The GIS associate works under direct supervision of the head of Information Management Unit (IMU) supporting the information management activities of the OCHA Libya office. The GIS associate will support the IMO in data collection, processing and visualization, including mapping, spatial modeling, cartography and spatial analysis concerning country level humanitarian issues.

Duties and Responsibilities

Summary of key functions:

  • Implementation of information management systems and strategies
  • Support in development and management of GIS projects
  • Liaison with state agencies and partners to address issues concerning GIS activities in the humanitarian context
  • Design and development of geographic maps and infographs in support of the humanitarian operations
  • Facilitation of knowledge building and knowledge sharing

Key responsibilities in areas of Preparedness and Emergency response:

  • Clean, consolidate and document spatial datasets in line with OCHA’s common operational datasets guidelines
  • Incorporate common standards such as P-codes into datasets and products
  • Initiates and maintains good relationships with geographic departments of Libya
  • Liaise with state agencies and partners (such as: Bureau of statistics office and geographic departments of Libya) to:
    •  obtain administrative boundaries geographic shape files (first, second, third level and fourth) for Libya
    • transportation, hydrology and populated places (settlement) geographic shape files
  • Provide cartographic services to the humanitarian organizations in accordance with OCHA’s standard GIS software and map production templates
  • Design and develop infographs to highlight the humanitarian issues in the region
  • Obtain and process satellite imagery (images and grids) to support the response operations in the affected areas
  • Unify data formats to guarantee ease of use and transformation (convert shape files to file geodatabases)
  • Produce the following maps and infographs:
    • Country baseline/reference maps with different scales (A4, A3 and A0)
    • Country thematic maps based on indicators used in OCHA’s global focus model and other indicators
    • Country vulnerability and hazard maps
    • Country Humanitarian Snapshots
    • Country Profile maps
    • 4W maps at different administrative levels (Region, Mantika, Baladiya and Mahalla
    • Inset maps as part of monthly humanitarian update and quarterly funding update.
  • Support the IMAWG and GIS taskforce to improve the data exchange within UN agencies and geo spatial data holders and to enhance Libya admin levels
  • Work closely with clients to identify their needs and advise on the GIS products and services that OCHA Libya can offer
  • In collaboration IMU develop and implement a structured dissemination plan for all produced maps and graphics
  • Help IMU team in developing web-based maps and interactive maps using PowerBI and/or Tableau software. Explore new technologies needed to produce dynamic, scalable and interactive maps
  • Scan, digitize historical data if needed
  • Experience on one or more of the following software: ArcGIS, QGIS, MS-Excel, Adobe Illustrator, PowerBI and/or Tableau
  • Perform other duties, as assigned by head of Information Management Unit (IMU)

Impact of Results:

The key results have an impact on the overall efficiency of the Libya Office including improved business results and client services. Forward-looking GIS associate management has an impact on the organization of office management, Information Management, knowledge sharing, and information provision.

Required Skills and Experience

Education:

Secondary Education is required. University Degree in Information Technology, Geographic Information Systems (GIS), social sciences, management, information management, commerce or a related field is desirable.

Experience:

7 years of progressive experience is required especially with three years of experience in GIS (ex. GIS system integration, GIS modeling, geographic/terrain analysis, remote sensing, mapping, GPS, geo-spatial related information technology, etc.)

Knowledge of GIS software and applications and geo-database is essential. Experience in multinational working environment would also be an asset. Knowledge and experience in graphic designing would be an asset. Knowledge of software program languages and web technology is desirable.

Languages requirements:

Fluency in Written and Spoken Arabic and English is required. Knowledge of French and other UN languages is an advantage.

Other Skills:

Experience working for an operational UN Agency or NGO is an advantage; Knowledge of a second UN language would be an advantage.
