play a catalytic role to develop an innovative and effective digital financial service eco-system which will foster the innovation of a range of pro-poor financial products/services, facilitate competitive & innovative regulatory environment and uptake the usages of DFS product. 

The project is funded by the Government of Bangladesh, UNDP and other development partners, and is implemented by ICT Division and Cabinet Division

 

Duties and Responsibilities

Under the direct supervision of Digital Financial Service Specialist the incumbent will perform below mentioned duties and responsibilities.

  1. Develop the digital payment service strategy and ensure the implementation of the strategy to achieve the organization goal
  2. Monitor and manage Digital Payment Collection System.
  3. Build & Maintain strategic partnership for the development of P2B & P2G
  4. Advocacy and Communication
  5. Facilitate knowledge management and sharing focusing on achievement

 Duties and Responsibilities in brief:

1. Develop the digital payment service strategy and ensure the implementation of the strategy to achieve the organization goal

  1. Develop the strategic plan for the government integrated digital payment platform to facilitate an innovative and competitive eco-system for FSP and fintechs.
  2. Initiate new strategic & timely activities to meet the market demand and uphold a2i strategic position in the digital payment eco-system.
  3. Responsible to plan and implementation of digitizing the Person to Business (P2B) & Person to Government (P2G) and other services fee payment.
  4. Ensure day to day planned activities according to the annual plan, achievement of the output & outcome, targeted budget expenditures.
  5. Supervise Digital Payment team member’s performance and provide necessary feedback and inputs to achieve their targets.
  6. Liaise with Digital Financial Service Specialist to ensure reporting on regular basis to project management about progress achieved with the implementation of activities

2. Monitor and manage integrated Digital Payment Platform

  1. Coordinate with all relevant internal/external stakeholders for implementing new digital payment modes & services through technical vendors or support teams.
  2. Coordinate and provide necessary guidance for effective operation of digital payment platform by implementing & developing all required systems tools, reports and indicators, required for efficient & effective reporting.
  3. Ensure timely and accurate submission of monitoring reports for both external & internal partners.
  4. Ensure implementation of business model for sustainability of the digital platform.
  5. Promote digital platform in National and International level as innovative service delivery model to the underserved.

3. Build & Maintain strategic partnership for to implement the Digital Payment Platform

  1. Identifying new public and private sector stakeholders for implementing new business opportunities through pilots and projects.
  2. Build & maintain relationship with existing & potential partners for digitization of P2B & P2G.
  3. Work closely with various Government, Public and Private sector stakeholders.
  4. Assist in designing innovative digital P2B/ P2G payment solutions for business organizations and evidence business case with them.
  5. Working with relevant stakeholders to review their legal documents & policy for collection of their customers/users bills electronically, eventually which will lead to an increased digitization in Bangladesh.
  6. Maintain liaison with potential donors & funders of a2i for Digital Payment Platform activities.

4. Advocacy and Communication

  1. Communicate and manage relationships with both government, private businesses, regulators and Financial Service Providers.
  2. Ensure proper communication in attracting the digital platform among the citizens & the customers.
  3. Organize various meetings, workshops, orientation sessions and policy dialogues across the stakeholders engaged in P2B & P2G payment stream.
  4. Assist policymakers in analyzing and documenting Digital Payment System policy and regulatory issues.
  5. Lead on developing all required project management and reporting tools, reports and indicators, required for efficient, effective & timely report submission.
  6. Ensure proper documentation like signed MOU & SLA are completed among the Partnership between the Private, Government Organization & A2i.

5. Facilitate knowledge management and sharing focusing on achievement

  1. Contribution in identification and execution of knowledge management activities in order to generate and disseminate lessons learned from the digital platform.
  2. Contribute to project publications (focus note, research papers, and the like.) highlighting project learning, opportunities and successes;
  3. Increase program visibility both at National and International level.
  4. Organize workshops, meetings and visits as per needs to achieve the project objectives.
  5. Contributes to and/or writes quarterly, annual and other relevant reports and ensure timely submissions.

Required Skills and Experience

Education

Master’s Degree in Public Administration / Development Studies / Business Administration or equivalent degree.

Work experience

  • 3 years working experience in Government/Private sector.
  • Clear understanding on Digital financial service/financial inclusion.
  • Experience in writing reports/policy briefs/proposals etc.   
  •  Experience in working on bill payment/digital payment platforms.
  • Previous working experience with UNDP or any other development organization will be an added advantage
  • Experience in partnership and strategy development with billers, Financial Service Providers and other relevant stakeholders   
  • Fluency in written and spoken English and Bangla
