The work is done in close collaboration with the IT center and the various business centers. The unit’s work is cross-cutting in nature, providing end-to-end supply chain monitoring via data analytical tools. The purpose of the consultancy is to support MSDEU with COVAX supply chain analysis, take active part in the development of the Data Warehouse, the establishment of DataMart’s, the design and maintenance of COVAX related dashboards and to ensure reliable supply master data quality. Under the supervision of the Supply Chain Specialist (Monitoring) in MSDEU, the consultant will gather supply chain intelligence, help organize it in the existing monitoring tools and further develop the implemented visibility tools for decision making, communication and to demonstrate results.

BACKGROUND:

 UNICEF is a key partner in the COVAX facility:

In order to combat the Covid-19 pandemic vaccines are required and must be available to everyone. COVAX Facility is a pillar in The Access to Covid-19 Tools (ACT) Accelerator and is focused on making vaccines available. More than two-thirds of the world’s countries are engaged and COVAX has the largest and most diverse portfolio of Covid-19 vaccines. UNICEF is the Procurement Coordinator and one of the procurement agencies for the COVAX Facility and has the responsibility of planning, procuring, delivering vaccines to nearly 100 countries. In addition, UNICEF has become responsible for information management within the Facility and provides supply insight to the COVAX Facility and UNICEF’s management via visibility, monitoring and reporting of the supply component.

MSDEU plays a crucial role in the COVAX Facility:

OBJECTIVE:

The purpose of the consultancy is to support MSDEU with COVAX supply chain analysis, take active part in the development of the Data Warehouse, the establishment of DataMart’s, the design and maintenance of COVAX related dashboards and to ensure reliable supply master data quality. Under the supervision of the Supply Chain Specialist (Monitoring) in MSDEU, the consultant will gather supply chain intelligence, help organize it in the existing monitoring tools and further develop the implemented visibility tools for decision making, communication and to demonstrate results.

DESCRIPTION OF ASSIGNMENT:

The consultant will have the following specific responsibilities:

 Support the optimization of UNICEF’s Data Warehouse

The consultant will support UNICEF’s digitalization strategic by attending in the Data Warehouse core project group with the aim to improve the supply data infrastructure. The consultant will serve as the bridge between business centres and IT centre with the task to collect, design, improve, test the supply data in the newly created Data Warehouse. The final outcome is to guarantee that the business logic is in place in the Data Warehouse and that the supply data points are ready for dashboard consumption.

Support decision making and communication

The consultant will participate in the conceptualization, development, analysis and implementation of business process improvements and solutions that can result in improved monitoring and reporting for the supply chains related to COVAX - and UNICEF’s supply chains in general. This will entail working in close coordination with colleagues in MSDEU, with the IT center and with colleagues in the business centers, understanding everyone’s needs and facilitating the identification of suitable solutions. Visualization solutions are likely to be based on MS Power Bi and drawing from the existing data warehouse. Planning and prioritizing a robust and frequent communication with the MSDEU team will be required, and the consultant will follow the team’s guidance when performing these tasks. Furthermore, the consultant needs to support in maintenance of already existing Power BI dashboards.

Reliable supply master data quality

As part of the COVAX reporting it is key the supply master data is reliable and up to date. Therefore, it is important the consultant takes an active role in monitoring the different COVAX related dashboards by ensuring preventive and/or corrective action and, if needed, reach out to relevant stakeholders in UNICEF SD.

Documentation and Training

The consultant shall provide all needed documentation related to reports/dashboards and design development as needed such as: data model diagrams, main query logic, etc. The consultant is expected to provide colleagues with initial training and documentation on the maintenance of the BI analytics dashboard, including data sources and data models if requested.

 Generate supply relevant business intelligence

The consultant will have the overall responsibility for the analysis of specific COVAX supply related requests. This will include identifying, given the request, the best way forward and methodology in collaboration with colleagues in MSDEU, regional offices and country-level colleagues as relevant, collecting the information from identified sources, which may include SAP, existing dashboards and external sources, organizing the information, performing the analysis, and presenting it in the most suitable format and platform. Such request is expected to be cross-cutting and cover different supply commodities and services, and the consultant will work on these with the guidance provided by the MSDEU team. The role will also include back-filling for staff members assigned to the MSDEU COVAX project group. As it is expected that the consultant will work on several requests at a time and in parallel, the maintenance of an implementation and analysis plan discussed regularly with the area manager will also be required.

Roles and Responsibilities

The main roles and responsibilities of the consultant are as follows:

  • Ability to properly understand the business requirements and develop data models accordingly
  • Support in the development of Data Warehouse and DataMart’s
  • Development and administration of Power BI reports
  • Connect data sources, import, and transform data for Business Intelligence
  • Translate data into informative visuals and reports
  • Ensure supply data quality
  • Support in the development of self-service data models using datasets or dataflows

 KEY DELIVERABLES:

  • A minimum of 20 analysis pieces are based on specific supply related requests, and as per plans agreed to with the team. The pieces will be shared with colleagues for review, finalized and submitted.
  • Ensure the daily COVAX operation is running smoothly from a data and information perspective, including but not limited to:  Data Warehouse maintenance, dashboards are refreshed as planned, supply master data is reliable and, when required, take preventive and/or corrective action.
  • Ensure the supply data business logic is built in the Data Warehouse and released for dashboard consumption. This is done in collaboration with IT specialists as relevant.
  • Participate in the Data Warehouse core project group’s regular meetings, voice ideas, and promptly and proactively inform of issues, flags and progress made on ongoing tasks.
  • Provide a number of new COVAX Power BI dashboards, based on need as it evolves.
  • Respond to business queries and communication requests as relevant.
  • Attend in the MSDEU COVAX collaboration meetings.
  • Ensure relevant documentation is in place and maintained.
  • Ensure knowledge transfer and training of existing staff.
  • Act as backup for other MSDEU COVAX team members.

All deliverables will be provided in their final ready-to-use form and validated and approved by MSDEU. 

Language: Proficiency in English is required.

To qualify as an advocate for every child you will have…

  • A completed Advanced University degree (Master’s Degree) in supply chain, economics, business administration, development studies, information systems management, social sciences, statistics, engineering or relevant field is required. 
    *A relevant first level university degree in the above areas combined with 5 years of relevant qualifying experience may be accepted in lieu of the advanced university degree.
  • Minimum 2 years' work experience in public and/or private sector with proficiency in use of data processing/Data Warehouse, business data analysis and intelligence, systems, and process analysis, and/or performance monitoring is required, preferably in areas related to the supply chain. Prior knowledge and working experience with SAP and strong skillset of MS Power Bi/SQL are considered a strong asset.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Proficiency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
