Job Overview:

Reporting to the Director, Resource Acquisition and Management, the Program Officer, Pre-Award (PO) is the primary focal point on pre-award business development issues for selected Resettlement, Asylum and Integration (RAI) US field offices. The PO will support field offices in the review, editing and submission of proposals to public and private donors, ensuring consistency with IRC’s quality standards and responsiveness to the donor’s programmatic priorities. This position requires close collaboration with colleagues across the organization, including RAI HQ and field staff, IRC’s Awards Management Unit (AMU), External Relations, and Finance Department in order to ensure that proposal submissions consistently meet high standards and lead to effective program implementation.

Major Responsibilities:

·Provide quality control for proposals in line with IRC standards, ensure IRC business process is adhered to and all internal reviews and approvals are completed prior to submission; finalize and submit full proposal package for USG federal opportunities.

·Review proposal budgets and budget narratives for accuracy, feasibility and consistency with a) the project design and its operational requirements and b) IRC and donor guidelines.

·Coordinate the proposal development process with other HQ staff, including regional directors, technical advisors, and AMU and External Relations department staff.

·Act as the primary compliance reviewer for new awards for assigned RAI field offices; coordinate the transition of awards from the pre-award to the post-award phases and liaise with AMU to ensure field offices have accurate guidance on donor rules and regulations.

·Help ensure project proposals reflect IRC’s strategic priorities

·Liaise with IRC Legal, Human Resources and Finance units to support proposal development and award review.

·Develop tools to help streamline RAI business development processes and improve HQ support to field offices.

·Participate in internal and external trainings and conferences; lead on business development capacity building for field offices

·Other duties as assigned

Job Requirements:

Work Experience:

·Prior business/proposal development experience required, preferably 4+ years

·Significant grants management experience preferred

·Experience developing and reviewing programmatic budgets

Demonstrated Skills and Competencies:

·Familiarity with US Government grant regulations

·Experience with developing and utilizing project design tools such as theories of change and log frames

Education: Bachelor’s Degree

Language: Fluent in written and spoken English

Preferred experience & skills:

·Highly proficient in Microsoft Office suite

·Excellent interpersonal, oral and written communication skills and the ability to develop positive relationships with HQ and field office colleagues

·Strong analytic problem solving skills

·Ability to work both independently and in a dynamic, cross-functional team structure
