Finance Group

The Finance Group (FG) is a critical and strategic business function in UNOPS and serves as an authoritative and integrated partner in the organization on strategic financial planning and budgeting, business strategy and practices, financial analysis and risk assessment, financial management services and long term organisational treasury and investments.  As the steward of resources of a self-financing UN entity, FG is accountable for timely cost recovery and reporting to partners, maintaining the integrity and transparency of financial management of resources in accordance with the highest standards of ethics and organisational/international accountability framework and the accurate and transparent financial reporting to governing bodies, clients, partners and stakeholders.

Functional Responsibilities

The Project Finance Analyst reports to the Project Finance Specialist leading the Project Finance Standards and Processes Stream who provides broad supervision and guidance. The role contributes to the finance vision of being a true business partner to UNOPS projects, by providing advice on costing and pricing matters. This includes assisting with UNOPS project budgeting, cost recovery, client reporting, and supporting field operations with project finance accounting.  The role is part of a centre of excellence, providing seamless, appropriate, relevant and proactive project specific reporting.  The role includes collaboration on project implementation and closure with the Integrated Practice Advisory Service (IPAS) and supports outreach and training on all things related to project finance.

1. Client Reporting with specific focus on UNOPS Project cost recovery 

  • Prepare standard client reporting templates (both external and internal) in Google Suite for key partners, including streamlining of terminology and guidance to explain how these are linked to budgets in oneUNOPS (oU), UNOPS ERP system.
  • Contribute to prepare material for capacity development for CDs and BD personnel on reporting.
  • Develop solutions for automated generation and sharing of standard reports with key partners based on UNOPS financial data stored in Google BigQuery
  • Prepare business rules for generating project financial reporting data in Google BigQuery to accommodate the reporting needs of key partners (e.g. reports based on cash-based accounting, treatment of assets, interest).
  • Gather requirements and coordinate with IT team to ensure that IT systems are configured to support the requirements of implementing and managing the new budgeting and reporting templates at local level

2. Project budgeting 

  • Contribute to drafting of standard project budgeting templates (both external and internal) for UNOPS service lines that meet donors and project managers requirements
  • Support the maintenance of UNOPS costing tools
  • Contribute to and maintain an integrated client project budgeting approach documenting the link of external budgets to internal budgets in oU.
  • Support oversight on UNOPS project budget statuses
  • Gather requirements and coordinate with IT team to ensure IT systems are configured to support project budgeting requirements

3. Finance knowledge management and support

  • Support the collection, documentation and maintenance of finance knowledge in the new UNOPS knowledge management platform related to in  the areas of expertise.
  • Prepare notes, guidelines, replies relating to or arising from implementation of project finance procedures as well documenting best practices.
  • Provide input to policy documents that are under the authority of the Project Finance team
  • Support finance management on other financial matters as required

Education/Experience/Language requirements

Education:

  • Advanced University degree preferably in Business Administration, Finance, Accounting or related discipline is required.

  • A first level University degree with 2 additional years of work experience may be accepted in lieu of the Master degree.

Experience: 

  • Minimum of 2 years of relevant experience in finance or accounting is required.

  • International exposure is desirable.

  • Prior experience in rolling out a management system/concept is desirable.

  • Experience in high level stakeholder interaction will be a strong asset.

  • Experience in preparation financial client reports is a strong asset.

  • Experience in the usage of computers and office software packages (Google Applications) and advance knowledge of spreadsheet and database packages, as well as experience in handling of web-based management systems are desirable.

  • Knowledge of UN Financial Rules and Regulations is desirable.

Languages: 

  • Full working knowledge of English.  

  • Full working knowledge of French or Spanish would be a strong asset.
