Overall purpose of the role:

DRC is one of the largest INGO protection actors in Myanmar actively coordinating and advocating for improving the protective environment for all communities.  DRC has Protection, Child Protection and GBV programmes in its areas of operation to address protection issues faced by displaced and non-displaced at-risk groups and individuals. The programme also aims to identify and build synergies with early recovery and development actors that are working on and are better positioned to address environment building activities.

The Protection Coordinator has the overall responsibility for providing technical and programmatic support for DRC protection activities in the DRC areas of operations in Myanmar. The role will include harmonisation of tools, implementation of strategy and training to ensure DRC has a consistent and clear approach to protection across all sites. The Protection Coordinator will lead in the finalization and roll out of the protection strategy including development of protection related advocacy messages using data driven evidence.

Geographic scope: Area (Myanmar)

This role has a country focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities. This role is based in Yangon with frequent travel to field offices.

Responsibilities:

Protection technical support (20% of time)

  • Finalization together with senior management and rollout of the Protection strategy and review/adjust as needed on a periodic basis.
  • Provide technical assistance to Protection teams including development and roll-out of SOPs and guidance
  • Regularly review and provide technical advice on project workplans and implementation with PMs
  • Review and update of the Protection Monitoring system on an annual basis or as needed.
  • Review and update of technical approaches, SOPs and tools for Community Based Protection and Case Management
  • Advise on internal protection MEAL tools and IM systems and integration with INGO PIM inputs
  • Provide regular technical trainings and capacity building to project  managers and staff, partners, and on key DRC protection concerns and product solutions
  • Support the development of awareness curricula, IEC materials for the implementation of a comprehensive training and awareness package
  • Coordinate with other sectors to move towards integration of protection programs wherever possible or mainstreaming of protection within other sectors where integration is not available.
  • Ensure protection mainstreaming including review of all programming approaches, SOPs and tools, and staff capacity development
  • Organize and facilitate regular Protection team meetings across multiple states for knowledge sharing, peer support and quality improvement.
  • Carry out sector needs assessments, as needed
  • Work closely with the Protection Specialist at national level to ensure technical support is provided on regular and ad hoc basis to protection teams.

Protection Advocacy and Deliverables (up to 40% of time)

  • Review and finalize monthly protection monitoring reports for external circulation. Develop clear and targeted recommendations for different audiences
  • Develop protection reports and analysis on identified protection concerns for internal and external briefings
  • Feed into the protection trend platform, including leading on analysis and review, to ensure regular updated reports, and work closely with partners to ensure protection monitoring synergies
  • Mainstreaming protection advocacy messaging into Livelihoods, HMA and Emergency response and reporting
  • Work closely with the Regional Protection and Advocacy Coordinators on ensuring protection advocacy deliverables are achieved and coordinated clearly
  • Work with Partnership Coordinator, Protection Specialist, and PMs to support training on protection advocacy for local civil society and other local stakeholders (including CBPGs). Support the development of advocacy strategies and plans by CBPGs, civil society and local stakeholders.
  • Develop a clear workflow of information, including inputs and deliverable outputs, under the ECHO award – ensuring that communities and local stakeholders are feeding into protection outputs – and are able to access and utilize protection information and deliverables to develop their own advocacy plans

Protection program oversight (20% of time)

  • Oversee the rollout of the protection program strategy, at CO and AO level, in consultation with PMs and based on yearly projected funding (including locations and activities)
  • Support teams with the identification of CSO partners, including ensuring partners’ capacity needs are assessed and responded to in a timely manner
  • Have oversight on the overall protection portfolio, including identifying strategic funding gaps
  • Hold quarterly meetings with all Protection PMs to understand programmatic challenges and technical support requirements. Highlight when programs are off-track in implementation for further discussion with the HoP and AMs. Identify any areas where further technical support, oversight or resources are needed. Share written update with HoP and AMs, including overall update on program progress and delays
  • Develop quarterly workplans with Protection PMs for support to each area
  • Jointly lead on recruitment of Protection PMs, along with Ams
  • Support protection teams with remote management, identifying opportunities and creating guidance on achieving protection outcomes remotely
  • Participate in preparing monthly/quarterly/annual highlights/reports and proposals and budgets for donors

Coordination and representation (10% of time)

  • Collaborate with relevant internal and external technical experts on issues related to relevant sector
  • Represent DRC at relevant coordination meetings
  • Ensure integration of sector activities with other DRC sectors
  • Actively participate in internal coordination meetings
  • Represent DRC in the Protection Cluster Strategic Advisory Group, in the National Protection Working Group, ensuring that issues are raised and addressed, and work closely with cluster on ensuring protection monitoring synergies are identified
  • Represent at other working groups in Yangon such as Child Protection, GBV and others according to the needs/priorities.

Project development (10% of time)

  • Contribute to and coordinate the design, implementation and evaluation of Protection related programming to secure follow on or expansion funding for the protection portfolio as per identified needs and in a standardized manner across programmes.
  • Lead on proposal design, including activity design and budgeting, along with PMs, where needed. Sign-off on all project proposals and budgets (related to protection activities)
  • Assist in developing the projects’ Monitoring & Evaluation tools

As Coordinator the post-holder is responsible for the following:

  • Responsible for coordinating strategy and operations within a specific discipline in a region or country
  • Usually has technical line responsibilities within a given discipline, for both strategy and operations
  • Provides expert advice and support to set strategy and assure operational quality and compliance

Perform any other relevant tasks as requested by Line Manager.

Essential skills, Experience and technical competencies

  • Significant knowledge of International Human Rights Law, particularly with Refugee Law and of Durable Solutions
  • Minimum 5 years international experience implementing and developing Protection programs in emergency and post conflict environments with limited/degraded local resources and infrastructure in remote environments. 
  • Experience of Protection as well as Child Protection and GBV programming, specifically with direct experience in Protection Monitoring, Community Based Protection, Case Management and with Civil Society
  • Experience in establishing and leading a protection analysis platform working with CSO and INGOs
  • Experience in analysis of protection monitoring information and reporting
  • Experience in international humanitarian work, advocacy and policy development at national level, and of high-level representation.
  • Experience of preparing a protection programming strategies and advocacy strategies for a complex programme covering multiple sites.
  • Experience in coordinating and standardizing approaches across a multi-site programme.
  • Experience of integrating protection with other sectors’ programming.
  • Experience providing remote technical guidance and developing training to suit a variety of audiences.
  • Demonstrated ability to conduct trainings on protection and human rights topics, including staff training.
  • Knowledge of and experience in handling situations of statelessness and durable solutions.  
  • Experience of information data management, utilizing databases and platforms.
  • Strong experience with M&E tools. 

Education: (include certificates, licenses etc.)

  • Master’s degree relevant to humanitarian work: preferably in law, social sciences or humanitarian aid.

Conditions

Contract: DRC will offer the successful applicant with 4 months contract. Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for Expatriates. The position is placed in Employment Band F- non-management.
