The overall objective of this consultancy is to provide support to the Protection Policy and Advocacy team in the development of policy, guidance and engagement in advocacy related to emerging international humanitarian law and human rights issues affecting children or UNICEF’s humanitarian operations. This consultancy contributes to ensuring timely, inclusive, and quality rollout of major UNICEF humanitarian policy instruments and areas of thematic priority such as the protection of water and sanitation personnel/facilities/services, protection of education, protection of civilians and CAAC.

The overall objective of this consultancy is to provide support to the Protection Policy and Advocacy team in the development of policy, guidance and engagement in advocacy related to emerging international humanitarian law and human rights issues affecting children or UNICEF’s humanitarian operations. This consultancy contributes to ensuring timely, inclusive, and quality rollout of major UNICEF humanitarian policy instruments and areas of thematic priority such as the protection of water and sanitation personnel/facilities/services, protection of education, protection of civilians and CAAC. 

The impact of the incumbent’s work will have immediate impact on successful completion of the Water Under Fire Advocacy Strategy, support to finalize existing draft policies and support to develop relevant humanitarian policies for key country offices in humanitarian settings of priority for UNICEF.  

The position will also contribute to UNICEF’s progress and accountability for its interagency humanitarian commitments including in the field of protection in humanitarian action and CAAC.

Purpose for the consultancy: 

Under the guidance and supervision of Humanitarian Policy and Advocacy Specialist in UNICEF HQ New York Humanitarian Policy Section:

  • Support on finalization and development of Section’s humanitarian policies
  • Assist in developing UNICEF’s positions, policies and operational guidance related to country offices in humanitarian settings and other emerging humanitarian thematic issues

Assist and/or take the lead in developing UNICEF contributions to Inter-Agency workstreams on humanitarian policies, engagement at the SC, UNGA, IASC, HRC.

How can you make a difference?

  1. Support on development and follow up of Section’s humanitarian policies (40%)
  2. Support for Interagency engagement including SC, SRSG CAAC, UNGA, IASC, HRC and GCPEA (40 %)
  3. Field Support on Humanitarian Policies (20%)
  • Assist in developing humanitarian positions, policies, operational guidance related to key issues (protection, CAAC, advocacy, and technical advice) for UNICEF regional/country offices
  • Develop elements of guidance, positions, webinars on key humanitarian policies, in collaboration with internal and external experts, as needed and based on needs assessments.

To qualify as an advocate for every child you will have…

    • Advanced University degree in social sciences, public administration, international law, international relations, or other related disciplines.
    • At least five years of progressively responsible professional work experience in humanitarian action at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation, and administration.
    • Knowledge and understanding of UNICEF humanitarian policy and operations is required.
    • Prior experience or in-depth knowledge on humanitarian policy, protection, CAAC, and operational issues is required.
    • Experience with inter-governmental and inter-agency humanitarian processes is highly desirable.
    • Fluency in English and another UN language is preferred.
