The Position:

The Programme Specialist, Sexual Reproductive Health (SRH) post is located in the UNFPA Mozambique Country Office (CO) in Maputo and works under the direct supervision of the SRH Technical Specialist, with the overall guidance of the Deputy Representative.

In coordination with the SRH team, the SRH Programme Specialist, contributes to the effective management of UNFPA programmes in support of national efforts to strengthen sexual and reproductive health and rights.  Specifically, the “Enhancing Health Equity through Improving Reproductive, Maternal, Newborn and Adolescents Health in Cyclone Idai-Affected” project, funded by KOICA, will be critical in enhancing the maternal, newborn and adolescents’ health situation in Sofala province.   This province has been largely neglected by various donors in the aftermath of the Cyclone Idai landfall.    There is tremendous need to build its national and local community’s capacity to respond to and mitigate the effects of natural disasters such as flood and cyclones.  Thus, training on the provision of essential SRH services, strengthening coordination and partnerships among all stakeholders supporting SRH&R and strengthening cross-sectoral synergies will improve the disaster readiness within the local community.

The SRH Programme Specialist, will help establish and maintain liaison with other units of the Country Office and with external partners including UNFPA’s Implementing Partners, other UN agencies, donors, civil society, academia, and private sector, to ensure the achievement of intended results and impact from the project.  S/he will support initiatives and provide technical support in key areas for results-based programme and project management and M&E of UNFPA’s SRHR programme and projects.

The Programme Specialist, Reproductive and Maternal Health interacts with the SRH team members as well as consultants, advisors, and experts and establishes and maintains collaborative relationships with counterparts in government, multi- lateral and bilateral donor agencies and civil society to address emerging issues. S/he must effectively influence counterparts from diverse backgrounds to contribute to achieving UNFPA’s mandate.

Internal contacts include the Representative, Deputy Representative, Assistant Representative, the CO’s programme/ technical team. External contacts include other UN agencies in country, and counterparts and partners in Country programme activities, including international NGOs, experts etc.

Qualifications and Experience:

Education: 

  • Master’s level degree in Public health, gender studies, human rights, international development, international relations or other social sciences.

Knowledge and Experience:

  • 5 years’ professional experience in public health programme management in the public or private sector, including international development assistance, preferably in SRHR.
  • Field experience in complex emergencies, including humanitarian emergency response is an asset.
  • Demonstrated ability to network within the academic and development community.
  • Conversant with management and monitoring tools is desirable.
  • Experience in providing SRHR technical assistance, and programme M&E required.
  • Working experience in developing countries, specifically in African region is preferred.
  • Prior experience in the UN system and knowledge about the multilateral/bilateral systems an asset.
  • Understanding of Human Rights dimensions of SRHR is an advantage.
  • Proficiency in Information Communication Technology/Enterprise, including presentation skills are essential: MS Word, MS Excel, MS PowerPoint, Prezi, and other etc.

Languages:

  • Fluency in English and Korean is required.
