Job Overview: IRC in Seattle has provided services and support to survivors of human trafficking since 2004 through the Washington Anti-Trafficking Response Network (WARN) and has acted as a leader in the field of services for survivors of human trafficking for over a decade. Under the supervision of IRC Washington’s Deputy Director, the WARN Program Manager will lead and manage the WARN program which includes grant and project management, staff supervision and support, sub-award management, and co-leadership of the Washington Advisory Committee on Trafficking (WashACT), a multi-disciplinary task force committed to taking a trauma-informed, victim-centered approach to responding to human trafficking in Western Washington. The WARN Program Manager will take on significant leadership responsibilities both internally and externally within the anti-trafficking in persons community in Western Washington and beyond and will also serve on IRC Washington’s Senior Management Team.

Key Responsibilities:

Leadership:

·Provide leadership to the entire WARN program team across IRC and its WARN partner organizations

·Take a leadership role in WashACT serving alongside the Seattle Police Department, the US Attorney’s Office for the Western District of Washington, and other WashACT leadership team members

·Act as a subject matter expert and represent IRC and the WARN program with a variety of local community stakeholders, agencies, and groups, as well as at the national level through engagement with Freedom Network USA, the Department of Justice Office for Victims of Crime, and other stakeholders and initiatives

·Organize and participate in strategic planning activities for WARN program including developing and defining a vision and strategy for the department and for WashACT

·In conjunction with other IRC Program Managers take ownership of relevant strategic objectives, provide guidance and oversight to the appropriate objectives in the IRC Washington Strategic Action Plan

·Participate in all IRC Senior Management Team meetings, staff meetings, staff development activities, and fully engage as a member of the IRC Washington team

Program Management:

·Ensure smooth and functional operation of WARN program ensuring delivery of high quality, trauma-informed, person-centered services to survivors of human trafficking and maintaining efficient systems

·Provide supervision and support of WARN Coordinators and WashACT Coordinator using IRC’s People Management Standards including regular team and individual meetings, clear expectations, effective feedback, and responsive support

·Act as program budget holder and, in partnership with the finance department, develop and manage all assigned budgets including monthly review of Budget vs. Actuals (revenue and expense activity), match objectives, and financial reporting to local and state funders

·Manage all grants and funding streams for WARN program, including plans to meet match requirements, monitoring match development and reporting, and keeping track of all spending under various funding streams

·Manage WARN sub-award agreements including detailed review of monthly programmatic and financial reporting, consultation with sub-award partners, tracking of third-party match, and ensuring that all required program data is collected and program compliance requirements are met

·Ensure program staff engage in training on trauma-informed approach and other relevant professional development and work to incorporate trauma-informed approach into service delivery, workload management, and staff supervision and support

·Support and consult with staff on responding to WARN Assistance Line, new referrals, case management, and advocacy work from trauma-informed, person-centered perspective

·Ensure accurate, high quality data tracking and accurate, timely reporting in compliance with all program funding

·Review program reports and collect statistics and developments for evaluation, tracking and reporting purposes and to ensure compliance with funded objectives

·In partnership with evaluation partners, ensure regular engagement in evaluation activities and successful development of evaluation reports, as required

·Work with IRC Washington Senior Management Team, program leads and other staff, and ensure a good working relationship with all internal departments/programs in the design and coordination of new programming, development activities, public relations materials, events and media communications

·Monitor WARN program partners/sub-grantee organizations for compliance with programmatic objectives, contracted activities, reporting, and financial documentation

·Oversee and support WashACT Coordinator with coordination of collaborative reporting with Seattle Police Department for DOJ/OVC Enhanced Collaborative Model to Combat Human Trafficking grant

·Develop professional opportunities for survivor participation and leadership in human trafficking response

Business Development:

·Work closely and develops strong, positive relationships with current and future funding partners

·Maintain and develop relationships with funders and other partners who contribute donated services, time, funds, and goods to support WARN

·Expand resources available to survivors including in-kind donations, professional services, and volunteer time through engagement with donors and providers and ensure grant match requirements are met

·Responsible for seeking opportunities to maintain and expand WARN programming, project design, proposal development, and writing high quality funding proposals in collaboration with development staff and in compliance with IRC processes

Representation:

·Continue to develop and update established training, outreach, and public education materials and provide training, technical assistance, and support to professionals serving survivors of human trafficking

·Work collaboratively with a wide range of public and private partners, including community health workers, social and legal service providers, and local and federal law enforcement agencies to raise awareness and address human trafficking from a multi-disciplinary perspective

·Take an active leadership role in the Washington Advisory Committee on Trafficking working with United States Attorney’s Office, Seattle Police Department, WARN Program Staff, and other key local and federal agencies addressing human trafficking in Washington State

·Act as subject-matter expert on human trafficking and trauma-informed, person-centered services, as well as a human rights-based approach to human trafficking with stakeholders, partners, community members, media, and others in collaboration with IRC External Relations team members

·Ensure regular engagement and updating of WARN social media and external communications platforms

·Effectively recruit, engage, supervise, and utilize program volunteers to support WARN processes, initiatives, and objectives

·Comply with all policies, procedures, and protocols of the IRC

·Other related duties as assigned

Key Working Relationships:

Position Reports to: IRC Washington Deputy Director

Position directly supervises: IRC’s WARN Advocacy Coordinator, WARN Services Coordinator, and WashACT Coordinator, and sub-grantee partners; and program interns and volunteers

Other Internal and/or external contacts: describe the nature of departments or groups the position influences or requires support from to accomplish objectives.

Qualifications:

·Relevant degree or equivalent professional and/or lived experience

·Relevant lived experience including as a survivor and/or immigrant preferred

·In lieu of lived experience, significant experience working with survivors of human trafficking, trauma, other harm, and immigrants in vulnerable situations accepted

·Five or more years of related professional experience in the areas of Program Management; Grant Management; Grant Compliance; Human Trafficking; Victims’ Rights; Social Services; Multi-Disciplinary Collaboration; Partner Management; Staff Supervision; Grant Writing/Development; Donor Relations; etc.

·Demonstrated subject matter expertise on human trafficking and serving survivors of human trafficking, and trauma-informed, person-centered services

·In-depth knowledge of survivor services, human trafficking, trauma-informed approach, victim rights, immigrant rights, labor rights, trends, laws, and regulations and understanding of survivor perspective and needs

·Direct experience with a human rights-based approach to human trafficking

·Practical understanding of existing systems and resources related to human trafficking and survivor support

·Experience engaging with and supporting survivors as advocates, leaders, and professionals

·Strong collaboration, advocacy, and negotiation skills; experience working collaboratively with multi-disciplinary partners and in a multi-cultural, professional environment

·Public speaking experience and ability to professionally represent IRC and its mission; Experience conducting presentations and outreach to diverse populations

·Professional proficiency in English, both spoken and written; Proficiency in written and spoken Spanish and/or other relevant languages strongly preferred

·Strong intercultural communication skills; demonstrated ability to work effectively with people from diverse backgrounds and across language barriers
