Your team

Within the Network Management Directorate , the "Operational Safety, SQS & Integrated Risk Management" service develops, maintains and promotes the Network Manager (NM) policy for Safety, Quality and Security and monitors its application in line with the relevant EUROCONTROL directives.

The Software Compliance and Assurance Expert provides contribution to technical reviews for current NM releases and future iNM software assurance, including conformity assessments and reviews and developments of declarations of conformity of the NM systems. S/he develops or assists in the development of NM safety support cases for software products as required by the EC Implementing Regulation 2017/373. 

Your role

Your role will be to:

  • Define, implement and maintain safety & quality deliverables for Software (SW) assurance processes, procedures and standards as part of the internal collaborative decision making process within the Directorate (NMD).
  • Review the SW Site Acceptance Tests (SATs) and Factory Acceptance Tests (FATs) deliverables as required and attend the Go/No Go Decision meetings.
  • Monitor the implementation of NMD’s SW development, including liaison with the industry as appropriate, and the application of deployment standards.
  • Maintain NMD’s compliance with the SW standards requirements.
  • Support the Head of SQS in the liaison with the European Union Aviation Safety Agency (EASA) as regards to technical reviews for current NM releases and future iNM SW assurance, including conformity assessments and declarations of conformity.
  • Perform internal and external SW audits (on external suppliers, for example) in order to evaluate compliance with applicable regulations and processes / procedures part of the NMD iMS.
  • Develop training material, guidelines, templates etc. and provide training, as required.
  • Perform SW assurance and compliance activities as required by NMD iMS.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Completed university studies of four years (e.g. Master’s degree) in a relevant area (e.g. IT Engineering).
  • Internal candidates should check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • A minimum of 5 years’ relevant experience to carry out the advertised responsibilities including experience in software assurance and compliance.
  • Experience in process management in accordance with CMMI, at Maturity Level 3 as a minimum.
  • Experience with Business Process Modelling.
  • Experience of methods, tools, systems and concepts of safety and quality management.
  • Understanding of relevant EU Regulations applicable to NM and safety and quality standards.
  • Software auditing experience or skills.
  • Knowledge of software standards including those applied in the ATM industry.
  • Project Management skills.
  • Knowledge of cyber security and ISO 27001 would be considered an advantage.

    • ITIL Foundation V3
    • ITIL SD (Service Design)

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1/C2. The selected candidate will have to acquire a basic level of French (A1/A2) before the end of the probation period. Candidates at independent or proficient level in French would have an advantage.
    The levels relate to the Common European Framework of References for languages (CEFR).

Useful information

  • Applications will be accepted from nationals of EUROCONTROL Member States only.
  • This is an appointment for a determined period of 5 Year (s). It could be extended up to a maximum of 9 years or converted into an undetermined contract. Before being established in the post, the external candidate will be requested to provide certified copies of his/her degrees and successfully serve a probationary period of 9 months.
  • Internal candidates appointed to an established post or for an undetermined period: If successful, the staff member will be appointed under the conditions set out above, while maintaining the previous terms of employment regarding his/her appointment (whether for an undetermined period or to an established post). At the end of the period of  employment as mentioned above, if the assignment to this post is not extended or its duties do not become of a lasting nature, the staff member will, in accordance with the service regulations, be transferred to another post corresponding to his/her last type of post, grade and function group.
  • Internal candidates appointed for determined period: If successful, the person will continue his/her current type of appointment if compliant with duration limits laid down in Annex Xb of the Staff Regulations/General Conditions of Employment.
  • The successful candidate shall be appointed at the grade in the function group and to the type of post indicated in the vacancy notice, or, if a group of grades has been published, in principle at the basic grade.
  • In case of reserve list: Suitable candidates, however not selected to fill the post, will be placed on a reserve list for similar functions. The period of validity of reserve list is 1 year from the closing date of applications .
