Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices. The Directorate of Environment and Energy (EAE), headed by a Managing Director, aims to integrate and scale-up the energy and environment activities focusing on supporting governments and industries to provide sustainable and resilient soft and hard infrastructure for industrial development, supporting industries to contribute to climate neutral circular economy, and supporting governments and industries in fulfilling national commitments under multinational climate and environmental agreements. The Directorate consists of the Department of Environment and the Department of Energy.

The responsibility of the Department of Energy (EAE/ENE) is to assist Member States in the transition to a sustainable energy future under the overarching mandate of ISID, through the application of renewable energy for productive uses, adoption of the efficient use of energy by industry and the introduction of low-carbon technologies and processes. In transitioning to a sustainable energy future, the challenges of addressing energy poverty and climate change become an integral part of the Department activities. This position is located under the Energy Technologies and Industrial Applications Division (EAE/ENE/ETI) is responsible for supporting Member States with technology transfer and localization of low-carbon energy technologies and their applications towards achieving the ISID. It focuses on facilitating localization and adoption of energy technologies in frontier markets and their applications in industry for productive uses. The international consultant will work under the overall guidance and supervision of the Project Managers in the EAE/ENE/ETI.

PROJECT CONTEXT UNIDO, EAE/ENE/ETI is developing and implementing a number of Global Environment Facility (GEF), Adaptation Fund (AF) projects as well as 1UN activities in Africa and South-East Asia. The project coordinator will work together with the consultants and the project staff based in the field and will be responsible for the efficient and effective implementation of the projects. He/She will also assists in identifying and developing new projects within the national/regional priorities. The project coordinator shall work together with other colleagues in the ETI team and cover their work in their absence on request of the Project Manager. Nigeria: Scaling Up of Small Hydro Power (SHP) for Augmenting Rural Electricity Access. Nigeria is endowed with rich perennial and non-perennial rivers. The focus over the years in many African countries has been on large hydro power generation and the training of professionals is integrated in the large scale project development programmes. At a time when Africa and other developing and third world countries urgently need a comprehensive sustainable development strategy in all sectors of the economy, especially the power sector, the promotion and popularization of small hydro power systems deserve priority policy considerations. Further, considering the global environmental and sustainability needs, the successful implementation of small hydro power projects will definitely help in reducing greenhouse gas (GHG) emission. To take full advantage of the multiplier and value added effects inherent in small hydro power systems, it is necessary at this time to put in place measures for capacity building on SHP development in Nigeria. The GEF-5 Project: “Scaling Up Small Hydro Power Project in Nigeria” was launched in September 2015. The objective is to establish / implement small hydro power projects in Nigeria with a cumulative capacity of 3.1MW and also to upscale the local fabrication of electro-mechanical equipment in Nigeria to a capacity of 300KW. Madagascar: Increased energy access for productive use through small hydropower development in rural areas As executing agency of the Global Environment Facility (GEF), UNIDO launched in 2015 the project entitled "Increase energy access for productive use through the development of small hydropower plants in rural areas in Madagascar" in close collaboration with the Ministry of Environment and Sustainable Development (MEDD) and the Ministry of Energy and Hydrocarbons (MEH). It is in line with the objectives set by the Madagascar Emergence Plan (PEM), the National Environment Policy for Sustainable Development and the New Energy Policy. Structured around 4 components, this project provides a grant of 2,855,000 USD which is released in tranches between 2015 and 2020 to enable (i) the establishment of policies and facilitation of financing to encourage the development of hydropower; (ii) the development of at least 2 pilot hydropower sites of about 2 MW in total, in partnership with the private sector; (iii) capacity building of key players in the energy and environment sector (government, private sector, universities, etc.); (iv) dissemination and planning necessary for the progressive deployment of similar projects. As part of the project launch, UNIDO concretizes the identification of partners for each activity. The international consultant is responsible for providing detailed technical advice and training to the partners on hydropower. He/she proposes solutions to solve problems that may hinder the smooth running of the project. Under the guidance of the UNIDO project manager based in Vienna, the supervision of the project coordinator based in Madagascar, and in close collaboration with the national expert in rural electrification, the international consultant will support the UNIDO team in the implementation of the project activities. Tanzania: Promotion of waste-to-energy (WTE) applications in agro-industries of Tanzania UNIDO is executing some energy-related projects in Tanzania including the approved GEF-5 funded project to promote waste to energy technologies in the agro-industrial sector. Also, the energy team is currently implementing a project under the GEF-6 cycle to promote bioethanol as clean alternate fuel for cooking. In addition, the energy component of the 1 UN joint programme is also being executed by the team. The project promotes the use of WTE technologies, more specifically the application of biomass and biogas technologies, in agro-industries. This area was selected due to their rapid scaling up and greenhouse gas (GHG) emissions reduction potential. These are in line with GEF-5 climate change focal area strategic programme CCM- 3: Promoting the investment in RE technologies. The East Africa (a group of 9 countries including Tanzania) Ministerial Consultation meeting, 18-20 January 2011 organized by GEF Secretariat, came up with WTE as one of the priority areas to be considered for East African countries. in line with that, the expected outcomes of the project include human and institutional capacity development and the increased investments for WTE technologies. The following four project components were developed, in addition to project management, to achieve the project objectives: 1. Capacity development and knowledge management: Through improved awareness, knowledge and capacity on waste-to-energy technologies in the country. 2. Creation of financing facility: Through established financing facility and increased involvement of financing institutions in WTE projects 3. Demonstration of WTE technologies: Through increased use of WTE technologies for industrial applications 4. Monitoring and evaluation (M&E): Through effectiveness of the outputs assessed, corrective actions were taken and experience documented. Cambodia:Reduction of GHG emission through promotion of commercial biogas plants in Cambodia The Global Environment Facility (GEF) project “Reduction of GHG emission through Promotion of Commercial Biogas Plants”, jointly implemented by the Cambodian Ministry of Environment, Ministry of Agriculture, Forestry and Fisheries and the United Nations Industrial Development Organization (UNIDO), aims at promoting investment in biogas based rural electricity enterprises at commercial pig farms for increasing rural electrification in Cambodia. The project intends to utilize biogas as clean energy source to reduce greenhouse gas emissions related to: i) the use of diesel generators at pig farms; and ii) methane emissions from pig manure. It will also demonstrate and promote biogas-based energy services as a financially viable, reliable, effective and sustainable mechanism to address on farm animal waste management while reducing greenhouse gas emissions. The project proposes an innovative solution for solving the low rural electrification rate and waste management by way of livestock waste based electricity generation in Cambodia. It also promotes investments in commercial biogas plant on a private-public partnership (PPP) basis to demonstrate biogas projects for a cumulative of at least 1 MW installed capacity leading to the scaling up of biogas technologies. This project is expected to have a significant impact on the electrification rate of the surrounding communities and farms, which currently depend partially on grid and partially on diesel generators. The excess electricity will help to promote Inclusive and sustainable Industrial Development (ISID) as well as productive activities. The project tries to address the lack of locally available capacity and reliable information necessary for commercial biogas investments, and is especially keen on strengthening human and institutional capacities. This is achieved through the establishment of a Biogas Technology and Information Centre (BTIC), which is hosted by the Royal University of Agriculture, to create awareness on climate change and build capacity on commercial biogas power plants. The BTIC plays an important role in supporting development of commercial biogas in the country from demonstration to replication/commercialization in the long-term. Lao PDR: Project Title: Reducing of Green House Gas (GHG) Emission in the Industrial Sector through Pelletization Technology UNIDO is currently implementing a Global Environment Facility (GEF) funded project that aims at promoting the utilization of solid biofuel as an alternative to coal and traditional biomass consumption in industries using thermal application. The project will employ a two-pronged strategy removing technological barriers for both producers and end users on one hand, and improving policies to expedite investments in the production and use of solid biofuels. The proposed intervention will support the transfer of wood pellet and other solid biomass technologies incorporate standardization (following ISO 170225) for co-firing through pilot project demonstration and develop strategies to promote sustainable wood pellet production and use as a part of green industry policy including greenhouse gases emission reduction in Laotian industries. Duty station: Vienna, Austria (Headquarters) Approximate duration: 12 months

Main Functions

Under the supervision of the Project Manager, assist in appraising, adjusting and presenting project proposals, and monitoring programme execution, identifying problems and utilizing information as an input to corrective actions to promote effective project management. Develops and administers technical cooperation projects by: - Locate and analyze specific economic and social data and distilling and synthesizing information relevant to proposed projects; - Identify, describe and justify project possibilities related to a particular project and consistent with approved technical cooperation programmes and ongoing activities; - Appraise, review and adjust project proposals to ensure consistency with national, sub regional, regional and sectoral priorities and programmes, and with available resources; formulate and present such proposals on the basis of technical and substantive inputs in accordance with required format for final review and approval; - Develop schedules, arrangements and methods for the management of the execution of individual project/s, in consultation with project personnel, technical, substantive and administrative service units; - Exchange information required for project formulation and execution with government officials in planning, finance, donor input coordination and sectoral functions, as well as with representatives of multilateral and bilateral donor agencies; - Monitor and expedite project execution systematically through discussions and correspondence with technical, substantive and project staff, field visits, analysis of periodic project progress reports, participation in tripartite reviews and mid-term project evaluations; utilize information obtained as an input to corrective decision-making and revisions; - Organize and conduct briefings and debriefings on projects with special regard for the country, sub regional and regional aspects, resources and development characteristics, with a view to maximizing project performance levels.

Minimum Requirements

Education

Advanced university degree in engineering, sciences, economics, business administration, international relations or other relevant discipline with specialization in renewable energy technologies and systems is required.

Languages

Fluency in written and spoken English is required.

At least five (5) years of professional experience in technical cooperation project management or portfolio project management including some exposure at the international level, is required. Experience in evaluating the needs, conditions and problems in developing countries, is desirable
